From a modest beginning of 6 RRBs with 17 branches covering 12 districts in December, 1975 the number of RRBs increased to 196 RRBs with 14,446 branches in 1991 operating in 518 districts across the country. After a phase of consolidation starting from September, 2005, the number of RRBs was reduced from 196 to 82. In the current phase of consolidation which began in October, 2012 by amalgamation of RRBs across sponsor banks within a State, the number of RRBs has further reduced to 61 RRBs as on date with over 18000 branches in 638 districts.

The Narasimham Working Group (1975) conceptualized the creation of RRBs as a new set of regionally oriented rural banks, which would combine the local feel and familiarity of rural problems characteristic of cooperatives with the professionalism and large resource base of commercial banks.

Rural banking in India started since the establishment of banking sector in India. Regional Rural Banks were set up after nationalizations of banks in 1969 when emphasis shifted to providing more credit to weaker sections. Regional Rural Banks were established under the provisions of an Ordinance promulgated on the 26th September 1975 and the RRB Act, 1976 with an objective to ensure sufficient institutional credit for agriculture and other rural sectors. Rural Banks in those days mainly focused upon the Agro Sector. Regional rural banks in India penetrated every corner of the country and extended a helping hand in the growth process of the country.

Objectives of Regional Rural Banks : The importance of the rural banking in the economic development of a country cannot be overlooked. As Gandhiji said Real India lies in Villages, and village economy is the backbone of Indian economy. Without the upliftment of the rural economy as well as the rural people of our country, the objectives of economic planning cannot be achieved. In fact, the real growth of Indian economy lied in the freeing of rural masses from acute poverty, unemployment, and socio-economic backwardness.

Small and marginal farmers, Agricultural labourers, Artisans, Small entrepreneurs, Mobalise deposits from rural households

RRBs are expected to make credit available to rural households besides inspiring carefulness. Put it simple to ensure sufficient institutional credit for agriculture and other rural sectors.

The area of operation of RRBs is limited to the area as notified by GoI covering one or more districts in the State.

Ownership of RRBs :

RRBs are jointly owned by the Government of India, the concerned State government and sponsor banks (27 scheduled commercial banks and one State Cooperative Bank); with the issued capital shared in the proportion of 60 percent, 20 percent and 20 percent (earlier it was 50%, 15% and 35%), respectively. As per the provisions of the Regional Rural Banks Act, 1976 the authorized capital of each RRB is Rs. 5 crore and the issued capital is a maximum of Rs. 1 crore.

RBI Assistance

With a view to facilitate RRBs operations, the RBI gave RRBs direct access to refinance assistance at a concessional rate of three per cent below the bank rate. Allowed to maintain a lower level of SLR than commercial banks.

Evaluation of RRBs

The Committee constituted by the RBI in June 1977 to valuate the performance of RRBs concluded that with some modifications in their organisation and structure. The Committee to Review Arrangements for Institutional Credit for Agriculture and Rural Development which inter alia examined the role of RRBs in the rural development work, suggested the following :

Regulatory Control RRBs are allowed up to December 31, 2000 to maintain cash reserves at 3 per cent of their demand and time liabilities. A number of measures were taken since 1995 not only to make RRBs viable but also to enable them to function effectively.

Preference for opening bank branches than commercial banks The eligible business of commercial banks rural branches may be transferred to RRBs. The losses in initial years of RRBs may be met by shareholders and equity capital should also be raised. The various facilities provided by sponsor banks should continue for 10 yrs in each case Concessionary refinance by RBI should be continued The control, regulation, and promotional responsibilities should be transferred from the GOI to RBI or NABARD.

Important Note : With an aim to strengthen regional rural banks (RRBs), the government on 22nd April 2013 introduced a Bill in the Lok Sabha to raise their authorised capital by 100 times to Rs. 500 crore. The Regional Rural Banks (Amendment) Bill, 2013, also seeks to allow RRBs to raise capital from sources other than the central government or the state government or the sponsor bank.

Apart from recapitalization and infusion of equity, the measures include : Deregulation of interest rates on advance and deposits of above one year maturity; rationalization of branches; and relaxation of norms relating to investments by RRBs. In 1998-99 NABARD introduced several policy measures for improving overall performance. They are :

Reforms in the RRB Sector have taken place in three phases :

First Phase: 1993-2000

RRBs started their development process on 2nd October 1975 with the formation of a single bank (Prathama Grameen Bank). As on 31 March 2006, there were 133 RRBs (post-merger) covering 525 districts with a network of 14,494 branches.

In order to provide access to low-cost banking facilities to the poor, the Narasimham Working Group (1975) proposed the establishment of a new set of banks, as institutions which "combine the local feel and the familiarity with rural problems which the cooperatives possess and the degree of business organization, ability to mobilize deposits, access to central money markets and modernized outlook which the commercial banks have".

Based on the recommendations of the Narasimham Committee Report (1992), reforms were initiated in 1993 with a view to improve the financial health and operational viability of RRBs. Various measures including recapitalization, rationalization of branch network, providing better access to non fund business, expanding avenues of investment and advances, upgrading the level of technology and taking up select RRBs for comprehensive restructuring were taken. Further, they were permitted to lend to non-target group borrowers up to 60 per cent of new loans. From January, 1995 the investment avenues for RRBs were broadened to improve the operational efficiency and profitability. In December, 1996 the investment policy was further liberalised, to accord parity with commercial banks, permitting RRBs to invest in shares and debentures of corporate and units of Mutual Funds with a ceiling upto 5% of the incremental deposits of the bank during the previous year. classification, provisioning and exposure, were implemented during this period to provide durability to the reform process. In April, 2000, RRBs were allowed to apply for permission to maintain non-resident accounts in rupees. Second Phase: 2004-2010

Based on the recommendations of Dr. K. Chakrabarty Committee (2010), 40 RRBs have been taken up for recapitalization to enable them to achieve and sustain a CRAR of 9%. In November, 2010 the branch licensing policy was liberalized which allowed RRBs to open branches in Tier 3 to Tier 6 centres (with population of up to 49,999 as per 2001 Census) without prior approval from the Reserve Bank, subject to certain conditions. This policy was further liberalized in August, 2013 to also include Tier 2 centres. The second phase of consolidation commenced from October, 2012 with amalgamation of RRBs across sponsor banks within a State.

The next Phase of reforms started in 2004-05 with the structural consolidation of RRBs by amalgamation of RRBs of the same sponsor bank within a State. Capital support aggregating Rs. 1796 crore was provided during the period 2007-08 to 2009-10 as part of this process. In October, 2004, RRBs were permitted to undertake insurance business without risk participation and in May, 2007 they were allowed to take up corporate agency business for distribution of all types of insurance products without risk participation. In December, 2005, to further extend support to RRBs for accelerating the flow of credit to the rural areas, the resource base of RRBs was expanded to include lines of credit from sponsor banks; they were also permitted to access the term money markets and CBLO/Repo markets. Issuance of credit/debit cards, setting up of ATMs, opening of currency chests, undertaking government business, as subagents, were allowed to enhance business opportunities. In March, 2006, RRBs were permitted to apply for AD-Category II licence to undertake non-trade related current account transactions for certain specified purposes to further enhance the scope of business. In June, 2007 to increase their exposure to foreign exchange business they were allowed to accept FCNR deposits. RRBs were also allowed to participate in consortium lending with sponsor banks, DFIs and other banks within the area of operation. The capital adequacy standards were introduced in December, 2007 in the context of financial stability and RRBs were required to disclose the level of CRAR in their balance sheets.

BRICS countries accepted to establish BRICS bank to fund infrastructure projects of these nations. However, countries failed to achieve consensus on quantum of seed money. China wanted it to be $100 billion which is to be contributed equally by the member nations. This issue will be resolved by the officials and ministers and will be reviewed at St.Petersburg , on the side lines of G-20 summit in September. They sought for Director General for WTO (World Trade Organisation) from developing world. To set up a $100 billion fund to guard themselves against currency fluctuations. Called for reorientation of UNCTAD (UN Conference on Trade and Development). BRICS reiterated the need for Comprehensive Convention on Terrorism. EThekwini (DURBAN) declaration dwelt more on the issue of Syria where Russia is supporting president Bashar al-Assad. Unit 1 of Kudankulam reactor (Tamil Nadu) will be operationalized next month, PM Manmohan Singh told Russian president Vladimir Putin at their meet on side lines of BRICS. PM Manmohan Singh met with Chinese president Xi Jingping. Its the first highlevel meet after the change of leadership in China.
