EXECUTIVE SUMMARY
Due to the current influx of natural disasters in many countries, across the globe, an urgent need arises for emergency relief and humanitarian services. Many people were unprepared for the increasing intensity of the natural disasters that recently hit eleven Japanese cities. After losing their homes, and loved ones, thousands of survivors remain in desperate situations and unsanitary living conditions. Countless people lack basic food, shelter, water, and sanitary living environments. The Japanese government is facing the reconstruction of many cities, and treatment of radiation after nuclear power reactors destabilized at the Fukishima Power Plant. This radiation added to despair and concerns about safe shelter and survival resources. The government is facing a $309 billion dollar budget to rebuild these eleven cities. In the meantime, people are suffering, becoming ill, and freezing in the cold. Our proposed project, Hitachi Operation Prosperity Enclosure (HOPE), could bring healthy water, nourishment, and sustainable independence to broken cities. ACF has collaborated with the Japanese government to transform the land around Juo Panorama Park in Hitachi City. This raised geographical region is the perfect place for a long-term emergency site, as it overlooks the entire city. This midpoint between affected cities, will house multi-functional water, sanitation and waste management outposts. ACF International proposes a project called, Hitachi Operation Prosperity Enclosure (HOPE), as a resolution to water scarcity through resource production, sanitation solutions, and sustainable conservation of recycled resources. Water generated from an Aqua Sciences Emergency Water Generator produces up to 1,200 gallons of water per day. This 40-foot container with a reverse osmosis module can provide emergency water for up to 3,000 people per day. The proprietary technology allows for simple water capture from the air in virtually any climate, while using less energy through a self-powered diesel generator (7-day supply), or by grid electricity. The natural disinfection of collected water during water generation, and low energy requirements without toxic by-products makes this an environmentally friendly solution to water supply. (aquasciences.com, 2011) By building resilient structures with refurbished materials, Project HOPE instills new life in every process. Refurbished fixtures and recycled wood, which prevents further deforestation, comprise every structure. The latrines have channels to separate wastes to the appropriate composts where wastes turned into fertilizers nourish plants, supporting the eco-systems needs. Native, antimicrobial plants, from the Enclosure, serve as sanitizing agents for hand washing and showering. (Pump Aid.org, n.d.) Grey water run-off from the showering areas will drain into a trough, then into a filtration system with colloidal silver-infused ceramic filters, ending up purified as recycled water to feed the plant life within the Enclosure. This fully sustainable, conservational cycle enhances the natural synergies of life. Construction for this program only takes a few weeks to a maximum of one month. The rest of the projected year, expert mentors will train volunteer caretakers for permanent employment opportunities, establish a circular network with local markets, and provide any additional assistance to transform this area into a safe, permanent solution for future emergency relief. ACF will remain in contact with quarterly visits, evaluations, repairs, and reviews thereafter.
