Mercury has similar gravity, and it would be easy to spot someone who is not used to the gravity. I think Mercury is an option to look at

Mars have seasons that makes the temperature vary. I'm pretty sure the prisoners will have a hard time adapting to the environment of Venus.
Unlike Earth, which has a gravity of 9.8 m/s^2, which would be very hard to get used to, Mercury is almost exactly the same in size as Mars.
It is a possibility the criminals are in the belt, because the asteroid belt is mostly made up of scattered rocks all over the place.
I agree that they could be hiding in the belt, it is full of hiding places
but where will they land? They might crash on one of the rocks on the way and different rocks crash into each other which can kill the guys
Maybe not all of the asteroid belt is populated though, only some parts of it.
I don't think the criminals would come to Pluto, because it's very far away from Mars.

Titan is also very close in size to mars. Mars diameter is 6,779 km and Titan's diameter is 5150 km

I don't think Venus is a possible planet because the average temperature is so much colder that the average temperature of Mars.
They would go somewhere relatively close to Mars where they escaped the prison in the first place

Venus is so much colder than Mars, making it an unlikely place to go

The gravity level for Pluto is 0.58 m/s2 and you would feel very light. It would be hard to just move around and have control.
They would go somewhere that they knew was somewhat the same composition as Mars, because that's what they're used to.

The gravity of mars is 3.711 m/s and the gravity of mercury is 3.7 m/s so that means that it is very possible that they could be there.
Pluto is the 9th planet from the sun and Mars is the 4th planet from the sun. It would take a long time for them to travel in a short time.

The planet with the closest temperature level is Earth, with an average of 20 C, which is around 60 C away from Mars

90% of Jupiter's atmosphere is Hydrogen and since Jupiter is the biggest planet in our solar system, Jupiter has more hydrogen than Venus.

Earth is likely talking temperature, but Mercury is likely talking gravity

But temperature and gravity isn't the same.

mercury is too hot it is more like venus
