The document I choose to interpret in The Proclamation of Neutrality 1793 by George
Washington himself. As a representative of the United States of America, Washington, made a
formal proclamation that was connected to the conflict between France and Great Britain. The Proclamation of Neutrality happened because of raising tensions that would lead to The French Revolution. The revolution started with King Louis XVI, who was on verge on finding a way to make money. He ordered an assembly on May 1789 called the Estate General, which was supposed to solve the government financial problems. Apparently this was a failure attempt and it sparked anger and lead to his own demise. People overthrew the monarch and King Louis XVI was executed. France was on the brink of destruction because of their unstable government. Violence spread throughout the nation and people of the nation became corrupted individuals. People who opposed, refuse to participate in the revolution or support monarchy was executed without any hesitations. This was known as The Reign of Terror. War broke out over Europe against all that was under monarchy. On February of 1793, France finally declared war on Britain. Both of these countries are known as strongest nations all over Europe and to declare war against one against another would sprout tensions and panic through the country. The news of the conflict spread to America, and they knew they do not want to get involved in this because they are still rebuilding their own land. Neutrality was the key to America at the moment, but there are somethings that prohibits them to do so. As stated in the textbook To make matters worse, no one was certain whether the Franco-American treaties of 1778 legally bound the United States to support its old ally against Britain (237 Brands). George Washington knows that is Great War is upon the world and feel like the United States of America should not get involved in this because of his own reasons. One of the reasons who stated is that once The United States of America picks a side whether it be France or Britain, it would cause great tension between each superpowers. If the United States does pick a side to support they would lower support and aid in the war. In addition, George Washington states that the United States respect both factions and they dont want to lose an ally. They dont want to betray their own friend that supplied them with manufacture goods and a friend that played a major factor to the establishment of The United States America. George Washington also knows that the United States needs time to recover and can no longer afford to sacrifice anymore to a war. They are weak and needs time to recuperate. Neutrality is a definite for America and it was a must take measure for the safety of the nation. As stated in the document, the "powers" or major belligerents in the European War were, Austria, Prussia, Sardinia, Great Britain, United Netherlands and France. Washington refused to protect any Americans who aided the warring nation is because the reason of him issuing a law of neutrality due to their recently conceived country and respect to the war that was occurring. He was scared to face Britain again since they have finally gained their own independence and hope to have nothing to do with the issue at hand.
