    2.Through setting SPG, R99 directly establish on F1, HSPA on F2 and F3
    3.Configure blind handover neighboring cell between F1<-->F2 <-->F3
    4.Allow bi-directional inter-freq HHO based on LDR in F2 <-->F3, allow the unidirectional LDR from F1 to F2 in order to share R99 service.
    5.Configure one way handover based on coverage from F3 to F2/F1 but F1/F2 to F3 are not allowed.

    5.Configure one way handover based on coverage from F3 to F2/F1 but F1/F2 to F3 are not allowed.
