Galano and the Committee on Environment and Natural Resources: A RESOLUTION DECLARING MAY 2010 AS ILOCOS NORTE BIKE MONTH WHEREAS, thousands of Filipinos engage in bicycling because it is an excellent form of exercise, a viable and environmentally sound form of transportation, and a fun and enjoyable activity: WHEREAS, physical exercise, including bicycling, reduces the risk of heart disease, improves high blood pressure, boosts energy level, reduces stress, and is the key to overall good health, WHEREAS, bike commuting is an effective means to reduce air pollution and conserve energy WHEREAS, bicycling offers an environmentally preferable alternative to short car trips because cold engine starts are most polluting and least efficient; WHEREAS, replacing just one short car trip with a bicycle trip prevents about 5 pounds of carbon dioxide from being released into the air, WHEREAS, bike commuting helps improve the “livability” of communties by reducing traffic noise and congestion: WHEREAS, the month of May should be declared as locos Norte Bike Month to promote the bicycle as a means of transportation and recreation; WHEREAS, declaring May 2010 as llocos Norte Bike Month would help increase public awareness for biking, educate the community about the benefits of biking for uransportation purposes, and encourage people to try bike commuting, NOW, THEREFORE, be it Resolved, as it is hereby Resolved, to declare May 2010 as locos Norte Bike Month, RESOLVED FURTHER, to encourage all Ilocanos to recoghize the importance of sharing our roads with cyclists and to participate in biking activities to whatever extent possible during the said month, including educational programs, races, commuting events, bike to work days, helmet promotion and charity events.
