Q: What if there exists an exigent situation? A: R2P cannot be invoked even though there exists an exigent situation.

R2P may only be invoked in the following situations 1. Large scale atrocities 2. The intervening state must have dominant but not necessarily pure humanitarian motive. 3. The international community prefers joint action. 4. Limited period and magnitude; only to that which is necessary to put a stop at the atrocities. 5. Must first exhaust all peaceful remedies. These requirements are NARROWLY construed, and absent one, it must fail altogether. The mere existence of exigencies itself is not a ground for the invocation of the responsibility to protect.
