Flood damage and chemical leaks have left many black and non-white Texans in a state of dire emergency. Many of the victims have no flood insurance, which only intensifies the catastrophe. As with many emergencies, a number of Black Floridians and Texans were unable to escape the path of destruction. In addition to the hurricanes and a monstrous earthquake in Mexico, United States political attention locked on President Donald J. Trump's decision to end President Obama's Deferred Action for Childhood Arrivals program, which allowed 800,000 undocumented children to remain in the country and work legally.
