Summary: The Federal Duck Stamp Act of 2014 increases the price of duck

stamps, which one needs in order to hunt migratory waterfowl, to $25 up from $15.
The bill also lets the Department of the Interior reduce prices of stamps during a
hunting year if the price increase causes a drop in money deposited into the
Migratory Bird Conservation Fund. Also creates a subaccount for the Interior to use
to acquire land for conservation of migratory bird purposes. The bill makes the
Secretary of the Treasury to deposit all sales of stamps over $15 into the
subaccount. The Interior must include the status of wetlands conservation projects
for migratory bird conservation purposes in an annual report of the Migratory Bird
Conservation Commission. This includes expenses used for obtaining federal land,
as well as an overview of refuge lands and whether they will be opened or closed for
hunting and fishing. Lastly, the bill gives rural Alaska residents the right to use
migratory waterfowl for livelihood uses without the need for a duck stamp.
