International Students Should be Charged More
AREA 1: Attack Significance (Harms)

Despite the tuition being evidently high for international students, the use of loans and
scholarships from the home country can possibly ease this issue of funding. International
students could of done more research with their home country's financial aid before transferring
overseas such as the U.S., Canada, etc. Shitao Liu mentions that, Great tuition difference leads
to a mental thinking of foreign students are buying their degrees. This should not be the case
because even though international students have higher tuition it does not immediately mean
their education is being bought. The government would not see this as an academical advantage
to international students but just a financial disadvantage.
AREA 2: Attack Inherency

Liu said there was no government action to reduce the high tuition of education but
President Obama has proposed a strategy to do so. In the article, Obama Vows Action on
College Costs, but Observers Say His Options Are Few, Kelly Field mentions that, ...he issued
a 'blueprint for keeping college affordable,' repeating proposals to shift more money from the
campus-based student-aid programs to colleges that 'do their fair share to keep tuition affordable,'
and to create new incentive programs for colleges and states. The plans are not immediate but
will have to take slow steps into putting it in action. The government will always see education

as a serious problem to alter and correct so the invisible pressure would not be relevant because
plans are a slow process.
AREA 3: Attack Plan

The plan to make tuition equal to any student is not possible. To international students
specifically, they are not the native residents and have not paid their land taxes as the native
residents have been. Since they are new to the country for example the U.S. from China in Liu's
case, their tuition is high to make up the taxes native students that are born there and have been
paying taxes ever since. This is the native residents benefit for free school and lower college
tuition as oppose to someone from a different country immediately receiving these benefits. Most
of Liu's claims about lowering tuition would not happen in many years, because it is a
economical problem involving taxes. A major issue from providing students to study abroad or
vice versa is the lack of funding. Also the mandates are somewhat vague and does not supply as
much details. It needs to be expanded more explaining why it is should be.
AREA 4: Attack Solvency

It is not about the rights it is more about the problems where the state of colleges are not
stably funded and for international students enrolling they would need to pay their share
equivalent to students who are citizens of the state. In the article, Taking More Seats On
Campus, Foreigners Also Pay The Freight, Tamar Lewin states that, With state financing
slashed by more than half in the last three years, university officials decided to pull back on
admissions. Money will always be the issue that will affect the students access and education.
This will cause tension unfortunately, international students need to be in a constant reminder
about money and if they can pay off their next semester or quarter.

AREA 5: Attack Advantages

Better performing students in relation to the problem of tackling high tuition would not
be much of an advantage because it is a slow process to resolve. I think this advantage affects to
any general student whether with high tuition or low tuition because it all depends on the
students' academic effort. Liu said, Less pressure for international students will prevent them
from working outside campus, which is illegal. I do not know why working outside of campus
would be illegal in this case it would be the other way around. Students who work can help help
themselves pay for their tuition. There would be minor pressure to manage the costs but by
working it can greatly support the students financial problem.
AREA 6: Offer Disadvantages

1. Lowering tuition for international students would decrease the funding for the state and
colleges. They need to pay the amount equal to native residents who has done it ever
since. Them being international does not make them have any better advantage over
locals.
2. The state can lose a lot of money for providing international students the same amount of
tuition as locals. Instead of the high tuition being as compensation in the long run it is
rather decreasing the money.
3. Locals can possibly be angry about international students be treated as a local with
equivalent tuition. Them being locals would want lower tuition because they have been
paying taxes far longer than international students are.
