A DRAFT RESOLUTION OF THE PORT OF OLYMPIA COMMISSION
regarding the Capitol Lake Adaptive Management Plan (CLAMP) recommendations.
WHEREAS, The Port of Olympia is a major deep water port that provides essential services and
{avilities serving international trade and transportation logistics; and

WHEREAS, The Port of Olympia is charged with the maintenance of essential marine ferminal a ene,
berth facilities and recreational boating activities for the benefit of the local, regional and national Ly, Te coanq
economy; and HGH
WHEREAS, the removal of the 5" Avenue dam will result in significantly increased sediment
migration from the Capital Lake to Bud Inlet, and
WHEREAS, a complete economic impact of the removal of the dam and/or other considerations
have not been accomplished or adequately evaluated; and
WHEREAS, the removal of the dam will result in periodic and incidental dredging of the Port of
Olympia’s Marine Terminal berths, the Port of Olympia’s recreational visitor moorage facility , the
federal navigation channel, and the tuning basin; and,
WHEREAS, periodic and incidental dredging currently costs in the range of $130.00 per cubic
yard, and is difficult to permit and accomplish in a timely manner, with a potential annual cost of
dredging for public facilities approaching $2-miltion per year and a similar amount for private interests in
the West Bay of Budd Inlet; and
WHEREAS, the responsibility for bearing the costs associated with periodic and incidental
dredging have not been specifically identified in the process to date; and
WHEREAS, Budd Inlet is already contaminated with sediments that precludes open water
disposal; and
WHEREAS, further sediment releases from Capitol lake will only compound t t
cleanup of contaminated sediment , it should be recognized that prior to any follow through of any
recommendation(s) that Budd Inlet must be environmentally clean.OQ Port of Olympia

At the meeting of May 11, 2009 staff presented a draft resolution for the Commission’s
consideration regarding the Capitol Lake Adaptive Management Plan. After a brief
discussion of that draft resolution, two revisions were requested by the Commission and
‘were subsequently prepared by the staff which is attached herein as Attachment 1, dated
May 13, 2009.

| Description/Background:
‘The Commission intends fo accept public comment on this draft resolution and the
CLAMP issue at the meeting of May 26, 2009.
Recommended Action:
‘The attached draft resolution with revisions requested by the commission is presented for
commission discussion and for public comment.

NOW THEREFORE BE IT RESOLVED, that the Commission of the Port of Olympia calls
upon the State of Washington to accomplish a complete economic analysis, in accordance with nationally
recognized principles, of the impacts of each of the alternatives being considered for the future of Capitol
Lake; and
FURTHER BE IT RESOLVED, that no decisions be made prior to completion of a complete
economic analysis ofall affected entities, both public and private, and those entities have the opportunity
to consult with the responsible state officials regarding the impacts of any alternatives being considered,
ADOPTED by the Port Commission of the Port of Olympia this 8* day of June 2009.
