Note
IOS has no mechanism to prevent routers from using different interface types
or different OSPF network types, but such inconsistency can cause problems
and be very difficult to operate.

Frame Relay broadcast and multicast behavior
Frame Relay simulates the broadcast and multicast with unicast if:
Invers ARP is enable (Default)
If mapping is manual then broadcast keyword must be involved.
So
If the configured network type allows for neighbor discovery using Hellos,
and you use InARP, the neighbors should be discovered.
If the configured network type allows for neighbor discovery, and you use
frame-relay map (disabled InARP), ensure that the broadcast keyword is
included.
If the configured network type does not allow for neighbor discovery,
statically configure neighbors.

DR and BDR election
Restrict the role of DR/BDR to routers with PVCs connected to all other routers
in a subnet.

For R2 to reach the 10.3.3.0/26 the next hope
is 10.2.14.3
But R2 has no direct PVC to R3 and no DLCI
based on InARP. So we should statically map
that to DLCI 101
