When in the opinion of the DEN a certain protected area sho!ld be "ithdra"n or disestablished# or its bo!ndaries modified as "arranted b$ a st!d$ and sanctioned b$ the ma%orit$ of the members of the respecti&e boards for the protected area as herein established in Section ''# it shall# in t!rn# ad&ice Con(ress. Disestablishment of a protected area !nder the S$stem or modification of its bo!ndar$ shall ta)e effect p!rs!ant to an act of Con(ress.
