He founded La Posta: A Journal of American Postal History in 1969, and has continued to publish it bimonthly for the past 40 years. In addition to La Posta, he served as editor of The Alaskan Philatelist and the Military Postal History Society Bulletin. Helbock has authored over twenty postal history books and monographs, and served as editor of the American Philatelic Congress Book from 1999-2005. In 1991 he was granted the Distinguished Philatelists Award by the U.S. Philatelic Classics Society, and the Northwest Federation of Stamp Clubs selected him as Distinguished Philatelist in 2003. Bill and his wife Cath currently reside on a rural property near Chatsworth Island, Australia.

    INTRODUCTION

    United States Post Offices is the first attempt to publish a complete listing of all the post offices that have ever operated in the United States. The listing is ultimately based upon the United States Post Office Department’s Records of Appointments of Postmasters, but contains data that has been refined by numerous postal historians who have published listings of the post offices that operated in individual states. During the late 1990s, some of these state-by-state post office listings were standardized and published by La Posta Publications as the Pocket Guide Series of State Post Office Checklists.

    Each volume of the Pocket Guide Series contained, in addition to the dates of operation for each post office, a Scarcity Index (S/I) value which reflected the market value of the most commonly seen postmark from that office. The small three-by-seven inch format of the Pocket Guide Series was both a strength and a weakness when it came to compiling post office checklists. As long as the list contained a manageable number of entries, say five thousand or less, the booklets could be compact and convenient to carry. But when the listing became quite long, as was the case with region-wide list of over twenty thousand post offices; or a nationwide listing of over 160 thousand post offices, the small format required too many pages or print which was too small to read.

    United States Post Offices was intended to meet the needs of those in the postal history community who have been in search of a single set of compact volumes that contain the name, county and state location, dates of operation, and S/I value for each and every independent post office ever to have operated in the nation. This single combined listing for the entire United States published in a format appropriate for portable e-book readers is the logical conclusion of the progression that began with the pocket guides. Now every postal historian can visit stamp shows, antique shops and flea markets with a complete annotated listing of all US post offices.

    CONVENTIONS USED IN THE LISTING

    Compiling a list of United States post offices might appear, at first glance, to be a purely objective operation. The concept is certainly not difficult to grasp. Unfortunately, once one gets down to the task itself, there are decisions that must be made. For example, should a post office that spelled its name Hillsborough for a time, and then changed the spelling to Hillsboro be counted as one post office or two? What about a post office that spelled its name Vansickles for thirty years or so, and then dropped the s?

    Here is another problem. It was not uncommon for small post offices in the early days to change locations with the appointment of new postmasters. In some cases, such as those offices serving dispersed ranching or farming communities, the relocation might involve a change of five miles or more. Shouldn’t post offices that were located as much as five miles apart be counted as two different offices?

    In other cases, a post office might be closed for a period of years and then reopened at another location using the same name. One post office or two?

    These and other problems had to be addressed in compiling the listing that follows. To do so required the adoption of certain arbitrary guidelines, which – it is hoped – have been applied more or less consistently throughout. However, given the length of the list, and the vast geographic and temporal territory it covers, readers should be aware that the author reserves the right to include new names or exclude existing names from future listings as new information comes to light.

    Post Office Names

    The purpose of this book is to list alphabetically each and every independent post office to have ever operated in the United States. It does not include contract or classified branches, stations, or community post offices (CPO), even though some of these postal units have postmarked mail using their own name independently of their parent post office. Readers wishing to learn the identity and operational details of stations and branches should consult the appropriate state postal history as identified in the bibliography.

    The overall rule of thumb applied to the listing of post office names was Keep it Simple. In other words, if the choice came down to making a double listing or a single listing for a particular post office with a minor name change due to spelling differences, the single listing was chosen. An office variously known as Bell’s Run and Bellrun will be shown as BELL(’S)RUN and the spellings Moriah Centre and Moriah Center are listed simply as MORIAH CENTER. Naturally, more complicated name changes, such as Fisher’s Eddy to Fishs Eddy have resulted in double listings.

    Post offices that experienced a name change from a two word to a one word format are typically listed only under the form that was in use for the longest period of time. During the 1890s, the Post Office Department went on a crusade to eliminate long post office names by shortening two word names to one word. Frequently, the one word form lasted only a short time before the office reverted back to the earlier format. In many cases, the postmarks used by post offices with such names did not agree with the official name anyway.

    Post offices believed to have never been in actual operation, i.e., the so-called paper offices have been omitted from the listing in cases where they have been identified as such. Many post offices listed in the Records of Appointments of Postmasters are noted to have been rescinded, rather than discontinued. These post offices are believed to have never been in actual service, and it seems misleading to include them in our listing. As more historical details become available, it may be possible to add or subtract post offices from this listing

    Post Office Locations

    In the case of post offices that changed locations with the appointment of new postmasters, it was decided that a single listing would be sufficient so long as the office remained in continuous operation, or experienced a break in service of less than 10 years. As a result of this policy, the double listing of a post office name in the same county usually means that there were two entirely different, often widely separated, post offices using the same name. The double listing has also been used to show post office lineage, so that when a post office has its name changed to something else and a new post office is established with the old name, the list indicates two separate offices with the contradistinction of (1) and (2).

    Counties given for post offices in this list are those in which the office, or its site, are currently located. No attempt has been made to list county assignments for early-day offices that do not coincide with current county boundaries. In some cases, the site of a post office is known to have been physically moved from one modern county to another. Such offices are identified in the listing with both county names.

    Post Office Dates

    The dates listed for each post office are those given in Post Office Department (POD) records for the establishment and discontinuance of operation as an independent office. A major change of name is treated as a discontinuance, as is conversion of an independent office to the status of station or branch.

    Even though listed dates are official POD dates, they may be expected to vary somewhat from dates of actual occurrence in the field. In recent years, it has become common practice to discontinue offices or convert them to Community Post Offices (CPOs) with little or no published record. The use of a question mark following a year date in this listing indicates that this was the latest Postal Guide or ZIP Code Directory to list the office.

    Scarcity and Demand

    Inclusion of a Scarcity Index (S/I) value for each post office listed herein is, far and away, the most arbitrary piece of information in the listing. It is also, quite probably, the most widely used piece of information in the listing, so readers are urged to consider carefully what follows in order to use the S/I values in the spirit they were intended.

    The S/I value assigned to each post office is intended to reflect the relative scarcity of the most commonly occurring type of postmark for each office. When combined with the Demand Factor (D/F), the product should yield a reasonable approximation of the current Market Value (M/V).

    The Market Value of a postmark from a particular post office is a function of two factors: scarcity and demand. The scarcity of surviving postmarks from any post office depends largely on such objective features as how long ago the office was closed, the total number of years the office was in operation, and the type of community served by the post office. Collector demand, however, is highly subjective, and varies from state to state, and even from region to region within states, over time. The Scarcity Index (S/I) values are intended to approximate only the scarcity of postmarks from a given post office.

    Operating post offices, from which postmarks may still be procured, are assigned the S/I number 0. This does not mean that all postmarks from operating post offices have no value. Indeed, a cover bearing an 1820-era postmark from Louisville or Cincinnati may be a highly prized piece of postal history. All the S/I value of 0 means is that since the office is currently operating, it should be possible to obtain an example of its contemporary postmark at little or no cost.

    S/I values increase from 1 to 9 with increasing scarcity of postmarks. S/I numbers in the 1-3 range are associated with postmarks from discontinued post offices (DPOs) that either closed in the fairly recent past or from which large volumes of mail have survived. Examples of the latter include post offices that served parts of major urban centers before city service was extended and resorts from which thousands of tourists mailed wish you were here greetings. Generally speaking, postmarks from these common DPOs are fairly plentiful, and most collectors will readily find examples. There may, however, be a few sleepers hidden among the low rated post offices for any given state.

    The mid-range S/I values, rated 4 through 6, represent scarce postmarks from offices that operated only a few years or were closed prior to the time postmark collecting began to gain popularity during the 1930s. As a rule, these are the postmarks that most collectors are eagerly seeking to build their collections from the beginning to advanced stage. Some of these postmarks may still be found hiding in postcard stocks at flea markets or in antique shops, but more and more often they have been picked out and will show up in postal history dealer stocks or at auction.

    The S/I values rated 7 through 9 have been reserved for the truly rare postmarks. In fact, since the S/I values have been assigned to all post offices, and not just those from which postmarks have been recorded by collectors, it is likely that postmarks from a few of the offices rated 8 or 9 may never be found. Some of these pioneer offices did only a minuscule amount of business and survived for only a few months. It seems probable that mail postmarked at some of these ephemeral places has not survived the ravages of time.

    While it is still possible to find postmarks rated 7 or higher at flea markets and antique shops, such finds are becoming fewer and fewer. Of course, the thrill of the hunt can serve as an important motivation in its own right, and there is always the chance that the next postcard you turn over could bear a postmark from Ambler, West Virginia or Habnab, Maryland.

    Collector demand for postmarks from any post office is rather more difficult to quantify. Demand tends to vary from state to state, and sometimes there can be considerable variation in demand from region to region within a state. Demand is further complicated by the fact that the number of collectors seeking postmarks from any particular state or region tends to be rather small. This means that demand can diminish drastically with only the loss of a few collectors, or conversely, can skyrocket due to the pressure of a few newcomers attempting to build state postal history collections.

    Additional complications in estimating demand arise from the growing number of collectors seeking postmarks on a nontraditional geographic basis (islands, river basins, etc.) or a thematic basis (forts, towns named for birds, ethnic heritage, towns beginning with Z, etc.). All of these concerns result in the estimation of a set of Demand Factors (D/F) that is fluid at best. These factors are based upon my current assessment of the market variation from state-to-state as reflected in auction results and retail pricing.

    A final caution with regard to using Market Value numbers has to do with condition. The range of dollar values associated with each M/V number assumes that the postmark is on a clean card or cover with no creases, wrinkles, dirt, stains, or otherwise unsightly blemishes. Furthermore, the M/V dollar amounts assume that the postmark is a sending postmark, not a receiving postmark. They also assume that the postmark is well struck with all, or most, of the letters easily readable. Examples of poorly struck postmarks on cards or covers with tears or blemishes should be considered at only about half (or less) the value of clean, well struck examples.
