Amendments

What makes amendments important? The Carolinas District Bylaws are the governing documents of the Carolinas District as a whole by which the District Board and clubs must follow in dayto-day operations. With the passing of time, the Bylaws often become outdated or require clarification to avoid ambiguity. Sometimes members of the District may see a big change is necessary to better the governance of the District. As a dues-paid member of Circle K International, you have a say in how this organization operates; you may exercise this right by proposing amendments to the Deadlines: Bylaws. Who can propose Amendments? Clubs in good standing (dues-paid clubs) Carolinas District Board Carolinas District Administrator See Article XII Section 2 of the Bylaws Proposals must be submitted to the Laws and Regulations Chair Megan Turner through the Amendment Proposal Form by January 11, 2013 for the 2013 House of Delegates. All proposals will be released in a packet before DCON.

How do clubs propose Amendments?

Endorsement is required by a majority vote of club membership at a regularly scheduled meeting for proposals. Proposals must be sent to club membership for consideration at least two (2) weeks prior to the vote. Proposals must be submitted to the Laws and Regulations Committee no later than forty (40) days before District Convention (January 11 th) Proposals are to be formatted according to the Amendment Proposal Form and sent through the form. Changes per section require separate proposals as well as if there is an addition or subtraction. See Article XII Sections 3 and 4 of the Bylaws.

How do amendments get approved? Proposals must be approved by two-thirds (2/3) of voting delegates and delegates-at-large of the House of Delegates at District Convention. They must be consistent with International Bylaws and be approved afterward by the Carolinas District Kiwanis Board of Trustees and Circle K International Board.
