To Revs ' All Heads of Telecom Circles/ Metro Districts / Functional Units of BSNL pow 8 aus Sub: Instructions to follow the CCS Conduct Rules / BSNL CDA Rules, while on tour It has come to notice that some BSNL Officers accept hospitality during the event organized by BSNL vendors. The factual position and justification is also not available in the approval of tour program. In this regard; provisions in Rule 13 of CCS Conduct Rules/ Rule 15 of BSNL CDA Rules are being reiterated as under: (a) Extract from BSNL CDA Rules, 2006: Rule 15. GIFTS (1) Save as otherwise provided in these rules, no employee shall accept or permit any member of his family or any other person acting on his behalf, to accept any gift. Explanation: The expression ‘Gift’ shall include free transport, boarding, lodging or other service or any other pecuniary advantage when provided by any person other than a near relative or a personal friend having no official dealings with the employee. However, a causal meal or lift or other social hospitality shall not be deemed to be o gift Note: An employee shall avoid acceptance of lavish hospitality or frequent hospitality from any individual or firm having official dealings with him. (b) Extract from CCS Conduct Rules, 1964 13. Gifts (1) Save as provided in these rules, no Government servant shall accept, or permit any member of his family or any other person acting on his behalf to accept, any gift. EXPLANATION :- The expression "gift" shall include free transport, boarding, lodging or other service or any other pecuniary advantage when provided by any person other than a near relative or personal {friend having no official dealings with the Government servant.
