Slovacia este o ar fr ieire la mare din Europa Central, cu o populaie de peste 5
milioane de locuitori, i o suprafa de aproximativ 49.000 km. rile nvecinate sunt
Ucraina la est, Polonia la nord-est, Cehia la nord-vest, Austria n vest i Ungaria la sud.
Capitala i cel mai mare ora este Bratislava, n sud-vestul rii. Slovacia este membru al
Uniunii Europene, NATO, OCDE, OMC i a altor organizaii internaionale.
Poporul de origine slav a ajuns pe teritoriul actualei Slovacii ntre secolele V i VI
d.Hr., n timpul Epocii Migraiilor. Mai multe regiuni ale Slovaciei au aparinut Imperiului lui
Samo, prima entitate politic a slavilor, apoi Moraviei Mari, Regatului Ungariei, Imperiului
Habsburgic, Imperiului Austro-Ungar i apoi Cehoslovaciei. Slovacia i-a obinut
independena pe 1 ianuarie 1993, n urma Divorului de Catifea.
Slovacia este o republic, condus de un preedinte, ales prin vot direct i universal la
fiecare cinci ani. Puterea executiv este exercitat de ctre prim-ministru, care este de obicei
eful partidului sau al coaliiei majoritare din parlament, numit fiind de preedinte. Restul
guvernului este numit de ctre preedinte la recomandarea primului ministru.
Puterea legislativ este constituit de Consiliul Naional al Republicii Slovace
(Nrodn Rada Slovenskej Republiky), parlament monocameral format din 150 de membri.
Parlamentarii sunt delegai pentru un mandat de patru ani proporional cu voturile obinute.
Puterea judectoreasc este reprezentat de ctre Curtea Constituional (stavn
sd), care decide chestiunile constituionale. Cei 13 membri ai si sunt numii de preedinte,
de pe o list de candidai realizat de Parlament.
Economia Slovaciei
Economia Slovaciei este considerata a fi una avansata avand si supranumele de
"Tigrul Tatra".Slovacia s-a transformat dintr-o economie planificata intr-o economie de
piata.Marile privatizari sunt aproape complete, sectorul bancar este aproape complet
privatizat iar investitiile straine au crescut.
In 2006 Slovacia a reusit sa aiba o crestere de 8.9 % a PIB, aceasta crestere fiind cea
mai mare printre membrii OECD.Cu toate ca in 1999 rata somajului era de 19.2 % aceasta a
reusit sa scada pana la 7.51% in 2008 atat datorita cresterii economice cat si migratiei fortei
de munca spre celelalte membre ale UE.Inflatia care in 2000 atingea valoarea de 12% a
coborat la 3,3% (an electoral) iar pe urma a urcat la 3.5% in 2005.
Moneda unica a fost adoptata de catre Slovacia la 1 Ianuarie 2009, fiind al 16-lea stat
ce adopta EURO ca moneda nationala.Datorita taxelor mici si mai ales a salariilor scazute
Slovacia este o tara atractiva pentru investitorii straini.
In Martie 2008 Ministerul Finantelor a anuntat ca economia Slovaciei este indeajuns
de dezvoltata pentru a nu mai primi ajutoare din partea Bancii Mondiale.
Incepand cu anul 2007 Slovacia a devenit cel mai mare producator de automobile pe
cap de locuitor, productia totala ajungand la 571,071 automobile.

Comentarii
Cheltuieli totale
Desi pana in 2003 cheltuielile totale s-au mentinut la un nivel relativ constant, incepand cu
anul 2004 acestea urmeaza un trend ascendent.Fata de anul de baza 2000 cheltuielile totale sau dublat, crescand cu aproximativ 11.000 milioane Euro si ajungand la valoarea de 22.542
milioane Euro in 2008.Aceasta crestere se datoreaza in mod special sectoarelor cu o pondere
mai mare in cadrul cheltuielilor totale:

Sanatate: acest sector a inregistrat cea mai mare crestere procentuala fara de 2000
ajungand la un nivel de 3.76 mai mare in 2008, in alte cuvinte o crestere cu 276%.
Recreare, cultura si religie / Educatie: aceste sectoare au inregistrat o crestere de
170% fata de anul 2000 aratand interesul social al guvernarii slovace.
Ordinea si siguranta publica / Protectia sociala: in aceste sectoare s-au inregistrat
de asemenea cresteri semnificative ajungand la valori de 2.46 respectiv 1.99 mai mari
fata de anul de baza
Singul sector care are o crestere relativ scazuta este sectorul Serviciilor publice generale,
iregistrand o crestere de doar 17% fata de anul 2000.
Cheltuielile cu activitatile economice au un parcurs atipic inregistrand fluctuatii incepand cu
anul 2001 pana in anul 2007 cand incep sa creasca rapid inregistrand o crestere de 55% in
2008 fata de 2007.

Veniturile totale au inregistrat cresteri pe toata perioada analizata ajungand la o valoare cu
142% mai mare fata de anul 2000 in alte cuvinte cu 12.439 milioane Euro.Indicii cu baza in
lant de arata o crestere medie anuala de 12% a veniturilor totale.
Pe elemente componente ale veniturilor bugetare, situaia se prezint astfel:
Impozite directe: fata de anul 2000 aceasta sursa de venituri a inregistrat o cresterecu
154% in date absolute insemnand o crestere cu 2523 milioane Euro. Impozitele
directe au creste in medie cu 13% in fiecare an.
Impozite indirecte: aceste impozite au crescut fata de 200 cu 145% echivalent cu
3987 milioane Euro.Cresterea medie anuala inregistrata de aceasta sursa de venit a
fost de 12%.
Contributii sociale: au crescut cu 150% fata de anul de referinta atingand o valoare
cu 4710 milioane Euro mai mare.Contributiile sociale au inregistrat o crestere medie
anuala de 12%.
Alte venituri: aceasta categorie a inregistrat o crestere de 97% fata de anul 2000
insemnand 1220 milioane Euro. Aceasta sursa de venit a inregistrat o crestere medie
anuala de 10%.

Comentarii
Cu toate ca fata de anul 2000 veniturile au inregistrat o crestere de 141% iar cheltuielile o
crestere de 128%, Slovacia este in situatia unui deficit bugetar. Anul 2009 ne arata o situatie
extrem de dificila dat fiind faptul ca veniturile s-au mentinut la acelasi nivel fata de 2008 iar
cheltuielile au crescut cu 16%. Date fiind aceste modificari deficitul a crescut fata de anul
2008 cu 271 %.
Pe perioada analizata atat cheltuielile cat si veniturile au crescut in medie cu 10%. Cu toate
acestea datorita faptului ca valoarea absoluta a cheltuielilor a fost in fiecare an peste cea a
veniturilor, deficitul bugetar a inregistrat o crestere in medie de 31%.
Pe durata celor 10 ani analizati deficitul bugetar a inregistrat o pondere medie din cheltuielile
totale de 12% cu un maxim de 24% in anul 2000 si un minim de 5% in anul 2007.

Comentarii
Ponderea cheltuielilor bugetare in PIB atinge valoarea medie de 40.5 % in timp ce
ponderea medie a veniturilor atinge valoarea de doar 35.5%.
Ponderea cheltuielilor urmeaza un trend descrescator pana in anul 2009 cand inregistreaza o
valoare cu 6.5 puncte procentuale mai mare.Ponderea veniturilor urmeaza de asemenea un
trend descrescator iar in anul 2009 inregistreaza o crestere de doar 0.7 puncte procentuale.
Atat cheltuielile cat si veniturile au inregistrat ponderi maxime in anul 2000 acestea
ajungand la 52.1% respectiv 39.9%.
In medie cheltuielile au inregistrat o cresterii a ponderii din GDP cu 19% pe cand
cresterea medie a ponderii veniturilor a fost de doar 2%.

Comentarii
La nivelul Uniunii Europene se inregistreaza ponderi mai mari din GDP decat cele
inregistrate in cazul Slovaciei.La nivelul cheltuielilor, Uniunea Europeana inregistreaza o
medie de 46.8 % cu 6.3 puncte procentuale peste ponderea inregistrata de Slovacia.In cazul
veniturilor in cadrul Uniunii Europene se inregistreaza o pondere medie de 44.5 % cu 9
puncte procentuale peste cea a Slovaciei.
Fata de anul 2000 Uniunea Europeana inregistreaza o crestere de 12% in cazul
cheltuielilor si o scadere de 3% in cazul veniturilor.In cazul Slovaciei situatia este diferita
avand in vedere ca anul 2000 a avut ponderile maxime atat in cazul veniturilor cat si al
cheltuielilor.

Comentarii

In cazul cheltuielilor cu Ordinea si siguranta publica unele tari iasa clar in evidenta
inregistrand cheltuieli cu mult peste media la nivelul Uniunii Europene: Marea Britanie
31007 mil Euro, Italia 23307 mil Euro, Franta 16699 mil Euro, media la nivelul Uniunii
Europene fiind de 4508 mil Euro.La polul opus se afla tari precum Malta, Estonia, Letonia,
Luxembourg.
In 2008 la nivelul Uniunii Europene s-a inregistrat o crestere cu 60% fata de anul
2000.Cresterea medie anuala inregistrata de Uniunea Europeana a fost de 6%.

Un caz exceptional s-a inregistrat in Bulgaria unde in anul 2003 cheltuielile cu ordinea si
siguranta publica au crescut cu 371% fata de anul 2002.

Concluzii finale

Pe parcursul perioadei analizate se constat un trend cresctor pentru cheltuielile


bugetare, trend care are o evoluie destul de uniform de la un an la altul. Cele 10 categorii de
cheltuieli bugetare dein ponderi diferite n totalul cheltuielilor, contribuind mai mult sau mai
puin la formarea acestora. Cel mai mult se cheltuie n sectorul Protectie sociala.
Veniturile bugetare sunt ntr-o permanent ascensiune, ns ritmul lor de cretere nu l
depete pe cel al cheltuielilor. Cel mai mare aport la veniturile bugetare l aduc contributiile
sociale i impozitele indirecte, care contribuie in medie cu 37.08 la totalul veniturilor.
Din analiza comparativ a veniturilor i cheltuielilor bugetare totale se constat
existena deficitului bugetar. Apariia i meninerea acestuia este favorizat de cel puin 2
factori:

cheltuielile bugetare au fost mereu mai mari dect veniturile bugetare pe ntreg
intervalul de timp;

ritmul de cretere al cheltuielilor bugetare este mai mare dect ritmul de


cretere al veniturilor bugetare.

Deficitul bugetar al Slovaciei inregistreaza un parcurs fluctuant pana in anul 2008 dar
mult sub nivelul deficitului din anul 2000.Anul 2009 este un anul in care deficitul
inregistreaza o valoare aproape dubla fata de anul 2000.Avand in vedere ca Slovacia a
adoptat moneda Euro acoperirea acestui deficit este mai usor de suportat decat in cazul tarilor
care nu au trecut la moneda europeana.
