Thank you for your email message of June 17, 2013, requesting documents
pertaining to the Weather Modification Information Act.
The Assistant Deputy Minister of Environment Canada's Meteorological Service
of Canada is the Administrator mentioned in the Act. Under this legislation, any
organization that intends to undertake weather modification activities in Canada
has an obligation to give written notice of their intention, to keep full documented
records of their activities, and to submit a report of the activities to the Assistant
Deputy Minister.
The Department maintains records of the written notices of intent and the reports
of the weather modification activities. These documents are not available in
the public domain; however, as per the Act, they may be made public or made
available on request to any member of the public.
It is not possible for Environment Canada, or any other federal department, to
provide you with a complete list of what can be sprayed or released into the sky
or atmosphere. That is because many departments, both federal and provincial ,
may have regulations that seek to limit certain releases into the atmosphere, or
permit certain releases in particular circumstances. For example, some
substances which may cause harm to the environment may be prohibited from
release entirely, while other substances may be subject to a permitting scheme
for particular purposes. Municipalities may also have zoning and other bylaws
that prevent particular releases. However, as you requested, I am attaching
copies of the records on who has sprayed what and where since 1999.
