OptionsMAIN STREET
Bike Lane Option: Extends current Main Street Bike Lane through the Levee Park
Entrance. Currently, the Main Street Bike Lane ends after 6th Street (Broadway). This
option would extend the Bike Lane in compliance with MnDOT recommendations (see Table
1 below) and create a streamlined avenue for Bike traffic. This option entails changing Main
Streets current 4-lane makeup to a 2-lane makeup, with 6-foot Bicycle Lanes. In addition, a
10-foot median would be placed from 6th5th streets, so that the traffic lanes conform to
MnDOT recommendations. This type of median already exists from 5thLevee Park
Entrance. Included in this option are diagrams to create right-turn lanes while still
maintaining the 6-foot Bicycle Lane.

Alternate Route(s) Option: Relies on Johnson and Walnut Streets, rather than Main, to
connect Cyclists to Levee Park.

Other Options:

Sharrow Option: Maintains Main Streets four-lane structure, but places sharrow markings
in the middle of the traffic lane closest to the curb. This option has the advantage of
maintaining four traffic lanes, but does not fit MnDOTs recommendations as stated by Table
4-1 (page 70) of the MnDOT Bikeway Facility Design Manual.

Shared Parking Area Option: Implements the strategy used on Sarnia and Vila Street (and
in other areas of Winona), by drawing a solid line separating the Parking Lane and Traffic
Lanes. Parked vehicles and bicyclists would share this Parking Lane. This option has the
advantage of minimally interfering with existing traffic lanes, but like the Sharrow Option,
does not fit MnDOTs recommendations.

*If the Bike Lane Option were to be implemented, Main Street would shift to a two-lane design. In
order to remain in accordance with MnDOT recommendations, the Bike Lane from 6th4th streets
would need to be 6 ft. in width.

Initial OptionsJohnson and Walnut

Alternate Route(s) Option: Both Johnson and Walnut streets connect directly to Levee
Park Drive, and would be favorable options for alternate (or additional) routes to Levee
Park.
Neither Johnson nor Walnut streets have Average Daily Traffic (ADT) listed on the 2011
MnDOT analysis, suggesting low traffic volume on these streets. Due to this, as well as the
spatial constraints of both streets, sharrows placed in the middle of both traffic lanes seems
to be a suitable option for both streets. Both Johnson and Walnut have speed limits of 30
mph throughout the downtown area. Examples of this option are located in the Alternate
Route(s) Option section of attached diagrams.

Issues with Fifth Street



The main issue regarding Johnson and Walnut as routes to Levee Park lies in connecting
the streets to the bicycle route along Main, using Fifth Street. Currently, the bike route
along Fifth Street uses a Shared Parking Area design to accommodate cyclists. This
however, is not in compliance with MnDOT recommendations due to the relatively high
ADT along Fifth Street, specifically from Johnson Street through Walnut. (See Table 2)

Fifth Street Options:


The approximate width of Fifth Street through JohnsonWalnut is 48, with two traffic
lanes (must be at least 12 in width) and 8 parking spaces along each side. Due to this
spatial limitation, a 6-5 foot bicycle lane is not feasible. There are however, two other
possibilities:

Wide Outside Lane (WOL) Optionwould entail striping a solid line along the parking
spaces, with adequate signage indicating the shared usage of road. While this fits MnDOT
recommendations for a WOL in general, Fifth Streets relatively high ADT makes a WOL less
than optimal. It should be also noted that according to pg. 90 of the MnDOT Bikeway Design
Manual, for basic bicyclists, wide outside lanes generally do not provide the same degree of
comfort and safety as designated bicycle lanes. This option would still be an improvement
over the current layout of Fifth Street.

Four-foot Bicycle Lane OptionThis option creates a 4-foot bicycle lane in between the
parking spaces and traffic lane, while still maintaining 12-foot traffic lanes and 8-foot
parking spaces. While this does not explicitly conform to MnDOT recommendations, it still
creates a designated bicycle lane. In addition, Fifth Street is not a designated State Highway,
so there is a bit more flexibility regarding MnDOT recommendations.

Signage Survey
This Signage Survey consists of the approximate locations of possible locations
for additional bike lane signage. Main, Johnson, and Walnut Streets were all
examined, as well as the section of Fifth Street that connects Johnson, Main, and
Walnut. Approximate current measurements of the streets are also included.
Measurement values were gathered from the City Parcel Map available at
www.cityofwinona.com.
