    The Placement Of Workers Profession

    At the end of this unit, you will know:

    Introduction

    Singapore has enjoyed full employment for a longtime simple because:

    •    The schools churn out young people with the basic literary and numeracy skills.

    •    The polytechnics and the institutes turn out young people with the basic skills needed by industry, commerce and the services sector.

    •    Skills are kept relevant by re-skilling and re-training programmes. In many instances workers can enjoy a training allowance while they undertake training.

    •    Housewives, whose children have grown up, can opt to rejoin the work force through a series of back-to-work schemes.

    •    Ex-offenders, who wish to, are retrained with skills and placed with employers willing to mentor them.

    •    The working age has been extended to 62 years so that the skills, experience, values and attitudes of the older worker is not lost.

    Finally all these schemes have, over time, pushed skill and wage levels up and the economy displays certain sectors that are still short of labour.

    About the Employment Agency Business

    As indicated above, the opportunities are great and as such seen by many enterprising people.

    In fact, informally the employment agency is considered as one of the GOLDEN FINGERS together with the Food Business, the Real Estate, the Private School Business and the business of Trading.

    In recent years, the Employment Agency Business has come under strict controls by government agencies, simply to ensure that the buyers and sellers enjoy a fair and level playing field.

    The reputations do not restrict the number of entrants. The regulations are there to ensure that both vendor and clients have the chance to be fairly treated.

    In the units that follow you will learn how to become an employment agency person, with the relevant knowledge of the main laws governing the employment, the entry of foreigners into Singapore.

    Length of Working Life

    When cleaning supervisor lost the use of both legs in a traffic accident, the High Court ruled:

    •    that he could have carried on working until the age of 75

    Having being knocked down by a lorry while cycling he is now wheel chair-bound after both his legs were amputated, one above the knee and the other below

    •    In 2012, the cleaning supervisor was awarded $459,000 in damages, $158,400 of which was for loss of future earnings.

    The cleaner had been given a multiplier of 11, which is the number of working years, the claimant would have left less a discount to factor in unforeseen circumstances like sudden death due to illness.

    How Do I Get Into The Placement Business?

    At the end of this unit, you will know:

    •    what is required of a placement person?

    •    what is required of an employment agency?

    Introduction

    Having surveyed the prospects and opportunities of the placement business you will now want to know what has to be done, firstly to be a placement person and secondly to get the needed operating platform (called an employment agency).

    Under the operating legal framework governing this particular business viz:

    Employment Agencies act

    Employment Agencies rules

    Employment Agency Licence conditions

    The people involved are of two levels

    a)  the placement person or in the Act designated the Employment Agency Personnel

    b)  the Key Appointment Holders who have general control and management of the administration of the Employment Agency

    According to the Act the special duties of the Employment Agency Personnel are the following:

    1)  "Communicating with any applicant for employment, for processing application for employment"

    Hence the person who receives an applicant for employment, reads through the resume, or biodata and who questions the applicant on certain aspects of the applicant’s career path comes within the scope of the Act.

    2)  "Collecting biodatas or resumes or curriculum vitaes to help an applicant establish employers – employee relationship"

    Before an applicant can be presented to a client employer the biodata, or resume has to be carefully examined to get the work experience, qualifications, work attitudes and work values that the employer considers essential. The only reason why an employer will go through an employment agency is simply to save time by getting the applicant professionally screened.

    3)  Submitting application for work pass on behalf of the employer

    The placement person is up to date on the requirements of various work passes issued by the Ministry of Manpower for foreigners to come to Singapore to work. While the Ministry’s requirements are clear the application’s request may not be so straightforward. There have been cases for foreigners who claim to have qualifications they did not have. There have been cases of people who have been banned from working in Singapore submitting applications under other names and using travel documents that are not theirs.
