Aaron Beltran looked and smelled like hed been
smoking pot and drinking adult beverages early Saturday morning, according to authorities.
So it probably wasnt the best idea to do a long burn
out while driving on Newberry Street. The skid caused
the tires of his Chevy 1500 to generate plumes of white
smoke and led to him being pulled over, according to an
Aiken Department of Public Safety report.
A public safety officer stopped Beltran as he crossed
over Park Avenue and he could see that Beltrans eyes
were glassy and he appeared to be under the influence.
The officer asked Beltran to hand over his keys, which
he did with reluctance, the report said.
Beltran said he was coming from Takosushi and he
said he hadnt had any alcohol or drugs. He then told
the officer his name was Allen Jonathan Beltran and
that the truck he was driving was his mothers. He didnt
have a license or any information on the vehicle and
the officer couldnt confirm the name he was giving, the
report said.
The interior of the vehicle smelled like marijuana and
Beltran smelled like alcohol. For some reason, he wanted to get back in the truck, but the officer stopped him.
At that point, Beltran became belligerent and refused to
take a sobriety test. He was then arrested for DUI, the
report said.
In the truck, the officer found a metal grinder coated
with marijuana residue and a bag of pot. Two glass
pipes also were found. A wallet with Beltrans license
was discovered wedged in a seat crevice, the report
said.
The wallet contained a clear plastic bag with what appeared to be cocaine, the report said.
Beltran, 24, of the 1200 block of Gray Mare Hollow
Road, Aiken, also was charged with DUS 2nd offense,
providing false information to law enforcement, possession of cocaine and possession of marijuana 2nd, the
report said.

Nearly a year after a warrant was issued for his arrest

his ex-girlfriend, an Augusta
man has been arrested.
Joseph Ronald Nevils, 37,
of the 2400 block of Ponderosa Drive, Augusta, was taken
into custody last Wednesday
on charges of unlawful communication and harassment,
a North Augusta Department
of Public Safety report said.
Back on May 22, 2014,
Nevils followed his ex-girlfriend into the Georgia Avenue Gregs Gas Plus. When

he learned the authorities

were called he told his ex the
police would have to kill him
before he would leave, the
report said.
The victim told an officer
that Nevils follows her constantly and calls her 50 to
100 times a day. She had to
call the Richmond County
Sheriffs Office two days earlier because Nevils showed up
at her house, the report said.

get back together, the report

Man Caught, Girlfriend Sought

in Aiken County Murder
Authorities have captured a Graniteville
man in Virginia and are still seeking his
girlfriend in connection with the slaying
of an elderly man who was found dead
in his Trenton home last Wednesday
afternoon.
Donald Georgie Hurtekant, 36, of
Graniteville, is charged with murder and
burglary. At presstime Tuesday, his girlfriend Sandra Ann Marie Evans, 33, was
still being sought for accessory after the fact.
The victim, 81-year-old Claude Ward, was found
dead on the floor of his home on Polks Lane in the
Aiken County side of Trenton.
The suspects in this case are known to the
victim and we know that this is not a random act of
violence, Sheriff Michael Hunt stated in a press release. Aiken County investigators refused to release
the motive.
Oddly enough, the victim is a former suspect in
an attempted murder case from 2010 after being
accused of cutting a woman with a knife. It appears
that charge was dismissed.

Graduate Attacks Husband over Emails to Other Women
A freshly minted Georgia Regents University graduate was arrested early Saturday
morning after she attacked her husband and
was found walking down West Martintown
Road.
A North Augusta Department of Public
Safety officer stopped Jillian Amarie Crans at
1:19 a.m. Crans appeared to be drunk and
she said she was walking because she had
gotten into a fight, a report said.

As they were leaving, Crans began to argue

Crans began to hit him so he pulled over.
The officer saw that the man had scratches
on his face and neck, the report said.

A woman was behind the wheel and
Gregory was in the passenger seat. The
two deputies tried to wake them several
times but neither responded. When Gregory finally roused, he swatted at the deputy
and said Dont f****** touch me b****.
The deputy pulled Gregory from the truck
and cuffed him. As he was walked to the
patrol car, he tried to head butt the deputy
twice and then spit in the mans face, the
report said.

email noting your support of bars closing
earlier. Can you give us the details of your
position and your reasons?

The Jail Report
A. We never advocated for bars closing
earlier; we were opposed to them staying
open later. The original reason this issue
came up is because we began to see a spike
in violent crimes and assaults at establishments that were staying open after the 2 am
alcohol sale cut-off. We also learned through
informants and undercover operations that
alcohol was still present and/or being sold
after the deadline.
With the ordinance being reversed, we will
again have to start monitoring those businesses that choose to take advantage of the
ruling. We had an incident this past weekend
where two individuals advised that they were
shot leaving a club at 3:15 am. The bottom
line is, if businesses with alcohol licenses
closed at the normal predesignated times,
that would be one less thing we had to worry
about during our 12-hour shift.
Q: Why is nothing being done about
residential robberies? Steven Hooper
A. Mr. Hooper, residential robberies are
down 54% from 2012 and are down 60%

person for DUI or any other criminal offense,
if they are found guilty, we have ABSOLUTLEY no say as to their punishment .

patrolling south of Willis Foreman Road
after midnight ? I live on the other side of
Hephzibah and my panic alarm went off it
took 40 minutes for a deputy to arrive.

Q: Homicides have been down in Richmond County. True? Are there actual
strategies you have implemented that you
think are contributing to the reduction?

The Jail Report
A. We are currently at the exact same
number of homicides as we were this date
last year, however that is down 33% from
2012, before we took office. Also over half of
the homicides we have had this year were
domestic in nature, which are extremely hard
to control unless you can see a pattern of
violence.
One of the things we have done is put
more emphasis and resources on gunrelated crimes where there was only property
damage or no one was injured. We know
that each of those incidents are potential
homicides in the making. We continue to promote the No One Wins awareness initiative
to stress how homicides affect many families
on both sides. We also have implemented a
stricter bonding process for anyone arrested
for a gun-related offense.

Shoplifter Fail in Texas as Man Shouts:

A Texas shoplifter spit on a

security officer and claimed
he had AIDS as he tried to
escape after stealing from
a Macys store, authorities
said.
Rodrigo Rivas Garcia
III, 41, was charged with
robbery last Tuesday (May
5).
Police in McAllen
responded to a robbery in progress at the Macys in

La Plaza Mall. Thats where a loss prevention officer

said he and another officer approached Garcia after
the suspect walked past the cash registers and
through the first set of glass doors holding three
wallets he picked up inside the store.
Garcia realized that a third officer was blocking the
exit and broke a window next to the doors. So one
of the officers wrapped his arms around Garcia who
scratched and threatened the guard by spitting on
him and saying he had AIDS, authorities said.
The security guard eventually captured Garcia,
who was arrested by officers.

Florida Woman Arrested for

DUI Three Times in One Week
Someone didnt get the message that drinking and
driving dont mix.
A Florida woman was arrested on charges of DUI
three times in just six days, according to authorities.
Jennifer Yi, 31, of Brandon, was busted on April 30,
May 1, and May 5, according to jail records.
The first time, Hillsborough County sheriffs
deputies arrested Yi just after 5 p.m on a Thursday.

Authorities say the woman refused to take a blood

test. She was later released from jail after posting
$500 bond.
But less than 24 hours later, she was arrested
again when officers pulled her over at 2:21 p.m. on
a Friday. Again, she refused to take a blood test.
And again, Yi was released after posting $500 bond.
On Tuesday, May 5, the same woman was pulled
over at 12:45 a.m., when she took a blood alcohol
test that showed she was drunk. This time, she
earned a trip to the Hillsborough County Jail with a
bond of $100,000.
Records show that Yi is an employee of Coca
Cola. Perhaps, thats the drink she should stick to.

550-pound, Gun-Running Kingpin

of gun-running in New
York was to big for a
courthouse elevator and
had to plead not guilty
in a basement room,
authorities said.
William Wobbles Soler,
a 550-pound boss of an
alleged Bronx gun-running
ring was unable to make
it to court Friday (May 8) because his over-sized
wheelchair didnt fit inside an elevator.
Soler instead entered his plea in a room one floor
below ground level of the Bronx Supreme Court
building near where prisoners are held.

Supreme Court Judge George Villegas told

reporters, referring to Solers double-wide
wheelchair.
The round-shaped ringleader was originally
wheeled into the courthouse using a side garage
door. However, once he arrived, his chair could not
squeeze into an elevator, so the judge, prosecutors
and other officials were forced to go to him.
Soler was one of 10 gangsters arrested for
allegedly operating a massive gunrunning ring,
smuggling weapons into the city from Connecticut
and Maine. His crew allegedly made huge profits
by flipping the guns from two Bronx apartments for
several times the price, according to a 367-count
indictment.
Being kind, the judge told reporters that Soler
could not make it to the courtroom because of
logistical reasons related to his health.

Sexual Battery: Touching Intimate Parts Without Consent

THE LAW

In continuing with the series on the different sexual crimes found in Georgia law,
this article will focus on the crime of sexual
battery. This particular crime is one that
other more serious sexual offenses are
pled down to. However, this is still a significant crime that may require registration
as a sex offender.
Pursuant to O.C.G.A. 16-6-22.1(b), a
person commits the crime of sexual battery
when he or she intentionally makes physical contact with the intimate parts of the
body of another person without the consent
of that person. Subsection (a) of this statute defines intimate parts as the primary
genital area, anus, groin, inner thighs, or
buttocks of a male or female and the breasts
of a female.
This offense is considered a felony if it is
committed against any child under the age
of 16 years. If the victim of this offense is 16
years of age or older, then it is a high and
aggravated misdemeanor.
A person convicted of felony sexual
battery faces a potential sentence of from
one (1) year up to five (5) years in prison.
The sentence a person receives for this
crime may be served on probation. Furthermore, the crime of sexual battery does not
carry any mandatory prison time. Upon a
persons second or subsequent conviction
of misdemeanor sexual battery, the statute
states that the person shall be guilty of a

felony.
I want make a few key observations about
this somewhat broad statute. First, please
notice that the felony version of this crime is
similar in ways to the crime of child molestation. For instance, if a person touches the
genital area of a child under 16 years of age,
that person could very easily be convicted
of child molestation. However, the crime
of sexual battery also fits this set of facts.
Therefore, in this example, sexual battery
is whats called a lesser included offense of
child molestation.
This is why I said in the beginning
paragraph that more serious sexual crimes
are sometimes pled down to the offense of
sexual battery. Second, please notice that

if a person touches the chest area of a man

without his consent, then the crime of sexual
battery has not been committed.
I have often wondered why this particular
portion of the sexual battery statute does not
violate the Equal Protection Clause of the
United States Constitution. Is the chest of a
man not an intimate part of his body?
Finally, unlike the crime of child
molestation, sexual battery does not require
that the offender have any sexual intent
whatsoever. If a man slaps another man on
the buttocks without the consent of the man
whose buttocks is being slapped, then the
crime of sexual battery has been committed. Furthermore, if the persons buttocks
that has been slapped is under 16 years old,
then the man doing the slapping could face a
felony charge.
I make the above points to once again
show folks who dont practice law for a living some of the complexities of sex crime
cases. Each case has so many variables to
consider that the general public rarely ever
hears about. If you or someone you know is

Cologne, Carbon Dioxide Thief Tries to Make a Run for It

Russell Dean Johnsons shoplifting list
brought new meaning to the word random.
Johnson stopped by the Deans Bridge
Road Walmart at about 3 a.m. Friday morning and slipped a bottle of British Sterling
cologne in his pants pocket. He thought better of it and put the cologne in a buggy. Then
he shoved five Co2 bottles, the kind used
in a BB pistol, into his pocket, a Richmond
County Sheriffs report said.

An employee spotted Johnson taking the

cologne and alerted a deputy who was working special duty at the store. The deputy
found the Co2 and was about to take Johnson into custody when he took off, the report
said.
An employee blocked Johnsons escape
route and the deputy took him to the floor. He
managed to cuff his left wrist, but Johnson
shoved his right arm under his belly. The

Shelita: He Tried to Rape His Own Wife.

Shelita Johnson was pretty angry last
week when she was moving her things
out of the home she shared with her
husband.
Just two days before, she had filed a
sheriffs report alleging her husband
former Augusta Commissioner Corey
Johnson assaulted her while trying to
have sex with her after Cinco De Mayo.
In a phone interview from her home,
Shelita told The Jail Report that she
wanted a divorce and her husbands arrest. She said she has been pretending
to be the perfect couple for the sake of
her husbands image, but she was tired
of living a lie. And the attempted rape
was the last straw, she said.
I dont like to hide. But I had to hide
for his namesake, his position, she
said. But no more. This is the last
straw. We have been to counseling. He
has done personal counseling. Anytime
everyone goes against Corey, he stops
it.
Last Tuesday night, Shelita Johnson,
40, called 911 to their home, saying
her husband physically harmed her
after she refused to have sex with him.
Paramedics came to the Woodland Avenue home to look at the woman, who

showed no visible signs of injury. Deputies told Mrs. Johnson how to seek a
warrant through a pre-warrant hearing.
Corey Johnson, 41, told deputies that
he was hugging his wife and kissing her
neck. Mr. Johnson stated he grabbed
her arms to keep her in the bed. Mr.
Johnson stated that he never had any
intention to hurt his wife. Once his
wife said stop, he stopped, the report
says.
Mrs. Johnson said she has contacted
an attorney and is working on a divorce
as well as criminal charges against Mr.
Johnson.
I am going to pursue charges, she
said. He assaulted me! He tried to rape
his own wife. I got bruises.
Mrs. Johnson said the two enjoyed
a night of Cinco De Mayo with family. A Facebook post now removed
shows pictures from Mi Rancho
Mexican Restaurant.
At home, though, the situation turned
violent, she said. Mrs. Johnson said her
husband not only grabbed her and pursued sex on Tuesday night, he cursed
at her and demanded that she respect
him. She said his physical control of her
re-aggravated an old shoulder injury.

In a similar phone conversation,

Corey Johnson said he would never
commit domestic violence.
She accused me of assaulting her,
but I didnt do that, he told The Jail
Report. No assault happened there.
The only thing I did was hug her. All this
stuff about me hitting her is not true.
He admits he was hugging his wife in
an attempt to have sex.
When I got on top of her, she began
to jump up and acted like she as going
to hit me. And I said, You are not going

Gregory Thomas Kuchenbecker had

an original line Friday morning when
he was explaining his theft of more
than $1,000 worth of groceries from the
Washington Road Kroger.
He told a deputy that he had permission from a manager to take all the
items outside then pay for them later,
a Richmond County Sheriffs report
said.
In addition to the 151 food items he

stole, he also took five ceramic luminaries that were worth $30 a piece, the
report said.
Kuchenbecker was extremely agitated and angry about being cuffed
and on the way to jail, he unbuckled
his safety belt, slipped a wrist out of a
handcuff and began kicking, the report
said.
The deputy stopped and opened the
back door and Kuchenbecker kicked

him in the chest. The deputy grabbed

his leg and pulled him out of the car
and placed the cuffs back on him, the
report said.
Kuchenbecker, 25, of the 600 block
of Sawgrass Drive, Martinez, was
charged with felony shoplifting and obstruction of a law enforcement officer,
the report said.

Kids Found in Filth After House Catches Fire

Two mothers were charged with multiple

counts of child deprivation last Thursday
after their eight children were found living in filth when their Forest Creek Road
home caught on fire.
Augusta-Richmond County firefighters
responded to the house to extinguish a fire
caused by an overturned fuel canister. The
house had no electricity or running water
and the children were alone when the
fire started, a Richmond County Sheriffs
report said.
Deputies found horrifying conditions
inside the house. The living room had
two mattresses on the floor. Clothes were
strewn on the floor along with empty or

partially empty food containers and drink

cans. Piles of excrement were found on
the kitchen floor, the report said.
The families apparently were using
sterno canisters for light.
The mothers of the children, Chiquita Skinner and Imani Hill-Player, told
deputies that they didnt live in the house
anymore. They said they were only there
to get their belongings. The women said
the water had been off for a month and
the power had been disconnected three
weeks earlier, the report said.
Skinner said the children had gotten off
the bus at the house and were being cared
for by her 14-year-old daughter who has

been suspended from school. Skinner has

four other children ages 16, 12, 9 and 7.
Hill-Players children are 6, 12 and 13, the
report said.
A social worker with the Department of
Family and Children Services was called
in and the children were all placed with
other family members.
Skinner, 34, and Hill-Player, 32, of the
1700 block Forest Creek Road, Augusta,
were arrested. Skinner was charged with
five counts of deprivation of a minor and
Hill-Player was charged with three, the
report said.

Authorities Remove Small Child After Meth Lab Bust in Edgefield

Three people have been arrested and a small child
has been turned over to other family members following a raid at an Addison Street home Tuesday night
by Edgefield Police. The raid took place around 11 pm
and found all four occupants at the home, including a
6-year-old child that is believed to have been present
during the manufacturing of methamphetamine. We
recovered a substantial amount of meth, Chief Ronnie
Carter said.
Wesley Duane Turner, 26, Neil Evan Beasley, 36,
and Loretta Lynn Gorham, 42 (all pictured above), are
currently being held at the Edgefield County Detention
Center on charges of manufacture / distribution / pos-

session of methamphetamine and child endangerment.

The raid came as a result of a two month investigation
that is still underway.
They have been cooking for a while, Carter said
Thursday, due to the amount of methamphetamine
recovered from the home. Also seized during the raid

was marijuana and crack cocaine as well as the remnants of the shake and bake meth lab the trio used to
process the drug. Carter did not say how much of each
drug was seized.
This is Beasleys third arrest, for manufacturing the
drug Carter said.
The child was released to a family member that had
been cleared to receive the child.
This is the second raid for manufacturing methamphetamine in Edgefield this year. Edgefield Police
raided a house on Penn Street last month and found
the occupants to be in the process of cooking the
methamphetamine at the time of the raid.

CCSO: Fort Gordon Soldier Molested His Step-Daughter
A Fort Gordon soldier was arrested for child
molestation and sexual battery on a child
for allegedly touching his 10-year-old stepdaughter, authorities said.
Earn Vernon Cash, 36, of Grovetown, was
arrested last Wednesday after an investigation into the allegations.
Authorities were notified when the girl told

a teacher at her elementary school that her

step-father had molested her in mid-April.
The student disclosed her step-father had
come into her room and touched her private
area while he thought she was asleep, a
sheriffs report says.
The teacher passed on the information
to an assistant principal, who also spoke

with the child. School officials are mandated

reporters in such cases, and they notified the
Columbia County Department of Family and
Children Services.
A subsequent investigation led to charges
against Cash, who is listed as an E-6 signalman at Fort Gordon.

Husband Attacks Wifes Workout

Buddy at Evans Fitness
A local man went to the Evans
Fitness Center and attacked his
wifes workout buddy last week,
seriously injuring the man with a
violent shove, according to a sheriffs report.
Dustin Clay Franks, 31, of Martinez, was charged with battery in
Thursdays assault on 28-year-old
Lorenzo Cano-Tapia. The victim
sustained serious injuries to his
face after hitting the concrete floor
face-first from the shove.
A witness told authorities that he
saw Dustin Franks come into the fit-

ness center about 6 a.m. Thursday,

watch his wife and the victim from
the side and then suddenly attack
the wifes friend with a punch to the
back of the head.
A report says the suspect is 64
tall and 279 pounds. The victim is
much shorter and smaller, a witness
said.

Report. He hit him with a sucker
punch. The guy never knew he was
coming. He busted his nose, his
head. I think he busted his lip. HIs

knee caught the carpet and he got

carpet burn.
The suspects wife started
screaming at her husband to stop
and she got him to leave the club, a
sheriffs report says. EMS officials
came to the fitness center and treated the suspect, but it was unclear if
he was hospitalized.
A message left for Dustin Franks
seeking comment was not answered. A report says both the wife
and her workout friend are employed by the U.S. Army. The suspect is listed as unemployed.
