INBRIEF
Like a town waking from a slumber, the heart of Pemagatshel was suddenly bustling yesterday with people from various parts of the dzongkhag flocking to the area. DPT Villagers from as far as Khenadang and Yeching under Nanong, almost three hours drive along gravel-strewn feeder road, Zobel, Shumar and other such distant villages assembled at Pemagatshel middle secondary school hall. It was as though the whole
of Pemagatshel waited for this day to watch their champion trounce a new challenger at the public debate. Just a few minutes before the debate was to begin Druk Phuensum Tshogpa president Jigmi Y Thinley hummed in through the town in his Land Cruiser, greeted by shops, the walls and sealed windows of which had his posters glued on most of them. The Peoples Democratic party candidate Pema Wangchuk had already made his way into the hall. Pg. 2
Sounding mellow and tired the Peoples Democratic Party President, Tshering Tobgay, talked about the same issues that has dominated his campaign in his last nationwide televised debate yesterday PDP in Haa. The president has to date conducted some 80 zomdus across the country. Like he did in his previous meetings the former opposition leader from Sombaykha, Haa, thanked the people for electing PDP as the opposition
party and then went straight into issues. For, in what could perhaps be a move to instill apprehension or concern among the electorate for the last time or a reflection of how genuinely scared he said he is, Tshering Tobgay reminded the people once again that huge debts, rupee shortage, corruption, unemployment, lifting of subsidy on LPG and Kerosene and the souring of IndoBhutan relations. These issues, he said, are compounded with India not yet committing assistance for the 11th Plan. Pg. 2

in the process. Jigmi Y Thinley asked his opponent that at a young age he was put through the electoral process thrice during the council elections, primaries and now the general one, and what knowledge and experience he had gained. Pema Wangchuk said he did not jump at the opportunity PDP proffered him instantly but consulted the kenchosuum and believing his third shot at the process was redolent of a chance, he joined in. Pema Wangchuks question to his opponent was on the weakening of Indo-Bhutan relations evidenced by the numerous media reports. Jigmi Y Thinley said people ought to know who wrote the stories when a media carried such stories, which media it was and who owned them, or what they bore in mind to plant such articles during the peak electoral process. At the end of the debate, people at the audience said the questions people asked from the floor to candidates were too pointed. Its like a heavy load is being lifted off of our shoulders with the whole process nearing its end, a Pemagatshel shopkeeper said, adding the election process had grown suffocating ever since it began. I cant wait to vote and putting an end to this election.
Forest officials in Paro seized, over the weekend, 900kg of sandalwood smuggled in from India. Forest officials said they received a tip off and caught the truck carrying the load at Lango at around 10:40pm on Sunday night.
The sandalwood was hidden under a load of red bricks. The offender said the sandalwood was smuggled from the border town of Alipur, India. The fine for a kg of smuggled sandalwood is Nu 750. There are 771kg of real sandalwood and 112kg are fake, forest officials said.
The smuggled timber will be handed over to the forest head office in Thimphu, as we have no laws of tendering it. This is the first case of smuggled sandalwood Paro forest officials dealt with. It is suspected that the bootleg product was to be sold in China.

a distance and difficulties associated in journeying to Lunana, they had specifically allocated a proper time for the common forum. It was sad when one didnt turn up, said the official.
Returning officer of KhamaedLunana, one of the two constituencies in remote Gasa, has written to the Peoples Democratic party candidate to report to election commission for failing to attend the live telecast of public debate on July 7.
NA ELECTIONS
Returning officer Tandin Dorjis letter said failure to report to the commission may result in severe consequences, including disqualification of candidature. If his reason to stay away from the public debate was found not genuine , Pema Drukpa could be disqualified, while also having to reimburse campaign fund of Nu 130,000. The public election fund Act stated, unless specifically exempted by the election commission, the non-participating party or candidate shall be ineligible to receive funds and liable to refund the funds received for the election. One of the election officials said, unless a candidate is hospitalised or if a death has occurred, his candidature may not be considered. The candidate is on his way back from Lunana, where he had gone for the campaign. Yesterday, he was reported to have reached at Jaziphu, which is officially a four-day walk from the office of the returning officer
at Khamaed gewog centre. Pema Drukpas reason for missing the debate was on the health ground but, on the contrary, a letter to the commission by the PDP stated that their candidate was still campaigning in Lunana, a major vote bank that has 482 eligible voters. Khamaed gewog has 458. Returning officer, Tandin Dorji said Pema Drukpas reason to stay back didnt match with their partys letter. I couldnt believe on him, he said. Pema Drukpa campaigning without election officials presence has drawn suspicion from DPT candidate, Kinley Dorji. Kinley Dorji said his opponent declining to accompany the election team during their visit to Lunana for the common forum could be to woo voters by using illegitimate ways and means. As proposed by Pema Drukpa, the returning officer approved the schedule to visit the remote gewog to conduct the common forum for the candidates but, when they actually started the journey on June 17, he did not turn up. Like the public debate, Kinley Dorji was doing one-man show in Lunana as well. Pema Drukpa left for Lunana on his own without the surveillance of election team a few days after the election team and DPTs candidate left for Lunana. Election officials said given

Although the people in the southern border district of Sarpang are engaged in paddy transplantation, they try and attend party campaign meetings that happen every two to three days.
ELECTIONS
That is because the people of the seven gewogs say their choice is more for the party than the candidates. Those, who attend the campaign meetings, say they do it as a formality. DPTs Karma Donnen Wangdi, 43, and PDPs Gopal Gurung, 46, people say, come to them with many promises, but doubt if they will live up to them or represent them. Voters say the DPT candidate did not do much during his tenure as a National Council member in the past five years. He did not visit villages to discuss matters with them. But PDPs candidate, voters say, is equally not promising. He not only has a communication problem in the national language,
but also does not know what the party manifesto contains. So many of us here decided that wed base our votes either on what the party manifesto has to offer or on the party leadership, Harilal, 76, from Chuzergang said. A 67-year-old man in Serzhong, a small community of about 60 households, said his family would base their vote on the party and its leadership. Ill vote for DPT, as the party name indicates that its a party of peace and happiness and it has a dynamic leader, he said. But his neighbour, a 33-yearold woman prefers PDP as the party has a promising young president. We have to give PDP a chance to prove that theyre equally capable, she said. In Chuzergang, where people are busy transplanting paddy, people say they do not believe DPTs promise to construct a bridge over Maokhola, or PDPs promise to provide 100 percent employment and shifting Gelephu dungkhag to their place. We know that whichever party forms the government, itll
have no direct benefits to individuals, a 52-year-old woman said. She attended party campaign meeting about five times in the past two weeks. Meanwhile, Karma Donnen Wangdi, who is accompanied by his parents, uncle and aunt and party supporters, said his promise of a bridge over Maokhola is for real, and people living on the other side of Maokhola should believe him. In his campaign meeting in Serzhong community lhakhang, he explained to people that things are not as bad as portrayed by the other party. With his good command over Dzongkha and frequent usage of parliamentary terms, he could connect to the people. His father, a retired army major and dzongda, speaks Sharchopkha and Khengkha to get the message across. DPTs dzongkhag coordinator, DB Suberi, 78, also delivers speeches in Lhotsamkha to connect to the Lhotsham people. Karma Donnen Wangdis parents settled in Gelephu after his father retired as a dzongda,

They were worried they would miss out the first day at school when it reopens on July 15. The office of the base incharge has also been keeping busy, with a lot of people coming to enquire for an alternative. Ngawang Gyeltshen said they dont have any other options. The situation outside of the RSTA building is no different. A lot of people were requesting either the drivers or conductors to give them a ride. On the contrary, its the taxi drivers, who are trying to make the best of this situation and mint good money, unlike most times.

Although the government of Indian meant well, the timing of subsidy removal on cooking gas and kerosene was unfortunate and alarmed many Bhutanese, senior members of Druk Phuensum Tshogpa (DPT) said.
DTPs Thimphu candidates and members interact with media after the meeting
A senior official of Indian government was quoted in the paper saying subsidy withdrawal was a coincidence, and that there was no political message in it. One of the senior members of DPT, former minister Yeshey Zimba said that it was unfortunate, because subsidy withdrawal came at a time, when the other party was making a point for electoral gain that government of India was disappointed with DPT. Nonetheless, we believe that what the paper has quoted is genuine, and things will fall in line, if we form the government, he said. We can pick from where we left with a friendly note. Yeshey Zimba, said people, mostly DPT members, were alarmed, when DPT was bombarded with accusations of damaging relations with India. Thats why all our senior member came to Thimphu, leaving our campaign half way at this crucial time, he said, referring to the meeting of the senior DPT members held on July 4. According to him, DPT felt that, if the party is really a

threat to Bhutan-India friendship, and therefore to the future security of the nation, the party is in a position to look into all the options before them, as to what has to be done. This is also why he said DPT took it up with the interim government, calling up on the chief advisor for immediate solution, since it was going to create a lot of problem for the people at the moment. Its something we can resolve later, but we didnt want to see our own people being subjected to this, he said. He also said the way things were happening, the Times of India article, which blamed DPT leadership for ruining relations with India, appeared planted . On the other hand, he also said our own people put flesh to the story. Its so natural that Time of India or any other media following events in Bhutan will report, because its happening in public forums and live debates, with candidates talking about this issue all the way, he said.

Haa for his public debate. Unlike DPT, weve never tried to criticise its pledges. He also kept accusing DPT of lying to people that DPT would form the government. DPT is trying to steal votes by blatantly lying to people that it is forming the government, and PDP would end up as opposition, Tshering Tobgay said. PDP already won 13 constituencies and, if the party took ownership of the two constituencies that voted for Druk Nyamrup Tshogpa, it had 15. In the east, the party targets 11 constituencies, which could have them secure 26 seats, a majority to form government. The party offered DPT stronghold areas, including Radhi-Sakteng, ThrimshingKangpar, Kanglung-Samkhar and Dewathang-Gomdar, a minister each. Promise of six ministers in the east is viewed as a strategy to win 11 of the total 17 constituencies in the east. Peoples Democratic Party (PDP) president Tshering Tobgay, while campaigning in dzongkhags in eastern Bhutan, vouched that his party has high chances of winning the elections and forming government this year.

Besides, promising a minimum of five ministers from east, the campaign strategy was such that the party could solicit enough constituencies to form the government. With voters increased support shown across the country for my party, PDP fancies high chances of forming the government in 2013, Tshering Tobgay said. PDPs chances to form the government eventually forced DPT to worry and slur their pledges. If DPT is criticising our pledges, its because were receiving immense support from the people, he said in Samdrupjongkhar, where he last campaigned before returning to

greater change into reality. If youve waited for a new party, elect PDP for its the change you wished for, Tshering Tobgay said. The party president reiterated that PDP needs a chance because addressing rupee crisis, reinstating LPG and kerosene subsidies, mobilising money for 11th five-year plan and growing debt are beyond DPT governments abilities. Its only PDP who could now mend the strained IndoBhutan relations, for DPT lacks that bilateral strategy, the president said.

perspective
we have no choice but to accept and live with this reality and to endeavour to benefit from it. The 1910 Treaty of Punakha firmly laid the foundations of this geopolitical equation. Subsequently, the 1949 Indo-Bhutan Treaty, signed on 8 August 1949, in Darjeeling, became the basis of Bhutan-India relations for more than half a century. The historic IndiaBhutan Friendship Treaty of 2007, signed on 8 February in New Delhi, updated the treaty of 1949 and ushered in a new era of friendship and economic cooperation. The most significant feature of this treaty, one of the many shining legacies of His Majesty the Fourth Druk Gyalpo, is the removal of the provision entrusting the guidance of Bhutans foreign policy to India, and not requiring Bhutan to obtain Indias permission over arms imports. This was a blot on Bhutan as well as India, which both countries could ill-afford to be tagged with in the 21st century. The removal of this clause indeed exemplifies and elevates the trust and maturity
of the relationship between the two countries. DPT and Indo-Bhutan Relations DPTs foreign policy direction hinged consistently on the unquestionable and inextinguishable reality that India would always be the cornerstone of Bhutans foreign policy matrix. The DPT government, therefore, did everything possible to expand, deepen, elevate and secure Bhutan-India relations in the past five years. This was evident from the fact that Jigmi Y Thinley visited India nine times in five years, more than any other Bhutanese leader before him, with the exception of Their Majesties. In fact, Jigmi Y Thinleys first overseas visit as prime minister of democratic Bhutan was to India, barely a month after assuming office. His last official overseas visit, when leaving office, was also to India, in February 2013. Jigmi Y Thinley interacted with Indian leaders at all levels from a wide social and political spectrum during his tenure as prime minister. His visit to Bihar resulted in the granting of two acres of land by the Bihar government to Bhutan at Rajghir, Bodhgaya, to build a Bhutanese temple and guesthouse. He also met the chief minister of Andhra Pradesh, and was in Madhya Pradesh in the capacity of chief guest at a Buddhist University. He hosted the chief minister of Assam in Bhutan and met Mamata Banerjee, the West Bengal chief minister. Further, he was invited by the government of India to deliver the prestigious Hiren Mukherjee memorial address to the Lok Sabha. He was also the keynote speaker at PAN IIT congress of the prestigious IIT, besides meeting Indian corporate leaders twice in
Mumbai and Kolkata. Similarly, other Bhutanese cabinet ministers met Indian leaders, including the prime minister, in India, as well as at every international fora outside of India. The visit of Indian leaders to Bhutan was also unprecedented during the tenure of the DPT government. The Indian prime minister, Dr Manmohan Singh, came to Bhutan twice, first on a state visit and second for the 16th SAARC summit hosted for the first time in Bhutan. The opposition leader, Susma Swaraj, also visited Bhutan, besides parliamentarians and leaders from all political walks. It looks highly implausible that, after such intense and friendly interactions between the two governments and nation states in the past five years, that India should harbour any doubt and suspicion at all of the royal governments commitment to BhutanIndia relations. If it is indeed true that India is still offended by the routine, harmless and friendly overture extended by Bhutan under the DPT government to China, as it did to so many other countries and heads of government at the Rio Earth summit, and is choosing to implicate DPT (and consequently Bhutan) with culpability at such a crucial point in the elections, I must confess that I am totally baffled and confounded. Politicisation and brinkmanship Bhutan-India relations came to the fore as an issue during the 90-day election period. In fact, it intensified as campaign fodder after the primary round of elections, which gave the DPT a clear advantage and majority over the other
party. The appearance of two articles, subsequently in the Times of India, whipping up an old issue, came like a bolt out of the blue. Our friends in India, unwittingly ensnared in this game of political brinksmanship, must remember that such inadvertent, mercenary and gravely injurious attitudes and moves do not bode well at all for Bhutan-India friendship in the long run. For the discerning Bhutanese, alarm bells should start ringing, given the timing of the withdrawal of subsidies and other very strange posturing from certain quarters and individuals here in the country. I am inclined to believe that the interest groups are resorting to desperate pressure tactics to leverage New Delhis influence in Bhutan to not only induce, but perhaps blatantly rig, the electoral outcome. An Appeal Elections are a sovereign right and responsibility of the people of Bhutan and, even more so, of the political parties that are the backbone of any democracy. Please remember that the fallout from the kind of desperate political manoeuvrings and brinksmanship that is at play currently will be directly on our people and the country. Let us not dig our own grave.

DZONGKHAG 13
Polling officials for the remotest polling stations in Trashigang, Khashateng and Khiliphoog in Merak gewog, are already on their way to make it on time to conduct the general elections poll on July 13.
ELECTIONS
The team for Khashateng left via Samdrupjongkhar to Jomotsangkha on July 7. The Khashateng team is expected to reach their destination either on July 10 or 11, Radhi-Sakteng returning officer (RO), Pem Tshewang said. Dzongkhag had decided to send polling officials via Samdrupjongkhar, en-route to Jomotsangkha because of impending danger from crossing Jomori river on foot from Merak. During the primary round, polling officials returned from Khashateng via Jomotsangkha and Samdrupjongkhar after the bridge over Jomori river was washed away. All the tiny wooden bridges built over Jomori river might have been washed away by now, an official from Merak said. Moreover, landslides and erosion also poses threat to officials lives. The officials have to cross Jomori river downstream around ten times, while trekking from Merak to Khashateng. Khiliphoog team, who left yesterday is expected to have reached Merak, Pem Tshewang said. The team will leave Merak today morning and is expected to reach Khilophoog tomorrow evening.

Both the teams have been allocated with a health official each. Polling officials for Sakteng and proper Merak are leaving tomorrow to the respective polling stations. In Trashiyangtse, all the polling officials are leaving today. Theyve been given the refreshers course, so theyll disperse from today, Bumdeling-Jamkhar RO, Namgang Tshering, said. There are over 171 polling officials in Bumdeling-Jamkhar constituency including security personnel and lady friskers. Tarphel is the furthest polling officials in Bumdeling. Thrimshing-Kangpar constituency in Trashigang is also deploying its officials from today. The officials are to leave on July 11 but were also planning to send them by today evening if possible, RO Tshering Wangdi said. Merdha in Kangpar and Berdengphu in Thrimshing are the furthest polling stations in Thrimshing-Kangpar constituency.

The season that resembles your character most Autumn- Calm and mature A part in a movie, which motivates you each time you watch it? The scene from the Wizard of Oz where the curtain is pulled aside to reveal the Wizard. That scene was thought provoking Why do you believe youre the best choice for your constituency? I have worked hard in the last five years for the people of my constituency The biggest challenge you faced during the campaign this time? Confusion created by outright lie among voters The same cant be said about Lhuentse in terms of development, as one could about its rich history, religion and cultural heritage. Why? One reason is that Lhuentse is not connected directly by road. But one should know that development though important is immaterial compared to culture, which is symbolised, as you said in Lhuentses rich history and religion. Developed and rich countries are embarking on missions to trace their history and finding it very difficult, almost impossible. Juxtapose this to economic development, which can be achieved within few years Registered voters : 7,254
A part in a movie, which motivates you each time you watch it? Game Change, which is a political drama based on events of the 2008 United States presidential election campaign, and I like the ending Why do you believe youre the best choice for your constituency? Starting from my kindergarten till my graduation, I was always there in my village, worked in paddy fields; understand the ground realities and problems people face, which the previous MP did not fulfil. I know each and every one in my constituency and most importantly, I represent the common people of Gangzur-Menji
The biggest challenge you faced during the campaign this time? Worry. That whether people of my constituency will choose the same government or go for a change The same cant be said about Lhuentse in terms of development, as one could about its rich history, religion and cultural heritage. Why? As of now Lhuentse is the poorest dzongkhag despite its rich religious and cultural heritage. I even authored a book titled Lion fortress reflecting the importance of Singye Dzong. But Lhuentse lacks road, township and other facilities to promote these religious sites The issue of housing shortage is a long-standing one in the dzongkhag. How would you solve that? By re-opening loan schemes to business communities. There are 28 shopkeepers in Lhuentse in want of loan to construct buildings. If elected we will be making the loans available Bhutans biggest challenge today and why? Corruption and nepotism, because these are everywhere, people know about it but do not have the guts to open up. Its my responsibility to fight corruption Your priority for the constituency? The Shingkhar-Gorgan highway Anything voters ought to know about the candidate you are up against? So far none of the voters asked, but we are very friendly You are the youngest candidate contesting this election and pitched against a DPT senior. Why should people go for you? The fourth king ruled the country at the age of 17, and the fifth king took over at a very young age. Look at the developments brought. I lived in Lhuentse and understand the problems. Its not of age and experience but its about the peoples voice that needs to be heard and I will be their voice
The issue of housing shortage is a long-standing one in the dzongkhag. How would you solve that? The National Housing and Development Corporation (NHDC) is constructing houses in different parts of the country to solve this issue, which is not just confined to Lhuentse. I will talk with the NHDC about this. Moreover, with a proper town coming up, private people will also get opportunities to construct houses and rent it out Bhutans biggest challenge today and why? Letting people understand the difference between interdependence and dependence. We are at a crucial juncture and this needs to be understood Your priority for the constituency? Shingkhar- Gorgan road to fulfill the aspirations of Lhuentse people Anything voters ought to know about the candidate you are up against? I am sure they have already gauged what kind of a person he is. What they need to know is if he can execute his promises Asset declarations election commission made public reveal you are one of the richest candidates contesting this election. How does it work for you in winning the elections? It doesnt. And wealth was never a pre-requisite or a prohibition to serve the people
Tshering Tenzin, 51, is from Phagidung, Menbi gewog. He did Bachelors of Engineering in Telecommunication from University of Bologna, Italy, and obtained a diploma in Electrical Engineering from Royal University of Bhutan. He started as a section officer in the Department of Telecom in 1985 and was the chief of ICT & Media Division, BICMA, before resigning to join DPT in 2008 elections. He has three daughters.
The season that resembles your character most? Spring- guaranteeing brighter days to come A part in a movie, which motivates you each time you watch it? I always find the emotional farewell scene from Rain Man very powerful where the brothers touch heads together while saying Registered voters : 7,135 goodbye Why do you believe youre the best choice for your constituency? It would be rather arrogant to say that I believe myself to be the best choice. It is for the voters in my constituency to see if I am or not The biggest challenge you faced during the campaign this time? Subduing fear that has been sparked by the supporters of PDP
The same cant be said about Lhuentse in terms of development, as one could about its rich history, religion and cultural heritage. Why? I would like to say we are proud that despite development, Lhuentse is still so rich in its history, religion and cultural heritage. We know that the world has now realized that economic development alone is not development. There are other aspects such as culture. Lhuentse has both. The issue of housing shortage is a long-standing one in the dzongkhag. How would you solve that? A new town is coming up. This will solve all the issues Bhutans biggest challenge today and why? Creating awareness that democracy is about responsibility and that all of us are responsible in choosing the right government so that the future of our children are secured Your priority for the constituency? Development of tourism opportunities, market accessibility for farm and indigenous products and look into biogas production, besides the Shingkhar-Gorgan road Anything voters ought to know about the candidate you are up against? At the end of the day, we the candidates are offering voters a choice. As they go to vote, they should really analyse the consequences of their choice Voters said you hardly visited them during your term as National Assembly member. Why? I think the people who are saying this are the ones who have never stayed in their villages here and so do not know what has been happening
The same cant be said about Lhuentse in terms of development, as one could about its rich history, religion and cultural heritage. Why? This is mainly because of the distance from the capital and its remoteness The issue of housing shortage is a long-standing one in the dzongkhag. How would you solve that? There is no proper township. So first thing is we have to have a proper thromde to allow people build more houses Bhutans biggest challenge today and why? I worry about Indo-Bhutan relationship. It does not appear good. No budget commitment for the 11th plan yet from the Indian government, removal of subsidies recently, and lowering of electricity tariff Your priority for the constituency? Boosting income of the people Anything voters ought to know about the candidate you are up against? He is a gentleman You were introduced as the ministerial candidate if PDP comes to power. Do you think you have got what it takes to be a minister? I dont deserve to be a minister but if the people and the party believes in me and gives me the mandate I shall serve with the best of my ability
