The International Association of Chiefs of Police, the National Sheriffs’ Association, the National Organization of Black Law Enforcement Executives, the Major Cities Chiefs Association, and the Police Foundation joined together to conduct a project to help position state, local, and tribal agencies to proactively manage a changed and continually changing police environment. The objectives outlined included:
- Profile High Impact Changes
- Capture Best Practices
- Craft Promising Practices
- Package and Disseminate Practices
This project exposed the post-9/11 model of policing, which included concepts such as a terrorism dimension, reconfiguring mission statements, federally-led responses, and changing leadership requirements, to name a few. This project also identified 37 issues and needs to be addressed essential to capacity building. Finally this project produced 4 practice briefs:
- Intelligence Led Policing: The New Intelligence Architecture
- Threat Assessment: Fundamentals and Guidelines
- Multi-jurisdictional Partnerships for Meeting Regional Threats
- Engaging the Private Sector to Promote Homeland Security
This project seeks to provide insights on how to adopt a holistic, encompassing approach to a homeland security program to address the new and old challenges faced by law enforcement agencies across the nation.
