The HSUPA Congestion Control aims to balance the work load of the RNC introduced by processing of the uplink traffic coming from the UEs. Congestion control for high speed uplink is a critical feature in the sense that the RNC might end up in a situation where it cannot handle all the traffic generated by all the users, although the users are given the maximum transmission speed. Congestion can occur on the transport path to the RNC or internally inside the RNC. In both cases, it is the responsibility of the RNC to take action to reduce the congestion. Whatever the source of congestion, the RNC must send indication to the originator of the excess traffic. Updated: When the RNC Frame Protocol entity sends a "Congestion Indication control frame - delay build-up" indication message to the base station and the indication was triggered by congestion detected by the Frame Protocol entity. This counter is updated for all cells in the UE's E-DCH active set controlled by the base station for which the Congestion Indication message was sent. The counter is not updated for E-DCH soft handover branches that are controlled by base stations whose Iub interfaces are not congested because the Congestion Indication message is not sent to them.
