OOW POST HND COURSE

INFORMATION PACK

This pack contains important information regarding the OOW Post HND Course offered by City of Glasgow College. It is necessary that you read it.

The course is intended for: Those students who initially attended a partner Institute/College overseas and who subsequently came to CoGC to complete an HND in Nautical Science, prior to proceeding to sea to obtain the required seatime for eligibility to the OOW Written and Oral Examinations held by the MCA. Those students from TUDEV Turkey after having their portfolios verified (for SVQ level 2 & 3) by CoGC. Those students who previously attended CoGC as part of their BSC degree. All courses are offered subject to the continuing availability of staff and College facilities, and to the enrolment of a viable number of students. Course Reservation To confirm your reservation, you are required to complete the application form on the final page of this pack, and submit it along with a 1000 (drafts and cheques to be made payable to City of Glasgow College) fee deposit to: Douglas Mannix Student Recruitment Coordinator School of Nautical Studies City of Glasgow College Riverside Campus 21 Thistle Street Glasgow G5 9XB United Kingdom Seatime Requirements: The required seatime is a total of 15 months for ex-HND students and 12 months for ex-BSC students, as calculated by the MCA, prior to a candidates return to CoGC for further study. Entrance Requirements: You should have completed all HND subjects successfully whilst in Glasgow, or in the case of the new HND course, at AMET (or any other CoGC overseas partner institution) and Glasgow. If you have HND Units outstanding, we will issue your Visa Support Letter early and you will have 1 2 weeks to clear the units before the OOW Post HND course starts. Note the all Units must be completed before you can start the course and you will not be allowed to apply for your NOE until the HND is fully passed. Note also that you will need your NOE on the day of MCA written exams and the MCA takes at least 28 working days to process the NOE. If you have not completed a Unit all assessments in that Unit must be retaken. You are entitled to do the OOW Post HND Course provided you have not failed more than 3 units (amounting to less than 4 credits). If you do not comply with the previous statement, then you will be required to complete 36 months of seatime before returning to College to do the OOW Full course, or you can resit your second year HND. No Certificates can be issued to you until the College is satisfied that you have completed fully the whole of the HND Nautical Science. You should have a completed Training Record Book (see below section for TRB). This will be sent to the MCA Examiner (Southampton) when making an application for an NOE for the Officer of the Watch Certificate of Competency. The NOE is prerequisite for taking any MCA examination (Written or Oral).

You are required to bring documented evidence of having kept a bridge watch, under the supervision of a qualified Officer, for a period of at least 6 months (for 8 hours out of 24 hours) during the last 12 months sea time. These certificates should be stamped with the ships stamp and signed by the Master. Your valid Medical Fitness certificate from an ILO approved doctor will be submitted to MCA when you make an application for NOE. Please see Medical Certificate section on page 8 of this document. You are also required to obtain from your sponsoring company a letter or testimonial stating that during your time on board their ships you were diligent in your duties and at all times strictly sober. This should be on Company headed notepaper and signed by a Marine Superintendent or Personnel Officer. The format for these documents can be found in Annexe 1A in MGN 91 which can be downloaded from the MCA website: www.mcga.gov.uk Training Record Book: It is now a requirement to send a fully completed TRB and without any omissions, to the MCA when making an application for an NOE. According to the MCA: The Record Book must be completed in entirety without any omissions. Please ensure that all testimonials are fully and correctly completed showing Bridge Watchkeeping and time served. Priority, familiarisation and safety tasks should be duly completed for each ship, even if you go on the same ship twice. All relevant tasks must be completed. The MCA also expect all workbooks and journals to be completed as per page 100/101 in TRB. Workbooks are evidence that bridge watchkeeping time has been completed and tasks have been correctly carried out and not just signed off. Preparation for the MCA Signals Examination. (may be incorporated within preparation for the MCA Oral exam.) Preparation for the NAEST (ops) Course / assessment. This includes Simulator, ECDIS and HELM Courses.

Seamanship:

Preparation for the MCA Oral Examination

OOW Syllabus: The syllabus for the written examinations is contained in MIN 198. The syllabus for the oral examination is contained in MGN 69 You will be expected to have studied your Electronic Navigation notes prior to arrival in Glasgow This is required for your NARAST (ops) course, which is mainly practical and intensive on the instruments, not the theory, other than ECDIS and GPS. You should also be competent at manual radar plotting. You should have a thorough knowledge of the collision regulations prior to the Post HND course. Pease note that the Passage Planning, Bridge Watchkeeping, Deck Watchkeeping, Stability, Pollution Prevention and Legislation classes are also preparation for your oral examinations. Do not miss these classes. Officer of the Watch Certificate: To be eligible for an Officer of the Watch certificate of competency through the Post HND route the candidate must have completed the HND in Nautical Science and have completed the following ancillary courses: Two Day Basic Fire-Fighting Training Personal and Social Responsibilities Basic Sea Survival Elementary First Aid GMDSS CPSC EDH NAEST Ops (Simulator, ECDIS & HELM) Four Day Advanced Fire-Fighting Training Medical First Aid on board Ship

The MCA will accept some certificates from overseas training establishments. However, it is your responsibility to ensure that your certificates are valid and acceptable to the MCA, The City of Glasgow College is not authorised to assess the validity of certificates. Guidance on the requirements for ancillary courses can be found in MGN 91 and MGN 92. Short Courses: As all Post HND students require an EDH, Signals(MCA) and a Naest(ops) certificate, the course programme incorporates these short courses. If you require any other short courses during your Post HND phase you must notify the College as soon as possible. The availability of short courses is limited and must be booked well in advance. Your failure to notify us of any short course requirements may delay you in obtaining an Officer of the Watch certificate. Course Dates: 30th September 2013 28th February 2014 20th January 2014 20th June 2014 24th March 2014 12th September 2014 Note that you are required to have a CPSC certificate prior to being allowed on the EDH course and the OOW Post HND course. Written Examinations: You must complete an application form to be eligible to sit the MCA written examinations (this is in addition to the Notice of Eligibility NOE as detailed below). The application form is available at the College and should be completed as soon as possible after arrival. You must have an NOE at the time of completing your MCA written examination form. There is a penalty fee, in addition to the examination fee, if the application is not submitted at least two full weeks before the examination date. Note if you do not have a valid NOTICE OF ELIGIBILITY you will NOT be allowed to apply for the MCA written examination. Notice of Eligibility: A valid Notice of Eligibility, issued by the MCA, is required before acceptance into the OOW Written and Oral Examinations. A Notice of Eligibility can be downloaded from the MCA web site. This can be done on arrival at CoGC, but must be dealt with immediately on arrival. It may take the MCA about 6 weeks to process these applications and delay in sending one off may delay your chance of taking the Examinations. For completion of this paperwork you must have A Passport or Birth Certificate An MNTB Training Record Book (TRB) duly completed and without any omissions. Testimonials from the Masters of all ships you have sailed on, signed by the master and preferably with the ships stamp. One of which should clearly state that during your last 12 months of seatime, you have kept bridge watches under the supervision of the officer of the watch for a period of not less than 6 months (for 8 hours out of 24 hours). (See note earlier regarding format of testimonials from the ship) A testimonial letter from your sponsoring company giving the dates of joining and leaving the various vessels that you sailed on and a statement to the effect that at all times you were attentive and diligent in carrying out your duties and strictly sober. This must be done on Company headed notepaper. A Discharge Book or Certificates of Discharge, from each vessel that you sailed on. If you bring Certificates of Discharge please ensure that they have been signed by the Master of the vessel and they are the correct Certificates, not just a typed letter. If you possess neither then make sure that you have the immigration stamps for joining and leaving each vessel in your passport. Two passport photographs (with light background and as specified in the NOE application form). A letter stating that you are partaking in the CoGC Partner Overseas Institute training scheme and as such only require 15 months sea time (or 12 months if you are an exBSC student) for OOW eligibility. This letter will be issued to you when you commence the course. Please see your course team leader for this.

Failure to produce any of the above may delay or result in you being refused an N.O.E. Photocopies of certificates are not acceptable to the MCA. You should ensure that you have these documents before you arrive in Glasgow. If you are missing any of them contact your company to have them issued before you come here. If you wait till you get to Glasgow, you may delay the processing of your Notice of Eligibility and this may affect when you are allowed to sit your examinations. You should bring all certificates, which have been issued to you in earlier phases of training. It is particularly important that you bring in your original certificates for the HND in Nautical Science. These will be required when you eventually send off for your Certificate of Competency. Finances: You should ensure that you have sufficient funds to pay all course, examination fees and accommodation fees for the duration of your stay in Glasgow. Most of you should have a bank account from your time in Glasgow. I would suggest that you ensure that sufficient funds are transferred into that account to cover the total cost. The below fees are for the academic year 2013 2014(subject to review).

Fees: Fees are payable on the day of enrolment. They can either be paid in cash, cheque, bank draft (made payable to City of Glasgow College), credit card or debit card. Please note in the case of the cheque or draft you must not include the payment for the MCA ORALS EXAMINATION(NOE) or Administration fee. These must be paid separately when applying for a Notice of Eligibility. At the end of the course you will be required to demonstrate that all due fees have been paid prior to any certificate being issued. Funding for Scottish National Students: Scottish national students are able to apply for help with funding their studies whilst at College on an advanced course (Higher National Certificate/Higher National Diploma). Accommodation: The catered accommodation facility which is located on the Riverside Campus is being demolished and will not be available from July 2013. To ensure that demand from students who require accommodation is met we have secured additional rooms at the nearby College Lands student accommodation. The arrangements for booking this accommodation should be made directly with the College Accommodation office on +44141 565 2884 or by email Hall.of.residence@cityofglasgowcollege.ac.uk . Despite the College taking these extra rooms we envisage that room availability will be tight over the period between August 2013 and the end of 2015. Due to this we would be obliged if you could ensure that any accommodation requirements are put in writing to the accommodation office with as much advance notice as possible. Unfortunately if students turn up without reserving rooms in advance we cannot guarantee that we will be able to accommodate them. It is also imperative the accommodation office is made aware how long each student requires a room for, and that you understand that last minute requests to extend a students room stay may not always be possible. Despite this please be assured that we shall do everything we can to make sure that any requirements for accommodation are met for you.

Medical Certificates: When applying for your NOE or Certificate of Competency you will require a valid medical certificate. This may be obtained either in the UK in which case you require an ENG1 or it may be done in your country prior to your arrival in Glasgow. If you choose the latter option you must ensure that the doctor who issues the certificate is approved by the Governments Marine Dept and ILO; and that the numerical results of your eyesight test are recorded clearly on the form. The Form should also be an ILO standard medical form for seafarers. Failure to obtain this will necessitate you having to have an ENG 1 in Glasgow. Medicals are valid for two years, and should still be valid at the time you apply for your Certificate of Competency. Visas: Allow sufficient time when applying for your visa. Visa requirements are becoming more and more stringent and some students have experienced delays in obtaining a visa due to this. You are advised to apply for a student visitor visa. You should carefully consider the visa expiry date as you may wish to wait for the examination results and / or undertake ancillary short courses. In order to comply with the visa requirements you will be required to pay a deposit of 1000 prior to being issued a confirmation and visa letter.
