REPORTING OFFICER'S NARRATIVE (Brief narrative of the facts surrounding the offense and the arrest.)
I was dispatched to above location regarding a death. Upon arrival, I made
contact with complainant, the identified as the building repairman, Michelle
Prescott, who reported that, when he went up to the roof of the building to
figure out the problem with the water tank at approximately 2:17 PM, he found
the victim floating facedown in the water tank. At 2:26 PM, I notified
Dispatch to assign an ambulance to the scene immediately. I then made the
following notifications: Sergeant Steven Spearman, Unit # 446, 2:28 PM;
Detective Ted Armstrong, Unit # 615, 2:29 PM; Detective Sam Murphy, Unit #
633, 2:30 PM; CSU, 9:30 PM; Coroner, Coroner's case # 2014-277, 2:31 PM. Upon
arrival of Detectives Armstrong and Murphy, I turned over all pertinent info
to the detectives and secured the scene as directed by detectives.
