ADMINISTRATIVE ORDER NUMBERED 03 Series of 2014

ORGANIZING THE BARANGAY DEVELOPMENT COUNCIL AND DEFINING ITS FUNCTIONS. WHEREAS, Sec. 107a of the Local Government Code of 1991 provides for the creation of a Barangay Development Council which will serve as planning and coordinating body of the barangay; NOW THEREFORE, I, VAN OLIVER M. DICANG, Punong Barangay of Lower Quirino Hill, Baguio City, by the powers vested in me by law, do hereby declare that this Administrative Order shall read as follows: SECTION 1. There is hereby created a Barangay Development Council, which shall be composed of the following: A. Executive Committee: a) Chairperson: VAN OLIVER M. DICANG, Punong Barangay b) Members: o KAG. ROSA M. CRISTAL, Committee Chairman on Infrastructure and Appropriations o EDUARD AUNG C. KYU, NGO Representative o JOSEPH C. CABATO, Congressmans Representative SECTION 2. BDC Executive Committee Functions & Obligations The functions and obligations of the BDC shall be as follows: 1. EXECUTIVE COMMITTEE o Ensure that the decision of the council are faithfully carried and implemented; o Act on matters requiring immediate attention or action of the council; o Formulate policies, plans and programs based on the principles laid down by the council; and o Act on matters that may be authorized by the council. 2. BARANGAY DEVELOPMENT COUNCIL: o Mobilize peoples participation in local development efforts; o Prepare the barangay development plan based on requirements; o Monitor and evaluate the implementation of national or local programs and projects; o Perform such other functions as may be provided by law. SECTION 3. A Barangay Development Plan shall be prepared by the BDC shall be made after the effectivity of this administrative order. SECTION 4.All executive issuances and order inconsistent herewith are hereby deemed amended and modified accordingly.

SECTION 5. This order shall take effect immediately upon approval. Issued this 14th of February 2014 at Lower Quirino Hill, Baguio City, Philippines.
