Topic A: Measures to prevent terrorists from
Acquiring weapons of Mass Destruction
Country: Lebanon

Weapons of Mass destruction are defined in the US law as any weapon that is designed or
intended to cause death or serious bodily injury through the release, dissemination or impact of toxic or
poisonous chemicals, or their precursors. The effects and damages of the use of such weapons has already
been witnessed and suffered by millions of people around the world, multiple times in history. The first
time the consequences of these lethal and terrible weapons became known happened when the United
States bombed Hiroshima and Nagasaki during the final stages of World War II in 1945. Approximately
more than 246 thousand people where killed during and after the bombing. Decades later, the bombs
intense radiation has refused to leave the people of Japan in peace, causing abnormally high amounts of
cancer, birth defects and tumors. Weapons of mass destruction leave permanent scars on the country, its
people, but most importantly, on Earth
Lebanon has been greatly affected and weakened by the Lebanese Civil war that took place from
1975 to 1990. Approximately 76,000 people remain displaced today, due to Syria occupying 90% of
Lebanon. The people of Lebanon no longer have a representation of the peoples wishes and therefore,
are forced to rule by consensus or direct control from Syria. Syria controls the countrys economy,
politics, security, culture and of course the media. Despite the United States lifting the 10 year- ban on
travel on Americans to Lebanon, the situation in Lebanon provides terrorists a safe haven to transport and
industrialize weapons of mass destruction. With Syrian permission, terrorist groups like the Hezbollah
operate in Lebanon, receiving massive weapon shipments and military training from founders in Iran.
Lebanon is no longer in control of its own country
The European Union is an economic and political union of 28 member states located primarily in
Europe. Its enlargement in 1 May 2004 has allowed Lebanon and the European Union to develop a close
relationship that involves a measure of economic integration and deepening of political co-operation. The
newly established partnership has already taken action into forming policies and plans, among them the
Action Plan. The plan strives to strengthen political dialogue and co- operation on issues of international
and regional interest including the Middle East Peace Process, the fight against terrorism and the
proliferation of weapons of mass destruction.
Lebanons government has cooperated with other nations, joining international counterterrorism
measures and has arrested al- Qaeda members. However, Lebanon is the home of various dangerous
terrorists and at times has refused to turn them in to the U.S government. A committee, The U.S
Committee for a Free Lebanon (USCFL), was creates by a Lebanese American investment banker named
Ziad Abdelnour. Its objective is to mobilize resources to provide humanitarian assistance to Lebanese
people who are in need as a result of the unjust economic and political policies of the present Lebanese
regime and its Syrian controllers. The majority of the actions taken in order to prevent weapons of mass
destruction from being manufactured and transported have been from other countries. The turmoil and
conflicts in Lebanon have left them weak and unable to act upon their own country, creating a safe haven
for terrorist from all over the Middle East to transport weapons.
As a conclusion the use and manufacture of weapons of mass destruction is a very delicate topic
that should be dealt with carefully and meticulously. The delegation of Lebanon invites countries from all
over the world to help Lebanon free itself from Syrian influence and therefore stop the dangerous
transportation of weapons within the country. International laws against their use should be created by a
committee, either existent or newly founded, represented by the most countries possible. Those who fail
to follow the policies established will be looked down upon globally and as a result receive a penalty or
punishment that will be provided by the committee. Each country that wishes to have possession of a

weapon of mass destruction will be flawlessly investigated and questioned in order to be granted
permission. The situation is not to be taken lightly; the future of our home is in our hands.
