1. CENTRUL DE ZI
Centrul de zi promoveaz` dreptul copilului de a cre[te [i a se dezvolta \n mediul sù
familial. El desf`[oar` activit`]i care contribuie la prevenirea abandonului copilului [i a
institu]ionaliz`rii, [i la reintegrarea copilului \n familie. Printre acestea se num`r`
programe educa]ionale, consiliere, evaluare socio-psihologic`, activit`]i de petrecere a
timpului liber, asigurarea a cel pu]in unei mese pe zi - program destinat \n principal
copiilor din familii \n dificultate.
Activit`]ile centrului de zi se adreseaz` nu numai copiilor, ci [i p`rin]ilor. Ele urm`resc
s`-i \nve]e pe p`rin]i cum s` r`spund` nevoilor copilului.
Centrul de zi contribuie la prevenirea institu]ionaliz`rii copilului [i a abandonului [colar,
la sc`derea ratei de delincven]` juvenil`, ofer` consiliere [i orientare [colar` [i ajut` la
cre[terea responsabilit`]ilor p`rin]ilor \n educa]ia copiilor lor (prin consiliere [i sprijin,
monitorizarea impactului serviciilor oferite \n cadrul centrului de zi asupra vie]ii copilului
[i familiei).
896 de copii au beneficiat de serviciile celor 33 centre de zi care au fost create \n cadrul
Programului Phare 1999 Copiii mai \nti , pe parcursul desfa[ur`rii acestuia.

1. DAY CARE CENTRE

The Day Care Centre promotes the child's right to grow in its family environment. Its
activities contribute to the prevention of abandonment and institutionalisation and to the
reintegration of the child in his natural family. The main activities are: educational
programmes, counselling, socio-psychological evaluation, leisure time and provision of at
least one meal - especially for children from families in difficulty.
The activities of the Day Care Centre address not only children but also their parents. They
are designed to teach parents how to respond to their children's needs.
The Day Care Centre provides adequate support for the prevention of children's
institutionalisation, school abandonment, for the decrease of juvenile delinquency rate; it
also provides counselling and school guidance and helps parents increase their
responsibilities towards their children's education (through counselling and support, by
monitoring the impact of the sevices provided by the Centre on the child/ family).
896 children have benefited from of the 33 Day Care Centres created through Phare 1999
"Children First" Programme during the implementation period.

2. MATERNAL ASSISTANTS NETWORK

The Maternal Assistants are people who provide, at their home, care and education to
children whom they have taken into their care.
667 Maternal Assistants were recruited, trained and employed by the General Directions for
Child Protection through the Phare 1999 "Children First" Programme. 808 children, out of
which 90% came from Placement Centres, were the beneficiaries of this type of care.
The new Maternal Assistants, together with those who already belong to the network of the
Direction in each county, provide a family environment to the children separated from their
natural family, contributing to their harmonious development.
The General Directions for Child Protection (GDPDC) monitor the activity of the Maternal
Assistants and provide them with information and counselling. The GDPDCs ensure the
contact with the natural family, help the parents overcome crisis situations and offer the
children under their care complementary recuperation and rehabilitation services, counselling
and specific therapies and special educational services.

|n cadrul Programului Phare 1999 Copiii mai \nti au fost \nfiin]ate 66 case de tip
familial [i 259 apartamente. Acestea ofer` un mediu ct mai apropiat de cel familial unui
num`r de 1.840 copii/tineri.
Unit`]ile de tip familial au contribuit, \mpreun` cu re]eaua de asisten]i maternali
profesioni[ti, la reducerea num`rului de copii institu]ionaliza]i [i la \nchiderea unui num`r
de 29 institu]ii de tip vechi.
Unit`]ile de tip familial sunt bine integrate \n comunitate. Prin serviciile pe care le ofer`
copiilor proteja]i se urm`re[te integrarea lor familial`, social` [i profesional`. O parte din
casele de tip familial ofer` protec]ie copiilor cu handicap/dizabilita]i c`rora li se asigur`,
\n plus, servicii de recuperare.
Direc]iile pentru Protec]ia Copilului coordoneaz` activit`]ile desf`[urate \n aceste unit`]i

3. FAMILY TYPE UNITS

66 Family type houses and 259 apartments that offer a family environment to 1840 children
and youngsters were set up through the Phare 1999 "Children First" Programme.
The Family type units have contributed, together with the Maternal Assistance networks, to
the reduction of the number of children in institutions and to the closure of 29 old style large
institutions.
The Family type units are well integrated into the community. They offer family type services
that will lead to children's social and professional integration. Some of these houses host
children with handicap/disabilities who benefit from additional recuperation services.
The activities in these units are coordinated by the Directions for Child Protection.
They support the staff who have been trained at the beginning of their activity in
implementing the individual protection plan that has been established for each child.

5. SUPPORT SERVICES FOR PARENTS AND CHILDREN

MATERNAL CENTER:
The Maternal Centre provides a complex set of services addressed to the mother and child.
Its activities are meant to support the prevention of child abandonment and the integration
into society and family of the mother and child as a couple
The Centre provides the following sets of services:
a) care, accommodation, and protection
b) counselling, orientation and support
c) monitoring and evaluation of the beneficiaries
d) family and social reintegration of the mother and child as a couple.
Activities developed in the Centre: emergency medical assistance, provision of security,
accommodation and meals for mother and child, special intervention reports, visit reports,
observation sheets, social work assessments and visits to mothers' place, facilitation of
family visits of the mother and child as a couple, re-establishing the family links,
counselling, education and professional orientation and assistance to mothers in finding a
proper job.

6. EMERGENCY RECEPTION AND ASSESSMENT CENTRES

These centres provide very short-term shelter for children in emergency situations. During the
placement period, children receive adequate care,, complex and prompt assessment of their
situation aiming at their reintegration in their family or at preparing protection measures for
child and family.
Children can be sheltered in these Centers for 15 - 30 days. The Commission for Child
Protection asseses the child's situation after this time has elapsed and, if needed,
recommends a protection measure.
During the residential period children benefit from special attention and complete and
individualised care. Abused children receive special therapy, counseling and care. The staff
have been trained to provide good quality services, adequate to the children's needs and to
face crisis and difficult situations.
395 children benefited from the services provided by the 8 new Centres that were set up
through the Phare 1999 "Children First" Programme.

7. SUPPORT AND GUIDANCE FOR YOUNG OFFENDERS
Centrul de orientare, supraveghere [i sprijinire a reintegr`rii sociale a copilului delincvent

desf`[oar` urm`toarele tipuri de activit`]i: preven]ie, asistare \n vederea reintegr`rii sociale,
mediere de conflicte [i orientare, constituirea unei baze de date care s` reflecte delincven]a
juvenil` la nivel local.
The Centre for the guidance, supervision and support of delinquent children towards social
reintegration performs the following activities: prevention, assistance for social
reintegration, mediation of minor conflicts and guidance, operation of a database for
juvenile delinquency at the local level.
Minorii cu un debut infrac]ional sunt evalua]i psihosocial [i inclu[i \n programe de formare

a comportamentului \n concordan]` cu normele sociale.
The delinquent children are psycho-socially assessed and involved in behaviour improvement
programmes devised in accordance with the social standards.
Activitatea de mediere a conflictelor minore se desf`[oar` \n parteneriat cu diferite

institu]ii.
The mediation activity of minor conflicts has been developed in partnership with other
institutions.
Activitatea de orientare : managerul de caz \ntocme[te un plan individual de interven]ie.

|n func]ie de acesta minorul este orientat spre activit`]i [colare, de formare profesional`,
de integrare \ntr-o activitate profesional`, de petrecere a timpului liber.
The guidance activity: the case managers devise individual intervention plans, following
which children are directed towards educational activities, professional integration and
spending their free time.

The Impact of the Phare 1999 Children First Programme
Contribu]ia programului la ansamblul realiz`rilor ob]inute pe perioada desf`[ur`rii sale

(noiembrie 2001 - august 2003):

Cele 29 institu]ii nchise reprezint` 30,85% din institu]iile nchise n jude]ele n care
au fost implementate proiecte n cadrul Programului Phare 1999, [i 27,1% din num`rul
total de institu]ii nchise la nivel na]ional;
C`su]ele [i apartamentele nfiin]ate reprezint` 85,53% din num`rul de unit`]i de tip
familial nou nfiin]ate n jude]ele n care s-a desf`[urat programul, [i 83,12% din num`rul
total de astfel de unit`]i nfiin]ate la nivel na]ional;
22,07% din num`rul de asisten]i maternali profesioni[ti forma]i [i angaja]i n jude]ele
n care s-a desf`[urat programul, au fost angaja]i n cadrul proiectelor. Num`rul acestora
reprezint` 17,54% din num`rul total de asisten]i maternali angaja]i la nivel na]ional;
21,76% din copiii care au fost plasa]i n asisten]` maternal` n jude]ele n care s-a
desf`[urat programul, au fost plasa]i la asisten]i maternali angaja]i n cadrul proiectelor.
La nivel na]ional, ponderea copiilor plasa]i la asisten]i maternali angaja]i n cadrul
proiectelor este de 17,99%.
Dintre serviciile alternative nfiin]ate n perioada respectiv` n jude]ele n care s-a
desf`[urat programul, 36,61% au fost dezvoltate n cadrul proiectelor din cadrul
Programului Phare 1999. Acestea reprezint` 29,93% dintre serviciile alternative nfiin]ate
la nivel na]ional pe perioada desf`[ur`rii programului.

* The 29 institutions closed down represent 30.85% of all institutions closed in the
counties where Phare 1999 projects were implemented and 27.1% of all institutions closed
nationwide.
* The small houses and apartments for children constitute 85.53% of all the newly
established family type homes in the counties where the programme was run, and 83.12%
of all such homes nationwide.
* 22.07% of the total number of professional foster parents trained and employed in the
counties where the programme was implemented were employed within the scope of these
projects. They account for 17.54% of the total number of professional foster parents
employed nationally.
* 21.76% of the children placed in foster care in the counties where the programme was
implemented were cared for by foster parents employed within the scope of the Phare
projects. At national level, the children placed in the care of professional foster parents
account for 17.99% of the total.
36.61% of the alternative services set up in the counties where the programme was
implemented, were developed as part of the Phare 1999 programme. At national level they
represent 29.93%.
