    - Currently, by the influx of convergence, I T field promotion is regarded as an
    important for national development
    - To analyze and explain these trends I nnovation theory is very useful

    - To study historical development of I nnovation theory
    - Convergence study based on Layered-model
    - Finding the suitable innovation theory for I T promotion policy based on one’s national
    situations
    - Econometric methods or survey methods can be used for this research
