ORGANIZING THE BARANGAY HEALTH EMERGENCY RESPONSE TEAM (BHERT)
AND DEFINING ITS FUNCTIONS.


WHEREAS, DILG MC No. 2003-95 dated May 7, 2003 enjoins local government units to
organize their respective barangay emergency response teams to address the
growing concern over the possible outbreak of Avian Influenza (AI) brought about
by bird flu virus and other communicable diseases during the season;

WHEREAS, Sec. 16 and 17 of RA 7160 mandates local government officials to provide
basic services to include the general welfare of the constituents;

WHEREAS, DILG MC No. 98-227 and MC No. 99-236 dated December 2, 1998 enjoins all
barangays to create their Barangay Anti-Drug Abuse Councils, in furtherance of
overall government efforts to address the above-mentioned problem;

NOW THEREFORE, I, VAN OLIVER M. DICANG, Punong Barangay of Lower Quirino Hill,
Baguio City, by the powers vested in me by law, do hereby declare that this
Administrative Order shall read as follows:

SECTION 1. There is hereby created a Barangay Health Emergency Response Team,
which shall be composed of the following:

a) Chairperson: VAN OLIVER M. DICANG, Punong Barangay
b) Vice Chairperson: KAG. LEONORA B. AVECILLA, Committee on
Health, Sanitation and Nutrition
c) Secretary: CRISTETA L. CRUZ

d) Members:
BRIDGET P. GUILOD, BNAO
NANCY KISPAY, BHW
LILIBETH L. BALANGUE, BNS
EDUARDO HERNANDO, Barangay Tanod
EDUARDO PIRA, Barangay Tanod
MANOLO PINEDA, Barangay Tanod
VICENTE GARBO, Barangay Tanod
MARIVIC L. ORARA, Barangay Tanod

SECTION 2. BHERT Functions & Obligations The functions and obligations of the
BHERT shall be as follows:

1. Refer barangay cases to proper authorities for immediate attention;
2. Inform authorities cases of possible outbreaks or observations for action;
3. Assist health authorities in giving information dissemination to barangay
constituents;
4. Attend to other functions as may be required by law.

SECTION 3. All executive issuances and order inconsistent herewith are hereby
deemed amended and modified accordingly.

SECTION 4. This order shall take effect immediately upon approval.
