Message of the Dean

Let me first of all compliment you for considering the Faculty of Engineering Technology of the Open University of Sri Lanka (OUSL), to pursue your higher studies and fulfil your educational goals and ambitions. The Faculty of Engineering Technology of the Open University of Sri Lanka is one of the pioneers worldwide in conducting Engineering degree programmes in Open and Distance Learning (ODL). The Faculty offers academic programmes leading to Certificates, Diplomas, Degrees and Post Graduate Qualifications in engineering and industry related disciplines. This Guidebook contains information on academic programmes offered by the Faculty. Further, this guidebook is intended to give you an understanding about the ODL mode of education as practiced by the OUSL. Through the ODL mode of education, we are able to provide opportunities of higher education to a large number of students, including those who are employed. You have the flexibility to choose the place, time and pace at which you will pursue your studies at the OUSL. However, you should be highly motivated, persistent and determined to work hard to complete your studies. Contrary to the general belief, ODL mode of study is neither part-time nor totally without any contacts with the tutor. In fact the work-load of a student, who offers the maximum number of allowed courses per academic year, is equivalent to that of the work-load of any conventional university student. At the OUSL we will facilitate your studies by providing you with printed self study lesson materials. In addition to this, your academic activities are supported by on-line classes, tutor marked assignments, day schools, laboratory classes, mini projects, etc. Some of these activities are done in a classroom atmosphere with the presence of a teacher. Activities such as mini-projects, laboratory reports, and tutor marked assignments also contribute towards the assessment of your performance. In addition, continuous assessment tests and final examinations constitute part of the student assessment. I sincerely hope that you will be able to identify a study programme that is suitable to your prospective career in this guidebook. I hope to welcome you as a student of ours, who is motivated to pursue studies in distant mode. I wish you all the success in all your efforts to acquire a recognised qualification from our Faculty. Wishing you all the very best! Eng. Prof. SA Ariadurai Dean/Faculty of Engineering Technology

General Information
The University
Established in 1980 under the Universities Act No. 16 of 1978, the Open University of Sri Lanka (OUSL) is the only recognised university in Sri Lanka where students may pursue further education by distance education techniques in keeping with the philosophy of Open and Distance Learning. With the OUSL Ordinance No. 1 of 1990, as amended, the OUSL has the same legal and academic status as any other national university in Sri Lanka. As per the Public Administration Circular No. 16/92, dated 13/03/1992, issued by the Ministry of Public administration, Provincial Councils and Home affairs, the degrees awarded by the OUSL are treated as equivalent to degrees awarded by other universities under the purview of the University Grant Commission (UGC). Owing to the nature of its teaching techniques and the massive infrastructure, the University has over 35,000 students with extremely varied profiles, spread throughout the island. About 70% of these students are employed. The OUSL offers its own programmes of study leading to Certificates, Advanced Certificates, Diplomas, Degrees and Postgraduate Diplomas and Postgraduate Degrees. In addition to these main academic programmes, there are continuing education courses, beginners courses and awareness programmes. The OUSL is also fully equipped to support postgraduate research studies leading to Master of Philosophy (MPhil) and Doctor of Philosophy (PhD) degrees. The OUSL provides a readily accessible and progressive ladder of opportunities for study, to improve the vocational, professional and earning potential of an individual. The educational programmes have been designed to meet national, educational and training needs, and to offer opportunities to those who have the dedication and drive to succeed. With its flexibility, the OUSL provides a more socially equitable higher education system. Any person who is above 18 years of age can enrol at the OUSL.

The Faculty of Engineering Technology

The Faculty of Engineering Technology is one of the four academic faculties of the OUSL. The other three faculties are the Faculty of Natural Sciences, the Faculty of Humanities and Social Sciences, and the Faculty of Education. The administrative and academic head of the Faculty is the Dean. The Faculty of Engineering Technology consists of the following six Academic Departments: Agricultural and Plantation Engineering Civil Engineering Electrical and Computer Engineering Mathematics and Philosophy of Engineering Mechanical Engineering Textile and Apparel Technology Each department functions under a Head. All departments are collectively responsible for all academic activities of the Faculty. The Faculty Board of the Faculty of Engineering Technology regulates all academic activities in the Faculty, under the direction of the Senate of the OUSL. The Faculty also has a multi-disciplinary Engineering Research Unit (ERU) dedicated to enhance research in the Faculty and to provide a forum for discussion of matters pertaining to Engineering research. This Student Guidebook describes various academic programmes conducted by the Faculty of Engineering Technology and relevant information pertaining to these programmes.

The Study System

The study system adopted by the Open University of Sri Lanka is based on multimedia instructional materials with strong emphasis on Distance Education techniques using printed material, on-line learning facilities and audiovisual aids. The Faculty of Engineering Technology is one of the pioneers, among all academic institutions in the world, in the delivery of engineering programmes in distance education mode. The central component of Distant Education is the printed material that offers the student the equivalent to lectures in a conventional university. They also provide a series of carefully designed activities and self-assessment questions, which help the student to develop analytical skills and independent thought. Printed material is supplemented by audiovisual material, on-line classes, face to face discussions/clarification classes (Day-Schools), tutor clinics, laboratory work, fieldwork, and seminars. Laboratory work and field work form an integral part of most courses in technology and are compulsory. Pre-scheduled Day-Schools and Tutor Clinics are conducted by the academics for groups of students at Regional and Study Centres of the University. As most of the programmes are offered in English medium, an applicable level of fluency in English is expected from our students. Therefore a special English course is offered for students to follow during their 1st year. The OUSL is meant primarily for working students. Therefore, it is possible for a student to study while working, without much difficulty. Those students who have passed GCE (A/L) may join the Diploma/Degree programmes directly. While the University is making every effort to schedule as many activities as possible during weekends and public holidays, certain activities such as laboratory classes and examinations may have to be scheduled during weekdays. Since the activity schedule for the whole year is given to the students at the beginning of the academic year, it is hoped that they can plan their work well in advance. A student joins the OUSL for a particular programme by fulfilling Entry requirements and registering for at least nine credits of courses in the programme of study in his/her first year of registration. To register for a particular course, -2the student should have fulfilled the given Prerequisites for that course. Students are allowed to change their selection of courses after going through the study material, during the subsequent Add/Drop Period (usually one month after the last date for registration), without any penalty. From the last date of Add/Drop period, for a further one month students can withdraw from the courses which they are unable to handle. In this event, the first instalment of fees already charged will be forfeited. Each course in a programme of study is assessed separately. Assessment consists of two components, namely Continuous Assessment (CA) and Final Examination (FE). Continuous assessment is not merely a means of assessment; it is one of the significant means of facilitating learning. Activities such as laboratory work, field classes, tutor marked assignments (TMAs), presentations, mini projects (MP) and continuous assessment tests (CATs) are integral parts of learning and assessment. A student is required to obtain a minimum of 40% in continuous assessment of a particular course, to be eligible to sit for the final examination. If this minimum mark is not obtained, the student is considered to have failed in that course and has to re-register in a subsequent year. In this event, the student can obtain only a simple pass (C grade) for the course after successful completion. A student gaining eligibility in a particular course is expected to sit the final examination in the same year. However, facing the final examination may be postponed to a subsequent year, within the valid period of eligibility of up to a maximum of 3 academic years including the year the student obtained the eligibility. Final assessment mark of any course depends on the performance at both the continuous assessment and the final examination. For the courses offered by the Faculty, these components carry equal weight. Therefore, students must practise continuous learning throughout the academic year, in order to attain success. Since a fair proportion of the activities used to impart knowledge in distance education have to be carried out by the student, success is possible only if he/she is motivated to learn by him/herself.

Structure of the Curriculum and Courses

The curriculum of the Faculty of Engineering Technology ensures that the students receive an academically as well as professionally recognised qualification in a particular field. However, it still allows a student to structure the subject combinations and total duration of study to suit individual needs. To gain a qualification with a particular specialisation, specific course combination stipulated for that specialisation needs to be fulfilled. spend about 150 (= 625) hours of learning during the academic year

Credit Limit

Courses
The fundamental entity in the dissemination process of knowledge is known as a course In other words, a course is equivalent to a subject.

The maximum number of credits a student can offer for an academic year is limited to thirty six (36) from Regular Courses (X, Z, and I categories) and eighteen (18) from Continuing Education Courses (Y, J, K, E and M categories). However, the total number of credits that can be taken per academic year, from both the Regular and Continuing Education courses together, is limited to a maximum of forty five (45) credits. Thus, an average student opting to offer the maximum allowable credits (45) in an academic year would be expected to spend about 1125 effective hours for studies during the academic year (i.e. about 38 hours per week assuming 30 weeks of study in an academic year).

Course Categories
Each course is classified into one distinct "Course Category" denoted by a specific letter. Engineering Engineering projects Mathematics Industrial General Computer literacy English Management X Y Z I J K L or E M

English Language Requirement

Proficiency

In order to register for the courses offered by the Faculty of Engineering Technology, students need to fulfil English language requirements as given below.
Level 3 4 5&6 Requirement Concurrent registration for LSE3201 Eligibility in LSE3201 Pass in LSE3201 Pass in General English in GCE (A/L) or equivalent or higher English language qualification (pg. 41)

Course Levels
Each course is also assigned a "Level", between one (1) and seven (7). The Level indicates the relative complexity of the course content. Levels 1 & 2 comprise the foundation for different programmes. Levels 3 to 6 are different stages in undergraduate study programmes leading to Advanced Certificate, Diploma & Degree qualifications. Finally, the courses of postgraduate programmes are placed at Level 7.

Departmental Codes
Further, the course codes also indicate the department offering the particular course. The codes allocated for the Departments of the Faculty are as follows: Department/Faculty conducting the course
Agricultural and Plantation Engineering Civil Engineering Electrical and Computer Engineering Mathematics and Philosophy of Engineering Mechanical Engineering Textile and Apparel Technology Faculty of Engineering Technology

Credit Rating
The Credit Rating assigned for a course reflects the amount of time an average student is expected to devote for its study. Total effective time expected to be spent by an average student for a course with a Credit Rating of one (1) is about 25 hours. The credit rating of a course can be computed by multiplying the fifth character in the Course Code for that course by three (3). Ex: for the course MPZ3231 credit rating is 6 (=23), which means the student is expected to -3-

If you possess any qualification other than these you can seek exemptions by sending duly filled application form given in page 79 of this Student Guidebook on or before specified date. Any exemptions granted will be informed at the time of registration. In certain instances when the students possess qualifications for which the Faculty cannot grant any exemption from an existing course, credit exemptions may be granted using virtual courses with appropriate category, level and credit rating.

Study Programmes
Study Programmes are made up of different course combinations. For the award of a qualification through a programme such as a Certificate, Diploma or a Degree, three major considerations need to be fulfilled: i) A total stipulated number of Course Credits and training modules required for an award should be acquired, while fulfilling the minimum requirements at different Levels. ii) Minimum stipulated number of Category Credits required for an award should be fulfilled by the student under each Course Category at identified Levels. iii) In order for the student to qualify in a Particular Field of Study, (e.g. Civil, Mechanical, Electrical, etc.), the list of Compulsory Courses and relevant training modules required for an award in that field of study should also be satisfied.

Training
Practical skills are an essential part of Engineering Education, and are given due place our programmes. Students who are following Diploma and Degree programme should complete relevant training modules as given in the Course Information Section. The students undergo Workshop practice module in the University (Colombo, Kandy, Matara, Batticaloa regional centres) and for the Industrial training they are placed in different reputed public and private organisations. In the case of Industrial Studies programme students need not follow the Workshop practice module. Those who are working in industries relating to the particular field may seek exemptions for Industrial training. Further details are available with the Training Engineer who looks after the matters related to the industrial training by contacting through Tel. 0112881223.

Special Awards

The main purpose of the NACs is to provide access to all students registered for online programmes offered by all partner institutions of NODES. As OUSL is one of the partners of NODES the students of the faculty have opportunity to access online material through NACs free of charge. Besides, these centres have other facilities, such as video conferencing, (internet, e-mail), photocopying, fax, scanning and printing at a fee. NODES encourages the use of these centres for accessing online material and other activities related to open and distance learning. Twenty out of 26 NACs have been set up within the OUSL Regional and Study Centres covering many districts of the country. Other six centres are located, in the premises of University of Colombo (Weligaththa and Colombo), University of Peradeniya, Sri Lanka Institute of Advanced Technological Studies (Badulla and Bandarawela) and Institute of Engineering Technology (Katunayake).

Student Commitment
If you are looking for an opportunity to learn about something that interests you, an opportunity that you never really had, the OUSL may be the place for you. We would do our best to facilitate your learning, but the hard work is up to you. If you are to make use of this opportunity, you need to be prepared to make some sacrifices. You have to be self-motivated, and be prepared to sacrifice part of your leisure, at least for a few years. If you are motivated to make the best of what is offered, we will attempt to provide you with the means of achieving the highest academic and professional goals, irrespective of your present status. Our programmes of study allow you to build on your present achievements, and advance in your career systematically, as you progress in your learning. It would be a mistake on your part if you expect the OUSL to enable you to gain a qualification without putting in a substantial amount of hard work. In the case of some activities, such as laboratory classes, you may also have a choice in the selection of dates and times. Unfortunately, this is not possible in the case of tests, presentations and examinations, as these activities involve other students as well.

The OUSL expects its students to interact closely with the world of work. The fact that the University was primarily established to address the needs of working students cannot be over emphasised. As such, we do make an extra effort to accommodate the particular situation of such students. However, the students too should plan their programme, taking note of the fact that there cannot be any flexibility in arranging certain activities. Therefore, when selecting the courses to be offered in a particular year, you are advised to consider your commitment in terms of time and money. For example, a student registering for thirty six (36) credits of regular courses per year will need to devote about nine hundred (900) hours of his/her free time for self-study during the academic year. This is about 30 hours a week for 30 weeks (i.e. about 5 hours per day). Those who are unable to find the required time should register for lesser number of credits. Similarly, as the tuition fee is computed based on the number of credits offered, you can plan your selection based on the amount of money you could afford for that particular year. Thus you may follow a programme of study at your own pace depending on time and money available.

Working students may find it difficult to obtain leave of absence from work to attend to some of the compulsory activities that make up a particular course. However, as the calendar giving the attendance requirements is usually announced well in advance, it is possible to select the courses to minimise these problems. You should pay particular attention to this, at the time you register for courses at the beginning of each academic year.

Student Fees
Unlike the other national universities in Sri Lanka, the OUSL does charge fees from its students. This is related to the fact that the OUSL was set up primarily to cater to the needs of employed students. As these students would naturally be earning at least a modest income, it was felt that the decision to levy fees is justified. However, there is no intention of recovering the full cost of education from the students. As of today, the income from fees meets only a fraction of the total expenditure of the University. The Government, by grants disbursed through the University Grants Commission, meets the major component of the total expenditure. Postgraduate Programmes
The Faculty of Engineering Technology offers Postgraduate Diploma in Technology and Master of Technology programmes in selected areas. At present, PGDipTech and MTech programmes are available in three areas of specialisation: Construction Management Industrial Engineering Apparel Production and Management Courses offered in the three streams are given in pages 60 62. The Construction Management specialisation is designed with the aim of providing knowledge and skills required by the academically and/or professionally qualified engineers to fit into managerial roles in the construction industry, to enhance quality, efficiency and productivity of respective projects/ organisations. The Industrial Engineering specialisation is designed to suit the critical needs in modern society for an engineering approach to solving problems relating to the interplay of people, productivity, information, and management. The aim of the programme is to produce effective engineering managers who are able to drive their organisations to higher levels of achievement and thus contribute to organisational productivity through upgrading managerial talents. The Apparel Production and Management specialisation is designed, with emphasis on the apparel sector, to produce effective managers who will be competent to successfully manage and lead industrial or national organisations. Students hoping to register for the Construction Management and Industrial Engineering programmes should hold a degree in Engineering. For further information you may contact Eng. Dr. DAR Dolage, (0112881289) Programme coordinator for Construction Management, at the Department of Civil Engineering. Stand Alone Courses

Sometimes it may be required by some to follow a few courses for the benefit of their industrial career development. If you are looking for such courses the Faculty of Engineering Technology has a series of such courses covering many areas of study. You can register for these courses without registering for a particular programme. You can register for a maximum of 18 credits of courses in one academic year and if you later decide to enter a regular programme then you may seek exemptions from the courses you have passed as Stand Alone. However, you will then have to satisfy the admission requirements for such programmes. All the courses that are offered by the Faculty of Engineering Technology are available as Stand Alone courses. The lists of available courses are given in pages 35 to 39 and 53 to 56. Please note that the students require to possess the Prerequisites in respect of each of the courses or equivalent qualifications or knowledge, to register for the individual Stand Alone courses. In the case of PG Diploma in Construction Management, the Prerequisites for Stand Alone Courses are indicated in page 61. The tuition fee for each course is three times that of the corresponding course in the regular programme. Please also note that students registering for regular programmes cannot register for courses as Stand Alone courses at the same time.

keeps a person motivated, at the of the respective professional or career while contributing to solve scientifically for the benefit of the

Supervised research leading to a higher degree is really only the beginning of a research career. Basically, it provides training in research methodology and research techniques. The Faculty provides opportunities for science and technology based research in most of the Engineering disciplines. All research students are initially required to register for a MPhil degree. Suitable students could however transfer to a PhD degree after about a year of work, on the recommendation of their supervisor(s). Students are normally expected to possess an Honours Degree or an equivalent qualification to read for a research degree. However, in exceptional circumstances, other suitably qualified candidates may also be considered for admission. Students who register for Master/Doctor of Philosophy degrees are required to submit a thesis within 2-7 years. It is expected that the work should reflect the students research capability and that it should make a significant contribution to knowledge in the area of study. If you feel that you are competent and motivated to pursue higher studies for a research degree, you should contact a senior academic staff member of the relevant academic department in which you wish to carry out your research.
