The Police Foundation, in conjunction with the Urban Institute and the Rochester Police Department, conducted this study as a follow-up to an audit of the Rochester Police Department. The audit relayed how patrol officers and detectives organized as a team (as opposed to a more centralized organization) led to higher clearance rates of crimes, especially burglaries. This objectives of this study were to understand why this is the case and how the “Rochester System” works, and whether it can be implemented elsewhere.
