DUTIES AND RESPONSIBILITIES


Project Development Assistant
1. Gathers, computes, and assembles materials, articles, or documents needed in project research and development work.
2. Assists in preparing required reports including computations, tabulations, formatting, and/or proofreading.
3. Assists in gathering data/information for project preparation and/or implementation
4. Maintains the central filing system of the division.
Project Development Officer I

DUTIES AND RESPONSIBILITIES


1. Undertakes the collection, processing, and validation of data and information required for the operations of the assigned section.
2. Performs basic data analysis and interpretation
3. Assists in linking up with or mobilizing the various individuals/offices involved in research/project development work being coordinated/undertaken/reviewed by
the relevant sector desk.
4. Conducts technical inspection of equipment, reference materials and consumables to determine conformity/ comprehensiveness with approved specifications
and other related contract provision.
5. Prepares inspection reports at the end of each inspection, properly noting contract deviation whenever possible.
6. Consolidates inspection reports across various project sites covered by a particular contract assigned; assesses consistency of findings; and causes resolution
of issues arising on inspection findings.
7. Assists in preparing periodic and special reports.
8. Prepares certificates of acceptance for equipment, reference materials, and consumables if these are accepted by the end-user.
9. Maintains a systematic master file of inspection reports and certificates of acceptance.
10. Prepares Invoice Receipt of Property (IRP) for all accepted items to effect transfer and accountability to recipient institutions
Project Development Officer II
1. Assists in formulating strategies, guidelines, and work plans of the assigned section.
2. Provides the section chief with feedback on the efficiency and defects in existing procedures and recommends measures that would remedy or improve them.
3. Reviews relevant researches and prepares synthesis of the same as may deemed useful.
4. Generates and integrates ideas and concepts relative to: design and scope of studies and projects under consideration; design of data gathering instruments
and periodic/special reports; and packaging of projects as may be deemed appropriate.
5. Assists in situational analysis or preliminary activity before design proposals are prepared by the in-house design group
6. Prepares preliminary designs and drafts of proposed projects
7. Drafts communication and reports required in the process of contract implementation management
8. Assists in the preparation of contract and other tender documents
9. Administers and/or coordinates delivery of of project targets/deliverables
10. Prepares analysis and discussion papers for reference of the Contract Review Committee and/or required for the resolution of issues related to contract
implementation.
11. Provides technical assistance with concerned units/divisions regarding office projects.
12. Developes and/or improves manual of operations for monitoring and evaluation procedures
13. Condcuts field monitoring of project accomplishment and attends meetings in accordance with monitoring guidelines and instructions from the immediate
supervisor
14. Prepare, progress reports, minutes of notes of meetings, and other certifications/ reports related to inspections, evaluations, and project meetings.
15. Designs and prepares periodic special reports.
16. Consolidates plans/work targets and periodic reports across projects, evaluates existing systems affecting contract management and recommends to section
head areas for improvement
17. Assists in the preparation of monthly, quarterly, and annual progress reports as required by the management units and other line and external agencies.

DUTIES AND RESPONSIBILITIES


18. Prepares cost estimates and evaluation of cost aspects in billings, escalation claims, variation orders, and related technical studies.

20. Consolidates, reviews, and counterchecks endorsements for payments and causes resolutions of related issues.
21. Maintains liaison and coordination with project proponents and oversight/funding agencies.
Project Development Officer III
1. Prepares/Formulates workplans and strategies of the unit in consultation/coordination with Chief and respective project managers to meet project
schedules/targets
2. Evaluates/reviews prepared plans and recommends for approval.
3. Validates the program thrusts and priority projects consistent with those of the Department.
4. Plans the activities, sets the overall work targets, and evaluates the attainment of objectives set for the section and prepares periodic reports for the section.
5. Undertakes/coordinates/reviews/monitors sector analysis and project-related researches, including pre-investment/feasibility studies.
6. Provides direction and supervision to unit staff in the execution of their respective tasks and ensures that targets are met.
7. Organizes and mobilizes the human and material resources for the operations of the division, including the technical, administrative, and financial support
systems (i.e. MIS research resources, staff development program, consultative pool, budget).
8. Undertakes periodic monitoring and/or evaluation of section operations and staff performance.
9. Develops system that will systematize and streamline operations of the section; causes operationalization of such system, and recommends areas for
improvement.

Project Development Officer IV
1. Formulates strategies, guidelines and workplans of the subject cluster or sub-sectors.
2. Formulates and recommends systems that will streamline operations, ensure check and balance, and optimize workforce within the division.

3. Reviews and/or recommends appropriate policies, decisions, and courses of action in issues relative to the work of the Division.
4. Reviews and endorses decisions/actions on problems arising relative to the work of the Division on the basis of existing policies, guidelines, and clearances from

5. Validates the program thrusts and priority projects consistent with those of the Department.
6. Consolidates overall plans, targets and reports of the Division
7. Monitors the status of project development, research, and post-project operations in other sub-sector clusters and assists the division chief in supervising the
above operations of the various sections and oversees administrative matters.
8. Assists in supervising the Division staff and serves as OIC in the absence of the Chief.

Project Development Officer V
1. Formulates workplans and strategies in coordination with project managers and ensures that the implementation schedules of construction of buildings,
furnishing and equiping of project recipient institutions are properly synchronized.
2. Directs the formulation of strategies, guidelines, and work plans of the Division
3. Validates the program thrusts of the Department and priority projects to be pursued by Planning, in consultation with appropriate DepEd authorities and units.
4. Draws appropriate organizational chart, terms of reference and staff requirments of the Division
5. Reviews and decides on technical aspects of work and recommends to higher authorities, whenever necessary; prescribes actions on problematic situations.
6. Reviews all reports and communications related to the job before such are forwarded to the Executive Director for final approval.
7. Undertakes periodic evaluation of staff performance based on approved guidelines
8. Coordinates the training of staff to be assigned to project sites to ensure that some staff perform their duties in accordance with systems and procedures set up
for the projects.
9. Supervises the research and project development operations of the Division.
10. Plans and organizes the human and material resources required for undertaking the project research and development operations including the technical,

11. Coordinates with project managers in setting guidelines and qualification standards for consultants and contractors to be hired under specific projects and
ensures that engaged consultants/specialists and commissioned contractors meet performance standards as outlined in specific contracts.
12. Causes the establishment and maintenance of appropriate coordinative mechanisms with project proponents and oversight/funding agencies for any given stage
of project research and development work.
13. Establishes and maintains a system for the monitoring and evaluation of operations, staff performance and support systems.
14. Renders technical assistance to the appropriate DepEd units as it pertains to the formulation of the Departments development agenda, review of program
thrusts, generation of project ideas, the development of results-based monitoring and evaluation (PBME) framework for ongoing projects.
15. Provides technical assistance to project managers in liaisoning/coordinating with oversight and other external agencies on matters pertaining to construction
management and provision of furniture and equipment, and availment of experts or consultants.
16. Provides strategic directions, supporting guidelines, factor and considerations in preparation of budget plans in accordance with the thrusts of the Department
