ivette Daz they have been rockin the Planet since 1972, reads a plaque from the rock and roll hall of Fame and Museum. the recognition is hanging, not in the hallway of some record company, but at Miami Beach senior high school the original school of rock. Music in Miami Beach has not skipped a beat since Doug Burris first entered Beach high in 1971 using a walking stick that his father made him. he spent his first year teaching guitar and met with students after school to form a guitar ensemble. By the following year, the Miami Beach rock ensemble went on to become the first public school program of its kind in the country. the extraordinary music man who is the lifeblood of the rock music program never allowed his battle with multiple sclerosis come between music, his students, and life. through the decades, rock ensemble established itself as one of the premier high school musical performing groups in the nation. his [Burris] rock ensemble program has been a light in our community since 1972 and has produced a wealth of accomplished and creative students that have gone on to bring great contributions

within the entertainment industry, said Miami Beach Mayor Matti herrera Bower. Musicians from all over the country recently flew in to be a part of an anniversary benefit concert to commemorate 40 years of music making and Burris retirement. over 1,000 people attended the standing room only event. this was the concert 40 years in the making, said Burris. We leveraged our business and community connections and were able to producean extraordinaryevent. the concert featured performances by rock ensemble members from 1972 through 2012 including expos lead singer ann curless (1982) who performed Dont cry out Loud. the rock program has also been applauded and supported by Miami Beach and entertainment industry leaders such as the Gibb family of Bee Gees fame, hitmaker rudy Perez, and the late legendary rock producer and friend tom Dowd, to name a few. When the show was about to begin and i looked over at the 80+ performers and the standing-room-only audienceifelt proud to be a part of this amazing family of talented and creative individuals, said the concert producer Frankie trullenque, a rock
ensemble member from 1983 to 1986 who also performed at the concert. trullenque played bass, vocals, guitar and piano for the band, and, today is a musician, concert producer andcommunity advocate. the concert raised $20,000 to support the rock ensemble Legacy scholarship Fund, a private scholarship program founded and managed by Burris to help fund music students studies, and contribute to the south Florida chapter of the national Multiple sclerosis society. over its 40 years, the group has had many successes including traveling the country and the world performing, winning top honors at every competition and being featured in countless newspaper and television programs. in 1999, the group was invited to perform at the rock and roll hall of Fame and Museum in cleveland, ohio. ive had the support of the community, the teachers, the principals, which are amazing; and, of course, the most unbelievable students in the world, said Burris. rock ensemble also touched the lives of at-risk teens that just needed a place to belong. For the kids that felt alienated and alone, Doug provided a home in which they could

find themselves and flourish becoming productive individuals in our community and society, said trullenque. the next part of the programs legacy involves keeping the Burris scholarship alive. the group produced a DVD of the concert that is now on sale to help continue funding the scholarship. also in the making is a rockumentary of the event that will be introduced to various film festivals around the world. Dr. Leslie rosenfeld Life in the interconnected, globalized 21st century requires critical-thinking skills and a sense of international mindedness. this is something that international Baccalaureate (iB) Program students in the city of Miami Beach have come to know and understand. as of March 2012, Miami Beach can proudly call itself an iB World city. every public school within our city is an authorized iB World school offering the Primary Year, Middle Year, or Diploma Program. Miami Beach has become possibly the only city in america to have the iB curriculum throughout all of its schools and very much at the municipalitys initiative, wrote ed Finkel, contributing writer of District administration magazine, in his april 2012 article, Widening Participation to an iB education. although the Miami Beach city government is not officially responsible for education, enhancing learning opportunities for youth is a priority. in 2008, Miami Beach entered into an education compact with the Miami-Dade county Public schools system to implement the iB program in Miami Beach public schools. Monetary support from the city of $500,000 paid for teacher
training and application fees. community partnerships help to provide financial support to sustain the program. every resident expects the best public education accessible to every child across our city, said Miami Beach Mayor Matti herrera Bower. recognized around the world, the iB curriculum offers students opportunities for both personal and academic development in the Primary Year, Middle Year and Diploma programs. the programs focus on international perspectives of learning and teaching, allowing students to explore their home culture and language. community activities allow youth to become more aware of and have a direct and positive impact on their community. in our middle school, we have seen a significant growth in student led action.our students have initiated projects, collections, fund raisers and school events, said Maria G. Zabala, principal at Fienberg Fisher K-8 center. as part of the iB community involvement curriculum, sixth graders Delila and Marley Penson of nautilus Middle school coordinated a fundraiser for the organization see Fit/the Vision for tomorrow, which raises funds for research for blind and visually impaired children. the event raised over $1,600.
Benjamin Dietch, a nautilus Middle sixth grader and guitar student, created the Music for Memories program. to date, he has collected and donated 40 instruments to schools and youth centers that did not have the resources to start their own band programs. other local iB students have also gone on to contribute to and be involved in their community projects. students from Biscayne elementary school raised $1,000 for Walk for autism. rachel coller, a senior at Miami Beach high developed a dental health program, and students at Fienberg Fisher worked with Best Buddies to help end the use of the word retarded when referring to disabled individuals. the ultimate benefit for youth is that iB graduates are literate, articulate, adaptable, and confident young adults. it serves as the best college preparation program that a high school student can obtain, stated Laurie Kaye Davis, president, Miami Beach senior high schools Parent teacher student association (Ptsa).

Esto es algo que ya saben los estudiantes del Programa del Bachillerato Internacional (International Baccalaureate, IB) de la Ciudad de Miami Beach. Desde marzo de 2012, Miami Beach puede sentirse orgullosa como Ciudad del Mundo del lB. Cada escuela pblica de nuestra Ciudad es un Colegio del Mundo del IB que ofrece Programa de la Escuela Primaria, Programa de los Aos Intermedios o Programa del Diploma. Miami Beach se ha convertido posiblemente en la nica ciudad de Estados Unidos en haber implantado el currculo del IB en todas sus escuelas y mucho de esto se debe a la iniciativa municipal, escribi Ed Finkel, colaborador de la revista District Administration, en su artculo de abril de 2012, titulado Se ampla la participacin en la educacin del IB. Aunque el gobierno de la Ciudad de Miami Beach no es oficialmente responsable de la educacin, el fomento de las oportunidades de aprendizaje de nuestra juventud es una prioridad. The City of Miami Beach has achieved a great deal by staying focused on its strategic priorities. By using performance measurements to gauge how well your city government is managing resources and delivering services, many areas have seen significant improvements since its plan was first charted. According to the most recent Miami Beach Community Satisfaction Survey that was conducted in early 2012, a majority (89 percent) of resident respondents reported that their overall quality of life within the City of Miami Beach is either excellent or good. In addition, a record high, 89 percent reported Miami Beach as an excellent or good place to live. We take public input very seriously. The survey results provide us general feedback on their [residents and businesses] level of satisfaction with the services we provide, said Miami Beach City Manager Jorge M. Gonzalez. They are also used in strategically planning our budget and resources. The 2012 residential and business surveys, conducted by Kerr and Downs Research, are Miami Beachs fourth set of comprehensive statistically valid community satisfaction surveys since 2005. Over 1,800 residents and over 900 businesses were surveyed earlier this year. Although much has been achieved over the years, residents and businesses have indicated that there is still room to improve in terms of addressing storm drainage, homelessness, traffic flow and road conditions.

Increase visibility of police Maintain crime rates at or below national trends Safety is one of the top quality of life factors for our residents according to all of the resident surveys conducted to date. Perception of safety in neighborhoods and commercial areas in both the daytime and nighttime rated well, while police ratings dropped for residents and businesses (from 84 to 66 and 81 to 71 percents, respectively). In contrast to recent national trends, the citys crime rate decreased steadily through FY 2006 and has since remained steady. Although there was a slight increase in overall crime rates last year, crime is still significantly below historical levels, with a seven percent decrease between 2001 and 2011. Furthermore, property crimes (burglary, larceny, and auto theft) decreased by four percent while violent crimes declined 22 percent between calendar year 2001 and 2011. In addition, calls for service and arrests have increased by 14 and 22 percent respectively since 2001, in part due to a 30 percent increase in the average daily population. Overall, fire services rated well with 91 percent of residents and 93 percent of businesses rating excellent or good.

Improve cleanliness of Miami Beach rights of way especially in business areas Improve cleanliness of city beaches Cleanliness continues to be mentioned as one of the changes that would make Miami Beach a better place to live, work, play, or visit. Expanded cleanliness services implemented in recent years for commercial and entertainment areas, alleys, parking lots, beaches, and residential areas have been maintained. Using a quantitative index to assess the impact of these efforts, the results have shown significant overall improvement. Between FY 2005/06 and FY 2010/11, the overall citywide cleanliness score improved by 23.8 percent for citywide cleanliness assessments rating clean or very clean. Also, ratings for cleanliness (74 percent of residents and 62 percent of businesses rating excellent or good) remained stable between 2009 and 2012, but continue to be significantly improved from the 2005 survey results. None-the-less, our residents continue to view cleanliness as an important service area, and in the 2012 survey, it was cited as the most important service to retain. Cleanliness of waterways in 2012 rated better than during the 2005 surveys (57 percent of residents and 59 percent of businesses rating as excellent or good compared to 49 percent in 2005), but continues to be an area for improvement.
Promote and celebrate our citys diversity In 2012, 61 percent of residents and businesses rated the level of code enforcement as about the right amount. Growth management initiatives continue to be pursued, in addition to the maintenance of the citys 1,500 historic building stock. Of major significance is the completion of the nationally recognized and award-winning Soundscape and the ongoing reforestation program installing 4,250 trees to date. Enhancing learning opportunities for youth with our city remains a priority. The Education Compact between the City of Miami Beach and Miami-Dade County Public Schools established in January 2008 has many notable outcomes and the level of academic achievement has improved throughout the City of Miami Beach in 2010-2011 as all Miami Beach public schools received A or B FCAT grades. In 2012, public schools were rated excellent or good by 91 percent of residents compared to 58 percent in 2007. As of March 2012, all public schools in Miami Beach are International Baccalaureate (IB) World Schools, accessible to every child at every school. Further much has been accomplished to address homelessness in the last several years, with the census count for the number of homeless in the city declining from 314 in November 2000 to 173 in January 2012. 2012 Rating of Citys Ability to Address Homelessness 42% of residents rate as good or excellent (31% in 2005) 69% of businesses rate as good or excellent (25% in 2005) There are benefits of being a Miami Beach resident. Successful recreation programs for teens and seniors also continue to be a priority, with a steady increase of participation. Reduced fees for after-school, specialty camps and intramural athletic leagues and scholarship programs are also available for numerous recreational programs increasing access to all our residents. Free and reduced access to our various pools has led to dramatic increases in usage year-round with a 98.7 percent increase overall since 2005.

Pedestrian and bicycle enhancements continue to provide alternatives to the large portion of the community who do not use a car as their primary mode of travel. The citys Bikeways Master Plan provides for a total of 244 bike rack citywide. A self-service bicycle rental program with DecoBike supports environmental sustainability and increases multi-modal mobility throughout the city. Parking availability remains a priority with renovations to several parking lots citywide. An additional 1,700 parking spaces have been added over the last three years. The completion of the new City Hall Garage (650 spaces); Fifth & Alton Garage (500 spaces); and the Pennsylvania Avenue Garage (550 spaces); added to the citys parking inventory. This equates to a 43 percent increase in the citys overall garage parking space inventory since 2009. The capital improvement program continues as a top priority. In FY2011/12, free mobile applications allow residents to report issues, such as potholes and graffiti. Despite the downturn in the economy, the City has maintained financial reserves. As a result, Miami Beachs current bond rating remains strong. As the journey to excellence continues, the City of Miami Beach is committed to evaluating performance results to ensure that it is following the plan, the vision for the future of the city.

on october 17, 2007, the Miami Beach city commission adopted the atlantic Greenway network (aGn) Master Plan, which includes bicycle and pedestrian infrastructure throughout the city. the bicycle and pedestrian network will run along our citys streets, greenways and the bay. the aGn will provide connectivity with the countys and states regional bicycle network. this spring, the city held two public bicycle summits to discuss efforts to update the aGn Master Plan and create a more bicycle-friendly city.several creative ideas came out of the meetings, including creating bicycle boulevards, (streets that prioritize bicycles over cars), adding more sharrows (lanes shared by bicycles and cars), and installing more bike facilities, such as bike racks and bike corrals, throughout the city. currently, Washington avenue has a shared lane; a new bike path is being completed on Dade Boulevard along the collins canal to create an east-west connection from the Venetian causeway to convention center Drive. an adjacent project will provide bike lanes further east along Washington court and 22 street with a future connection to the ocean. there are also approximately 150 bike racks in the city, and an estimated 500 racks will be added by the end of 2015. the next transportation public meeting will be held in the fall. You can still take your cup and straw to our beaches. however, in an effort to keep beaches environmentally clean, the Miami Beach commission recently amended the citys litter ordinance to prohibit beachfront concessionaries from providing plastic straws to their customers. When on our beaches, please recycle and discard your trash appropriately. current fines for littering on the beach are between $50 and $500.
