The delegation of France on behalf of the President Nicolas Sarkozy is pleased to be part
of this committee.

To begin with, this delegation is aware of the current situation within freedom of
expression worldwide. Until last July of this year 59 journalist were murdered all around
the world, this present an increase of 10% over the last year being Latin America, the
leader on the list. In the other hand, Internet has become the most useful tool of
telecommunications, and as well as its growing in scale, scope and sophistication its
growing the regulation, filtering and censorships given the importance of the medium. In
countries like Iran, China and Saudi Arabia there are filters in a wide range of topics.
According ITU (International Telecommunications Union) there are 3 primary rationales for
filtering: politics and power, social norms and security concerns.

protect this right of freedom of expression. As well as to agree, as an international
community, new policies about filtering in web sites.
