The report - in unsearchable format - has been accepted by Moyle District councillors yet its authors are unnamed, its contributions from other agencies are unreferenced ie no paper trail, the convoy of three emergency service vehicles toing and froing between Portballintrae and the Causeway is not detailed and the role of a black car speeding backwards and forwards on the Ballaghmore Road is not mentioned.
According to the report, the RRV arrives [Portballintrae?] at 14:25, Ballycastle CRT arrives [Portballintrae?] at 14:31 yet the three vehicle convoy, on its second visit to the Causeway side, only makes it to the strand by 14:55. From Portballintrae to the Sand Rodden on the Causeway side is about three miles.

CBC stated that the bollard at Portballintrae Car Park was in place and locked at the time of the incident and keys are held by all the Emergency Services and by the local shop nearby in the car park. However, MCA reported that vehicular access to the pathway leading to the Three Quarter Footbridge had been blocked by parked vehicles therefore vehicular access via this point was not achievable by the Emergency Services. The area in front of the access point was hatched as a no parking area.
Recommendation
Bollards at Sand Rodden and Portballintrae Car Park to remain in place and locked. All emergency services agreed that it was better to have the access points secured so that Emergency Vehicles would not be restricted by unauthorised vehicles blocking access points and turning positions at both locations."
In other words, a solution was a problem.
