ADMINISTRATIVE ORDER NUMBERED 05 Series of 2014


ORGANIZING THE BARANGAY COUNCIL FOR THE PROTECTION OF CHILDREN AND DEFINING ITS FUNCTIONS. WHEREAS, Republic Act. No. 7610 otherwise known as Special Protection of Children Against Child Abuse, Exploitation and Discrimination Act provides for stronger deterrence and special protection against child abuse, exploitation and discrimination, and its corresponding penalties; WHEREAS, Article 359 and 360 of the Civil Code of the Philippi nes provides that the government shall establish Councils for the Protection of Children. WHEREAS, Article 87 of Presidential Decree 603 (Children and Youth Welfare Code) states that, every barangay council shall encourage the organization of a Local C ouncil for the Protection of Children and shall coordinate with the Council for the Welfare of Children (CWC) in drawing and implementing plans for the promotion of child and youth welfare. WHEREAS, the Barangay Council for the Protection of Children is a body of responsible members of the community which includes a representative of the youth and representatives of government and private agencies concerned with the welfare of children and youth whose area of assignment includes the particular barangay. Membership on LCPC shall be purely on voluntary basis; WHEREAS, the purpose of the organization is to ensure the full implementation of the rights of every child to live in a society that offers or guarantees him safety, health, good morale, environment and facilities for his wholesome development; NOW THEREFORE, I, VAN OLIVER M. DICANG, Punong Barangay of Lower Quirino Hill, Baguio City, by the powers vested in me by law, do hereby declare that this Administrative Order shall read as follows: SECTION 1. BCPC Functions & Obligations The functions and obligations of the BCPC shall be as follows: 1. 2. 3. 4. 5. Foster education of every child; Take steps to prevent juvenile delinquency and assist parents of children with behavioral problems so that they can get expert advice; Adopt measures for the health of children; Conduct capability building projects to increase knowledge and skills in handling childrens program; Encourage the proper performance of the duties and responsibilities of parents, and provide learning opportunities on the adequate rearing of children and positive parent-children relationship; Promote wholesome entertainment in the community, especially in movie houses; Prepare AWFP for children and recommend appropriations to the Sanggunian; Provide coordinative linkages with other agencies and institutions in the planning, monitoring and evaltuation of plans for children; Establish and maintain database on children in the barangay;

10. Advocate for the establishment and maintenance of playgrounds, day care centers and other facilities necessary for child and youth development;

11. Advocate for the passage of barangay resolutions/ordinances responsive to child-related issues and concerns and ensure the inclusion of childrens program in the executive agenda; 12. Protect and assist children in need of special protection (e.g. abandoned, maltreated & dependents) and refer cases filed against child abusers to proper agencies/institutions; 13. Monitoring situational reports on children and prepare quarterly updates including the implementation of childrens programs and make recommendations to the Municipal CPC for consideration and nationwide application; 14. Perform such other functions and other child related laws especially in matters of child and parent education, health, entertainment, etc. SECTION 3. All executive issuances and order inconsistent herewith are hereby deemed amended and modified accordingly. SECTION 4. This order shall take effect immediately upon approval.
