    This is a disastorous idea and is simply giving the go-ahead for laziness in
    tracing original creators. As a professional illustrator I absolutely oppose this
    move. I would NOT be 'delighted' to find my work had been used without my consent,
    under ANY circumstances. Where ever possible the originator should be traced or an
    alternaitve found, or else there is little point in people like myself trying to
    make a living, as it's the thin end of the wedge towards an image free-for-all.
