Proposal

Purpose:
I am proposing the idea of granting visas and permanent United States living to any out of the
country immigrant scientist or engineers that have a PhD. This process will ensure that every
educated scientist or engineer gets the opportunity to work and study in the United States. The
United States needs more educated immigrant educators, and the green card and certain other
restrictions prevent them from coming over. It is important that everyone gets the same equal
opportunities in life. By allowing these foreign scientist and engineers to gain visas to the
United States in return will in the future have better educators, scientist and engineers in the
work force.

Scope:
I would be specifically focusing on the immigrant scientist and engineers that worked hard to
earn their education. They deserve a decent job in the United States would give them that
opportunity. I am proposing that they receive only permanent living and not temporary. I also
am proposing that they gain benefits, such as, health insurance, life insurance and other
necessities.

Methodology:
To gain my information I would first gather sources that are related to my question and
problem I am researching. I would find out what others had to say about the topic and look up
graphs and statistics that are related to my topic. I would also create surveys and interviews to
find out how many immigrants are not able to come over to the US, and to also find out how
many immigrant scientist and engineers have their PhD. I would interview them to also find out
how living and working in the United States would be different.

Time Frame:
This project would probably take six or seven months in order to find out all the background
information on the immigrants, grant them the visas, find them permanent living, find them a
job and actually officially getting them transferred. It would take a lot of work and time to
ensure all the necessary immigrants receive visas.

Budget:

The budget I would need for the project would be around three million dollars. I would have to
allow room for granting them the actual visas, transporting them over, paying for housing and
finding them each a job. I would also have to account for insurance and any other policies to
protect and provide for the immigrants.

Impact:
This overall project will ensure that every well deserving scientist and engineer gets a job in the
United States and a place to live. This will not only change their lives but it will also have a huge
impact on the American medical, scientific and engineering programs. We will gain intelligent
scientist and engineers that could make a difference in many other lives and improve our
society and programs. This will also improve the United States Finically because the better the
science and engineering programs become the more money the United States will gain, it will
cost money to grant the immigrant scientist visas but it will be well worth it. The lives of the
scientist and engineers will also be impacted because they will now have the opportunity they
dreamed about, and the resources to perform their abilities and education to impact others
and the United States in the long run. They will be given a better lifestyle and their hard work to
gain their PhD will be well appreciated.

This article is about the debate on whether to continue the family based
system. This system goes for the U.S. citizens. This article talks about how many of the
immigrants come to the U.S and are very skilled and successful with what they do. There
is also a discussion about replacing family based visas with employment visas. This
article informed me about the family based system and exactly how it worked.

This article discusses the hardships and challenges that come along with not
having a green card to come over to the United States. It makes it harder for foreign
students and educators to gain their PdD. They do not have the resources nor the
money to further their education. They also do not get paid as much as they could be in
the United States. Their opportunities are not as open as they could be in the United
States.

This article discussed the pros and cons of immigrant scientist in the United
States. It mentions one con which explains how since the immigrants have been
involved in the workforce salaries have increased. One of the pros mentioned is that the
foreign scientist bring more diversity to the workforce. The article explains how the
scientist can both benefit and hurt the United States work environment.

This article focuses on the increase of immigrants coming over to the U.S. It
shows how the numbers have increased over the past years. The article brings up the point that
although more immigrants are coming over the skilled immigrants are being restricted. Certain
legislation policies are restricting these immigrants. This article provided important on the
reason why the skilled foreign workers and being restricted from entering the U.S.

This article expands on the major issue of immigration and the mistakes made
while dealing with this problem. The author Ray Marshall talks about the United States sincerely
needs immigrations but the amount of illegal immigrants is getting out of control and double in
the near future. He mentions the Control and immigration reform act and the many flaws that

the acts carry. He tries to offer up solutions to the immigration problems. This source is credible
and would help in my proposal because it can provide background information on the
immigration problem and provide possible solutions that could correspond with my proposal
solution.

The article discusses how the government feels about immigration and the
certain restrictions and laws made against it. The journal mentions the Government
Accountability Office and how they have improved the process of gaining visas. The
journal then goes on to talk about how the debates are still going on concerning the visa
process and the certain requirements. The journal could support my argument and
would add information on certain laws and restrictions put upon immigrants.

This article expresses the processes that go along with Indian and Mexican
scientist and engineers trying to find a job in Silicon Valley. This specific example shows
the challenges they have to go through just to find employment. This article also shows
the statistics from the several case studies done on this situation. These statists can help
me in my research on foreign scientist finding employment.

This article discusses how the U.S welcomes permanent foreign workers over
temporary workers. The article also gives an approximate number of foreign workers waiting for
visas. It also brings up the issue of the delayed process for these visas and the reasoning behind
it. This article really helped provide information on exactly how many foreign workers waiting
for visas and why the process is being delayed.

This article talks about the main issue of immigration rights and how families shouldnt
have to wait or be denied citizenship to the United States. It also discusses the presidents plan
to provide visas. The article brings up the point that the foreign scientist and engineers could
create American business and American jobs. The article raises awareness to the family
sponsored immigration system.

This article brings up the specific reasoning as to why the immigration policies
are becoming bigger challenges for the foreign scientist and engineers. One example is
shown of Shkumatava and how she conducted a research group in Paris, the article
discusses the many difficulties she faced while entering and leaving the United States.

The article focuses on how the international students has mad the United States
technology programs powerful.
