The Emergency Food and Shelter Program (EFSP) Los Angeles Local Board
does not provide direct service to individual seeking assistance.

However, this resource directory lists nonprofit community services and programs
funded by EFSP. You may also find assistance by calling 2-1-1.


The Emergency Food and Shelter Program began in 1983 with a $50 million federal
appropriation. The program was created by Congress to help meet the needs of
hungry and homeless people throughout the United States and its territories by
allocating federal funds for the provision of food and shelter.


During its 27 years of operation, the program has disbursed over $3.4 billion to over
12,000 local providers in more than 2,500 counties and cities.


The program's objectives are:
to allocate funds to the neediest areas,
to ensure fast response,
to foster public/private sector cooperation,
to ensure local decision making, and
to maintain minimal, but accountable, reporting.

Type of Program: Per Diem Shelter (emergency)
Service Summary: AVDVC serves homeless adult victims of domestic violence (regardless of
gender) and their children from infancy to 17 years. They provide up to 60
days of shelter and support services to help remove clients from violent
environments. The housing facilities are located within two acres of
country-like settings. The cottages have a total capacity of 56 beds.

Service Summary: SAVES serves the working poor, disadvantaged, emancipated youth,
homeless, and senior citizens who are experiencing an extraordinary
and/or unforeseen expense in the South Antelope Valley. They provide
basic necessities such as food and/or motel vouchers. Clients are provided
groceries for a five to seven day period. Motel vouchers are also provided
for families with children, disabled clients, mentally ill, seniors and
emancipated youth. The maximum motel voucher stay is 30 days.

Service Summary: The Childrens Center of the Antelope Valley is a private non-profit
organization located in northern Los Angeles County that provides a
continuum of services to child victims of abuse, children at risk of abuse,
and their families. The Childrens Center offers innovative comprehensive
prevention, intervention and treatment services and is the coordinating
agency for multiple community partnerships involving both public and
private agencies.

Service Summary: The Burbank Temporary Aid Center (BTAC) is a local community service
organization that helps to meet the short-term and emergency food and
shelter needs of residents in the city of Burbank.

Service Summary: Haven Hills is a domestic violence shelter that provides services to victims
of domestic violence in the San Fernando Valley. The shelter offers crisis
intervention, counseling, advocacy, and violence prevention activities and
endeavors to increase awareness about domestic violence. The facility has
a total of 36 beds plus cribs. Clients are eligible to stay at the facility for up
to 18 months.

Service Summary: People Assisting the Homeless (PATH) operates Project Achieve, the
primary point of entry into Glendales Continuum of Care. Project Achieve,
a 40-bed emergency shelter for single adults and families, occupies a
7,500 sq. ft. building. Each resident of the program is provided an
individual bed with locking drawers underneath. Services are provided for a
maximum of 60 days with the possibility of an extension on a case-by-case
basis.

Service Summary: Valley Shelter provides emergency shelter and supportive services to
homeless men and women suffering from mental illness, substance abuse,
or HIV/AIDS. The shelter consists of 41 beds of dormitory-style housing for
homeless individuals and 220 beds in 72 apartment-style housing units for
families. The maximum length of stay is 90 days.

Service Summary: North Valley Caring Services provides food to residents of the Langdon
Avenue/Rayen Street area of North Hills. The Breakfast Outreach Program
is served every Monday, Wednesday, and Friday from 8:00AM to 9:00AM
to homeless and hungry residents of the neighborhood. The Food Pantry
Program provides one bag of groceries twice a month on Tuesdays to low-
income families. Emergency food is also available on a case-by-case basis
to persons who walk in or contact the church office during business hours.

Prince of Peace/West Valley Food Pantry

Service Summary: The West Valley Food Pantry is a coalition of eleven congregations located
in the west San Fernando Valley providing emergency food to the needy
and homeless in the area. Food is provided to clients 5 days a week
(Monday to Thursday from 10 am to 3:00) and 10 to Noon on Friday

Service Summary: Safe House is an apartment building located in North Hollywood, California
established to provide a comfortable refuge for those who are living with
HIV/AIDS and have nowhere else to go. There are 16 units in the complex
designed to provide either permanent (unlimited stays), transitional (6-12
months), or emergency housing (up to 30 days). There are 13 permanent
stay units (1 bed in each), 2 transitional units (1 unit has 4 beds and
another unit has 2 beds), and one emergency unit with 4 beds.

Service Summary: Action Food Pantry distributes food to individuals in need of bagged

Bethel Seventh Day Adventist

Service Summary: Bethel Seventh Day Adventist distributes food to individuals in need of

Clothing and toiletries are also available. A special distribution of items is
conducted at Thanksgiving and Christmas.

Service Summary: Our Savior Center is the nonsectarian community outreach of the Episcopal
Church of Our Savior in San Gabriel. Their mission is to share love, hope,
and resources without neighbors in need. Our Savior Center distributes
food at the Emmanuel Episcopal Church. Our Savior Center also assists
homeless individuals through a motel voucher program.

Crossroads, Inc.

Service Summary: Crossroads provides housing, education, support and counseling to women
released from prison. Women must be paroled from the California prison
system and have the ability and willingness to work 30-40 hours/week.
Length of stay in the shelter is six months. There are two sites. The
Claremont site, which houses up to six clients, is a two-story craftsman
home with five bedrooms, four bathrooms, and a laundry room. The
Pomona site is a five unit single bedroom apartment complex, shared by
six clients and one resident assistant.

Service Summary: ECPAC is a network of community organizations and congregations
dedicated to providing social services, coordinating community activities
and promoting the common good. ECPAC provides food, shelter and motel
vouchers, to low-income families, children and homeless individuals.
Prepared meals are served on-site and packaged groceries are distributed.
Emergency and transitional shelter are provided to homeless individuals at
various locations and motel vouchers are issued to families and frail
seniors.

Service Summary: El Monte/South El Monte Emergency Resources Association provides
groceries to individuals and residents of El Monte who are facing a crisis
that impacts their ability to maintain their homes and provide for the needs
of their children. Groceries, sufficient to meet a familys need for five days,
are delivered to clients homes after a request and assessment is made.
Motel vouchers are also provided in emergency situations and are targeted
to families with children.

East San Gabriel Valley Coalition

Service Summary: East San Gabriel Valley Coalition serves single men and women during the
winter shelter season which runs from December 1 through March 15.
Individuals are picked up at an advertised location and brought to the
shelter. Clients receive lodging and meals.

Service Summary: FAP now offers a full spectrum of integrated programs and services in
three counties that empower clients to manage their own long-term health
goals. Integrated treatment and chronic care management, paired with
stable housing planning and outreach provide many tools for people living
with HIV/AIDS to live longer, healthier, and more stable lives.

Service Summary: The First United Methodist Church of La Puentes mission is to provide
emergency and supplemental food for those in need in the East San

House of Ruth, Inc.

Service Summary: House of Ruth is a domestic violence shelter serving residents of the
Greater Pomona Valley and surrounding communities. The 24-hour
emergency shelter is a 30-bed facility. Women and children (male children
are accepted up to age 18) may stay for up to 45 days with extensions
granted when appropriate. Services provided at the shelter include food
and clothing, personal items, emergency transportation, individual and
group counseling, and resource workshops.

Service Summary: Inland Valley Council of Churches (IVCC) is comprised of 86 member
churches that distribute services to the community. The councils mission is
to encourage impoverished families and individuals to achieve long-term
stability by helping them to acquire the tools they need to bring about
change. Food is distributed through the Beta Food Security Center and
they provide each member of an income-eligible household with a five-day,
15-meal supply of emergency food assistance. Emergency shelter for
homeless families and women is provided at Our House Emergency
Shelter and Transitional Housing is provided at HomeStart.

Service Summary: Lake Avenue Community Foundation is committed to transforming the San
Gabriel Valley by developing and supporting initiatives in the areas of
housing, education, literacy, hunger relief, healthcare and economic
development. EFSP funds are directed towards their food program that
provides weekly distribution of groceries and served meals twice a week.

Service Summary: WINGS provides services to women and children up to age 18 that are
victims of domestic violence. WINGS provides food, shelter and motel
vouchers. Food is distributed five days a week and clients are welcome to
pick up food during business hours. Shelter is provided in a facility that has
seven bedrooms (32 beds) and two communal bathrooms. Clients can
stay up to 45 days. The motel voucher program is used to assist female
victims of domestic violence who are unable to obtain emergency housing
or other safe housing until more permanent housing is available.

Service Summary: Assistance League of Southern California, a nonprofit organization
established in 1919, provides a broad range of essential human services
and economic development activities to low and moderate income
residents within Hollywood, the San Fernando Valley and the greater Los
Angeles area through a partnership of dedicated volunteers and staff.

Service Summary: Alexandria House addresses the needs of lower income women and
children by offering them food and housing. Alexandria House provides
non-perishable bagged groceries and easily prepared food items for those
seeking emergency housing. Motel vouchers are available for people who
are in need of emergency housing and cannot be accommodated at the
shelter. Motel Vouchers provide a maximum stay of 30 days.

Service Summary: Assistance League serves frail, homebound, and isolated seniors living
independently in their own homes through the Home-Delivered Meals
program. Clients receive home-delivered hot meals five days a week and
are given frozen meals on either Thursday or Friday in order to provide
food for the weekend. Clients can continue to receive assistance as long
as their functional abilities remain poor.

Coalition to Abolish Slavery and Trafficking (CAST)

Service Summary: The mission of CAST is to assist person trafficked for the purpose of forced
labor and slavery-like practices and to work toward ending all instances of
such human rights violations. CAST provides social, shelter and legal
services in-house.





Downtown Womens Center

Service Summary: Downtown Womens Center serves homeless women by providing
resources (meals, shelter, and supportive services) that are needed to
reconnect with ones sense of self. Food (breakfast, lunch, and dinner) is
served at the Day Center seven days a week. The Center also provides
long-term housing at the Residence Center, a unique Single Room
Occupancy motel with 47 beds. Each woman residing at the Residence has
her own private room with a refrigerator, desk, bed, and closet, and access
to a shared bath facility. Each floor of the Residence features a community
room with comfortable seating, books and a TV, and a community kitchen
where residents can share in meal preparation and clean-up.

Service Summary: Eimago utilizes EFSP funding to provide housing for the participants of their
Dignity Through Service Program (DTS). DTS is an intermediary program
that offers an additional year of transitional services, job training, job
placement, and other supportive services to program graduates coming out
of the Union Rescue Missions recovery programs. Eimago also operates a
70-bed Winter Shelter Program during the period of December 1-March 15.
Winter Shelter clients are picked up at an advertised location and receive
lodging and meals.

GETTLOVE

Service Summary: GETTLOVE is dedicated to responding to the homeless as individuals
whose humanity should be acknowledged and whose suffering should be
relieved. GETTLOVE goes to where the homeless can be found in a
coordinated but random pattern of distributions designed to personally and
individually connect those living on the streets, gathered at existing service
sites and encamped in secluded areas.





Gateways Hospital & Mental Health Center

Service Summary: Gateways Hospital and Mental Health Center provides in-patient,
residential, and out-patient services to mentally ill adolescents and adults.
Through the Hospital, the agency also runs Gateways Homeless Services,
a 12-bed shelter for adult females with a mental illness who are homeless.
EFSP funding will be used to provide chronically homeless individuals living
on the streets a bag lunch. Motel vouchers are available for clients in need
of temporary shelter.

Homeless Health Care Los Angeles

Service Summary: Homeless Health Care Los Angeles (HHCLA) assists clients to become
economically self-sufficient and improve the overall quality of their lives.
HHCLA participants must be over age 18, homeless residents of Los
Angeles County, and have a primary addiction to a drug other than alcohol.
Clients can receive food vouchers and meal coupons when enrolled in the
program. The motel voucher program targets homeless substance users
and their families, including: encampment dwellers, people with concurrent
issues of drug abuse and mental illness, individuals and families with
HIV/AIDS, and single men/women.

Service Summary:

Hope-Net is an interfaith organization dedicated eliminating hunger for
homeless individuals and their families. Hope-Net has eight different sites
for distribution of groceries. Enrollment procedures are similar at each site
and anyone who has a low income is eligible to receive free food from the
pantries.

Isaiah Houses mission is to assist isolated individuals in becoming part of
society through community housing and rehabilitation services. Isaiah
House provides low income and transitional community housing for seniors,
the disabled and the homeless







Jovenes, Inc.

Service Summary: Jovenes Inc. strives to prevent homelessness among the multicultural
population of Los Angeles youth by providing shelter to homeless,
runaway, at-risk youth and young adults between the ages of 18-22. La
Posada Emergency Shelter is a two-bedroom facility located in a residential
neighborhood of East Los Angeles. The length of stay is 30 days. Food is
also distributed in the form of sack lunches and an Outreach Team also
distributes food to homeless persons on the streets of Los Angeles twice a
week.

Los Angeles Gay and Lesbian Community Services Center

Service Summary: LAGLCSC provides services to runaway, homeless, and indigent youth and
young adults ages 18 to 24. Clients who meet the eligibility requirements
can receive prepared meals (breakfast, sack lunches and afternoon
snacks). Shelter is provided at The Kurks/Tilnser Transitional Living
Program, a six-bedroom, 24-bed facility. Youth who enter the program may
stay for a period of up to 18 months.

Service Summary: The mission of the Little Tokyo Service Center, a Community Development
Corporation, is to meet the critical needs of people and build community.
For over 29 years, the Little Tokyo Service Center, a Community
Development Corporation (LTSC CDC), has been an important resource for
the residents of a diverse community. Founded in 1979, LTSC CDC is a
nonprofit charitable organization serving Asian and Pacific Islanders
throughout Los Angeles County who are in need, especially those facing
language or cultural gaps, financial need, or physical disabilities.

Service Summary: Los Angeles House of Ruth provides services for battered and abused
women who lack financial resources, supportive family, and shelter. Los
Angeles House of Ruth consists of three shelter sites. Each site is a single-
family home located in East Los Angeles. Together, the houses
accommodate an average of 34 beds (24 transitional and 10 emergency.)
The maximum length of stay is 90 days.

Service Summary: Established in 1989, Los Angeles Housing Partnership, Inc. is a non-profit,

Each apartment has its own living/sleeping quarters, kitchenette, and

Homeless Center, a 180-day program for homeless individuals and
families, maintains 98 beds21 beds for women, 20 beds for families, 39
beds for single men, and 18 beds for men with special needs. PATH also
provides motel vouchers at the Regional Homeless Center. Motel Vouchers
are given to adult homeless individuals living in the West Hollywood,
Hollywood, Beverly Hills and the Los Angeles areas between Skid Row and
Hollywood.

Service Summary: Project Angel Food provides daily meals in the form of a delivery program
to men, women and children who are homebound or disabled by AIDS
and other serious illnesses in Los Angeles County. The agency provides
meals specifically prepared for immune-suppressed clients with special
dietary needs. All meals are prepared by professional chefs and
volunteer assistants and guided by registered dietitians. Meals are
distributed via satellite drop-off points in North Hollywood, Pasadena,
Silverlake, Santa Monica, South Central Los Angeles, and the Antelope
Valley.

Service Summary: Saint Vincent De Paul provides food to no and low-income families and
shelter services for homeless men. Food is distributed in grocery boxes
that include six nourishing lunch or dinner meals for a family of three.
The shelter program at Cardinal Manning Center serves homeless men
in the Skid Row area of downtown Los Angeles. The Center can house
58 men at any given time for a maximum of 28 days each.

Service Summary: The Salvation Army of Southern California provides social services to the
homeless and hungry across Los Angeles County at 24 locations.
Generally, clients are eligible to receive bagged groceries every 3 months
and there is no limit on attending served meals distributions. The Way In
Youth Shelter, a 20-bed facility, serves runaway and homeless youth
under the age of 18. Bell Shelter, a 350-bed facility, serves homeless
men and women. Motel vouchers are also provided to clients waiting for
a shelter bed or more permanent housing and are usually provided for up
to four days. If the voucher is for a family impacted by domestic violence,
a stay of seven to 14 days is available. All clients receiving services are
involved in case management and are eligible to receive other supportive
services as needed.

Service Summary: The San Fernando Valley Interfaith Council provides served meals and
groceries to the hungry and homeless in the San Fernando Valley through
eight food pantries at more than ten locations. Each pantry sets its
days/hours of operation, determines the frequency of food distribution, and
sets its own eligibility requirements and intake procedures. Motel vouchers
are also provided for persons without a safe, sanitary place to stay.

Service Summary: Travelers Aid Society provides services to runaway/homeless youth,

and mentally challenged, and victims of crime. Meals and snacks are
served at the Teen Canteen Monday-Friday from 9:15AM-10:00AM and
from 1:15PM-2:00PM. Groceries and restaurant vouchers are also
available at the LAX Service Center Monday-Friday from 8:30AM-
5:00PM. Those clients that are part of a case plan and at risk of
becoming homeless are eligible to receive motel vouchers for a
maximum of 30 days at the LAX Service Center and Regional Homeless
Center.
