Ablan, BM Shirley Ong Sin and the Committee on Social Welfare‘and Development and Public Service AN ORDINANCE ESTABLISHING THE PRESIDENT FERDINAND E—, MARCOS AWARDS AND TO APPROPRIATE FUNDS THEREFOR AND FOR OTHER PURPOSES WHEREAS, the Provincial Government of Ilocos Norte would like to promote a culture of excellence, as shown by the late President Ferdinand F. Marcos, by recognizing and rewarding men and women for their oulstanding performance, contribution and achievements and for their consistent manifestation of exemplary ethical behavior in the public service, similar to the Search for Outstanding Public Officials and Employees program of the Civil Service Commission; WHEREAS, the Provincial Government of Ilocos Norte deems it proper to acknowledge the dedicated public service rendered by our public officers and employees, as well as non-government organizations and concerned private citizens, by giving them due recognition for their superior accomplishments, and that it will present models worthy of emulation among their peers; WHEREAS, the Sangauniang Panlalawigan finds it imperative to establish a system of awards, approprate a special fund and constitute a Committee for the purpose; NOW, THEREFORE, Be it Ordained that SECTION 1. There is hereby established @ system of awards for the search of the most outstanding Provincial Office, Provincial Officer, Provincial Employee, Mayor, Vice-Mayor, Councilor, Municipal Office, Municipal Officer, Municipal Employee, Citizen, Non-Government Organization, Youth Organization and Community Activity of the year, to be known as the “President Ferdinand E. Marcos Awards.” SECTION 2. There is hereby established a special fund for which the amount of Five Hundred Thousand Pesos (P500,000.00) is hereby authorized to be appropriated in the annual budget of the Province for CY 2010 and the years thereafter; Provided that other incidental expengitures shall likewise be chargeable against the Maintenance and Other Operating Expenses of concerned offices under the Provincial Government SECTION 3.
