Offshore Production Installations

There are 9 (Nine) Process Complexes. A Process Complex caters to about 15 to 35 Unmanned Remote Production Well Platforms. An unmanned Well Platform may have about 24 Oil/Gas/ injection wells. In Western Offshore there are about 150 unmanned Well Platforms and around a thousand Wells. Some of the wells are on Artificial Lift. There are separate Water Injection Process Platforms for pumping/distributing water into wells through respective Well Platforms.

In Unmanned Well Platform well fluid from each well is Combined into single pipe line and dispatched to respective Process Complex. Separation of Oil, Gas and Water takes place at Process Complexes. Gas for Injection, for gas-lift wells, is sent to the unmanned Well Platforms from the Process Complex. Oil and Gas from Process Complexes are taken by separate lines to Uran Plant. The Gas from Bassein & Satellite fields is dispatched to Hazira directly. Stabilized Crude Oil, Gas and Value Added Products from Uran Plant are dispatched to Trombay Terminal and Consumers. From Trombay Crude Oil is supplied to consumers such as BPCL, HPCL and other refineries through Oil Loading Terminal at Jawahar Dweep. Gas from Trombay Terminal is supplied to Customers like GAIL, Tata Electric etc.

1. NORTH FIELD i) BHN Process Complex : Consisting of BHN, NF and MNW (Up-coming) Process Platforms and NA well platform (all are bridge connected). BHN Process Complex has DCS of YBL CENTUM-CS and has SCADA Master. NF Process Platform has the Satellite Earth Station. MNW has YBL new CS-3000 DCS. Parameters of the bridge connected Well Platform NA are connected to DCS system at BHN Process Platform. Remote Production Well Platforms are N1, N2,N5, NB, NI, NJ, NV, NK, NM, NU, WA and Up-coming N9 AND N11 (13 nos.). All are connected to SCADA Master at BHN.

ii) Water Injection Process Complex consisting of WIN Process Platform and bridge connected NC production well platform. Type-A RTU at WIN caters to I/Os of local parameters of WIN Process Platform and bridge connected NC Production Well Platform. Remote water injection well platforms are WI-2, WI-3, WI-4 AND WI-5 (4 Nos.) RTUs at all these Water Injection Platforms are connected to SCADA Master at BHN. One HMI work Station of BHN SCADA Master is to be extended at WIN process platform through available TDMA Radio.

i. BHS Process Complex consisting of : BHS, SLQ, WIS and upcoming MSP Process Platforms and SA Production Well Platform all are bridge connected. Up-coming Process Platform MSP will be having DCS. SCADA Master is located at BHS. Type-A RTU at BHS and WIS Control Room. Remote Production Well Platforms are SB, SE, SF, SI, SJ, SK, SN, SP, SQ, ST, EB, IF, IG, IP, NL, WI-6, WI-7, WI-8,WI-9 WI-10, WI-11 and upcoming FJ-1, FJ-4, FJ-5, FJ-9, PO-4, PO-6, AND PN-11 (28 nos.) all are connected to SCADA Master at BHS. SHW has TATA HONEYWELL TDC-3000 DCS with HONEYWELL R 6.00 S/W. SCADA Master is located at SHP. Type-A RTU at SHP Control Room and Type-B RTU at SHD well platform. Remote production well platforms are IM, IN, IT, IW, IE, B-55, B-121, S1-4, S1-5, S1-6, EC, ED, EE, IH, IJ, II, IK, IL, SS, SU, SV, SW, SY AND UPCOMING P-17 (24 Nos.) are connected to SCADA Master at SHP. B-55 is connected to BPA Complex through point to point Radio and then to SHP Master through satellite. One HMI of SHPs SCADA has to be extended at BPA Platform.

(13 nos.) all are connected to SCADA Master at NLW.

2. HEERA FIELD : HEERA Process Complex: Not considered for revamping HRA, WIH Process Platforms and HA Production Well Platform all are bridge connected. SCADA Master is WILLOWGLEN-2000 and it is located at WIH. SCADA Software is SCADACOM, supplied by M/s CMC Ltd, Mumbai RTUs are of WILLOWGLEN MAKE. Total No. of RTUs- 15 3. SAGAR LAXMI : Sagar Laxmi is an Early Production System. It is being shifted to new location D-1 from current location at B-173. New OPC Compliant DCS has to be interfaced to MIS at Vasudhara Bhavan. Data from OPC Gateway has to be interfaced to MIS.

BASSEIN AND SATELLITE ASSET


BASSEIN FIELD : consisting of Two Process Complexes BPA AND BPB Not considered for revamping BPA Process Complex has two process platforms, BPA and BLQ-1 and one BA Production Well Platform, all are bridge connected. SCADA MASTER is DEC-Alpha 1200/533, and WS are DEC 500a located at BPA. SCADA Software is SCTS, supplied by M/s NELCO, Mumbai. RTUs are of NELCO make. BPB Process Complex has two Process Platforms, BPB and BLQ-2 and BC production well platform, all are bridge connected. BOTH BPA AND BPB COMPLEXES HAVE TATA HONEYWELL TDC-3000 DCS with Software Version LCN R-5.33

COMMUNICATION INFRASTRUCTURE (PROVIDED BY ONGC)

1. RTU to SCADA Master communication is TDMA Radio link/ OFC. They support Asynchronous V.24/ RS-232 at 9600/1200 bps for Telemetry (SCADA) Data from RTUs. 2. SCADA Master systems communicate with Vasudhara Bhavan on Satellite links / Microwave Digital Radio links using Synchronous V.35 links at 64/ 56 kbps 3. C-band Satellite Earth Station at HEERA, BPA and BHN (up-coming). These Satellite Channels terminate at Uran. From Uran, they are taken to Vasudhara Bhavan on 2 Mbps Microwave Radio. The Router for Telemetry Data is at Vasudhara Bhavan. 4. POWER FOR RTUs: RTUs at Unmanned Platforms draw Power from Solar systems or Thermo Electric Generator. 5. Optical Fiber LAN between bridge connected Platforms.

B. DEVELOPMENT OF SCADA MIS AT VASUDHARA BHAVAN

MIS has to be integrated to SCADA Networks on Process Platforms. SCADA functionality with all the Points of all the Process Complexes being brought to Database at Vasudhara Bhavan, comprising of over 50,000 Points brought in near Real Time in pipelined fashion. SCADA Traffic has to be isolated from ONGCs local office network to avoid the adverse impact on the latter Open Database system, which can be integrated to Third Party Applications such as SAP and EPINET using Enterprise Applications Interface (EIA).

DETAILS OF TASKS COMMON TO ALL PROCESS COMPLEXES 1. To Install/ Commission SCADA Master along with SCADA Software. 2. To dismantle the existing SCADA Master and RTU at Process Complexes and RTUs at Remote Well Platforms, after Sea Worthy packing, Transporting them to Nhava base. 3. Extend the SCADA HMI Workstation to bridge connected Process Platforms through Fiber Optic Cable and to the distant Process Platforms, wherever applicable using existing communications. System should support poor quality, low bandwidth channel conditions. 4. HMI Workstations have to be provided at the offices of FPS, I/C Maintenance, I/C Well Head and at Telemetry Room and Control Room through Fiber Optic cables.

5. One Engineering Station of SCADA Master has to be provided at Telemetry Room. 6. Installation/ commissioning of Type-A RTU at Process Platforms (wherever integration of SCADA Master to DCS is not possible) and Type-B RTU at remote well platforms. TYPE-A RTU should be of about 500 I/O points and TYPE-B RTUs about 250 I/O points with 25 % expandability 7. Integrate the RTUs to the TDMA Radios using Asynchronous V.24/RS-232 Ports at 9600/1200 bps. 8. Integrating TDMA Radio to RTU Server at SCADA Master through V.24 Modem (one Channel per Remote outstation) 9. Provide/ configure CISCO Router at each process Complex for routing SCADA data through fall back Microwave Radio links.

10. Integration of RTUs to Process Instruments terminating at Telemetry Interface Junction Box (TIJB). Cable laying and termination from TIJB to RTU inputs shall be responsibility of the vendors. (about 15 Nos. of FRLS cable ) 11. Integration of new SCADA systems to MIS at Vasudhara Bhavan using the Satellite/ Microwave Radio using Synchronous V.35 LINKS AT 64/ 56 Kbps . 12. Integrating SCADA Server to OPC Compliant DCS system at process platforms. The DCS shall be having an OPC Gateway. SCADA Servers have to be interfaced to this gateway through OFC LAN. Necessary mimics of DCS shall be created in SCADA system. 13. Power supply of 230 VAC (UPS) at Process Platform and 24 VDC at Remote Well Platforms shall be provided by ONGC.

TASKS AT INDIVIDUAL PROCESS COMPLEX 1. BHN COMPLEX To install/ commission SCADA Master at BHN Control Room along with SCADA Software.
Extend the SCADA HMI Workstation to WIN Process Complex using existing communication link (TDMA). To integrate the SCADA Master to OPC Gateways of YBL CENTUM-V DCS system at BHN Platform and DCS at upcoming MNW platform YBL CENTUM-3000. Installation commissioning of RTUs of Type-A at WIN Process Platform and of Type-B at 17 unmanned Platforms Integration of RTUs to TDMA Radio at each well platform and integration of TDMA Master at BHN complex to SCADA Master at BHN Control Room. Providing HMI Stations at Control Rooms of BHN and MNW (upcoming) Process Complex through Optical Fiber link.

NQ COMPLEX

To install/ commission SCADA Master at NQO along with SCADA software. To integrate the SCADA Master to TATA HONEYWELL TDC-3000 DCS system at NQP Platform / provide Type-A RTU at NQP. Installation Commissioning of RTUs of Type-A at NQO Process Platform and of Type-B at 22 unmanned Platforms. Integration of RTUs to TDMA Radio at each well platform and integration of TDMA Master at NQO complex to SCADA Master at NQO Control Room. Providing HMI Stations at Control Rooms of NQO & NQG Process Complex through Optical Fiber link.

3. SH COMPLEX
To install/ commission SCADA Master at SHP Control Room along with SCADA Software. To integrate the SCADA Master to OPC Gateways of FISHER PROVOX DCS system at SHG and TATA HONEYWELL TDC-3000 DCS at SHW. Installation Commissioning of RTUs of Type-A at SHP Process Platform and of Type-B at SHD bridge connected well platform and 24 unmanned Platforms. Integration of RTUs to TDMA Radio at each well platform and integration of TDMA Master at SHP complex to SCADA Master at SHP Control Room. Near Real Time data from all the DCS systems in the plant has to be integrated to a SCADA MIS. All the six DCS systems are being made OPC enabled. To be interfaced to OPC Enabled SCADA Master of BPA / MIS at Vasudhara Bhavan, Mumbai for data pertaining to BPA/ BPB from where the Gas is supplied to Hazira Plant. PID diagrams have to be generated involving complete plant in the SCADA MIS. Plant Mimics have to be generated at SCADA MIS. SCADA MIS is for only for monitoring the plant. GCS stands for Gas Collection Station which collects gas from wells / GGS / EPS / EPT. The well fluid is separated into gas and liquid / condensate / emulsion. The gas is dispatched to Gas compressor plant / consumers.

CTF / CPF
CTF stands for Central Tank Farm which collects crude oil from GGS / EPS / EPT. The crude oil / emulsion received at CTF is given chemical, heat and electrostatic treatment to break the emulsion of crude oil & effluent. The crude oil is dispatched to Refinery and the effluent is sent to Effluent Treatment Plant. The CTF has many tanks to store the untreated / intermediate and treated crude oil.

EPS
EPS stands for Early Production System. EPS collects crude oil from new oil field wells. It has got the minimum facilities for separation / handling / dispatch of well fluid. After establishing commercial viability of the new oil field / area the EPS is converted into a full fledge GGS.

Onshore Production Installations


In Onshore, Oil & Gas from around 20-40 wells is taken to a Group Gathering Station (GGS). One pipeline may be connected to a single or multiple wells. Preliminary separation of Oil, Gas and Water takes place at the GGS. Gas is injected from GGS to Production Wells under gas lift. Water is injected in certain wells for maintaining reservoir pressure. Oil from GGS is dispatched to a Central Tank Farm (CTF) for further treatment to reduce water percentage, storage and onward dispatch to Refineries. Gas Collection Stations (GCS) are connected with gas wells. Gas is separated from liquid here and dispatched to GGS for gas lift injection or to Gas Compressor Plant (GCP) for increasing its pressure and then using for gas injection or dispatch to consumers. Effluent Treatment Plant (ETP) processes the effluent water separated from oil at the GGS for oil recovery and the treated water is used for water injection purpose or disposed off.

SCOPE OF WORK FOR MIS AT ASSET HQ Design, Supply, Installation & Commissioning of Master SCADA Monitoring System at Asset HQ Which will Poll Sub-Masters and other Production Installations Data. Provision of Workstations, Web Server, Historian, Alarm Management System, Plasma Display, Clients on Redundant LAN and Integration with the Existing LAN. Interfacing Master SCADA System with ONGC Communication Systems Available at Asset HQs For Onward Transmission to Corporate HQ Delhi. Integration of MIS Data of Asset HQs with Corporate MIS System with required hardware & software.

Comprehensive AMC support during One year Warranty period and 6 years Post-Warranty period shall be a part of total Scope of Work . Resident Engineers and required Technical manpower of AMC Provider shall be made available by the bidder at each Asset. Preventive and Break-down maintenance support by the bidder. There are 10 (Ten) ONGC Owned Rigs. Currently there are 18 Chartered Rigs. There are both type of rigs; Jack-Ups as well as Floaters. Rigs are deployed for exploratory drilling (open locations) as well as for development drilling and work-over operations (at Well Platform). Functional Requirements

The system must comply to open industry standards Like WITSML standards. The system offered should be so configured that retrieval of data for viewing and analysis from clients at the work stations at the rig or any other location should in no way interfere with drilling operations The system offered must be scaleable and be able to handle the differing requirements of drilling sites The server set up should serve the purpose of monitoring current drilling activities both in a near real time domain and in an offline mode, produce IADC certified and customized reports and analyze historical data.

Spread sheet applications like lag time calculations, kill sheets, ton-mile calculations as a minimum shall be a important feature of the drilling application software packages The SCADA system proposed at rig level (Tier-I) will have independent functionality and will meet the day to day requirement of the operating personnel on the drilling rig. At the rig site the base system must be able to receive, save and transmit a minimum of 50 sensor values. Provision for additional 25% sensor inputs shall be made in all the main and sub systems. The rig-site data management system must not be limited to drilling related data. It should be possible to extend the system into other areas of the value chain, e.g. utility parameters, inventory inputs, costing details and any other data typically handled by drilling companies

The rig site data management system must be able to store data for at least two rig cycles (or completions). One cycle can last anywhere from 15 days to 3 months. The solution offered should support various application packages so as to enhance efficiency of operations and ensure safety of man and material. Scope of Work

Supply, installation & commissioning of front-end SCADA servers in ONGC provided Bunk Houses. Supply, installation & commissioning of client workstations at specified locations.. Supply, installation and commissioning of all associated SCADA & communication equipments (Routers, switches, etc.) and peripherals. Supply, installation & commissioning of required power management system at the rig site. Comprehensive AMC & FMS for 6 years after completion of one year post warranty. Provision of assistance during rig up and rig down during the warranty period as well as during the AMC shall be in the bidders scope..

Details of Scope of work

The servers shall be well equipped with all requisite hardware and software along with media, to communicate with the field Data Acquisition systems / rig site drilling servers already available and fully operational on site. The server will be pre loaded with the SCADA software and application software to achieve the functionalities relevant to drilling operations. This will be located in the Tool Pusher / DIC s room. These workstations will be located in an office environment and operate on a Windows NT platform and shall support standard office software packages like Word, Excel, and Access etc. The client workstations shall be loaded with all necessary Drilling application packages so that it can log on to the rig site server, collect and display all the information available in the rig site data base. The work stations shall be used to display drilling and well data with screens optimized for remote supervision of the drilling operations

Like routers, switches, printers, plotters, CD/DVD writers, modems, Audio visual alarm systems (hard wired hooters and Beacon lights located at strategic locations of the drill site to be decided by the owners, ONGC), computer furniture, server racks and any other equipment required for successfully completing the SCADA project as per the offered solution in all respects.

1. The proposed solution should comply with the project imperatives listed at Slide No. 4 of this presentation. 2. Bidder should submit list of SCADA systems already implemented and/or under implementation and using similar hardware and software that is being proposed in the present solution. Details of the user like - Name of Company, location, contact person, e-mail , Fax nos. etc shall be indicated In the reference list. 3. Bidder may offer alternate solutions. 4. The solutions shall be supported with the following. Detailed Scheme / Drawings of the proposed Solution supported with Technical literature/ catalogues of major equipments/ sub-systems.
