Man asks council to dam Tar River

Spencer Grant, a Greenville resident, wants the city to have its own man-made, freshwater lake. And he wants
to dam or widen the Tar River to create it.
Grant made a presentation to the City Council on Monday during the public comment period on his proposal to
create a lake in Greenville by damming or widening the Tar River.

Grant proposed a dam east of Port Terminal stretching to the Ironwood Golf and Country Club area, about 6-8
miles.

If eastern North Carolina is to continue to grow and proper we got to get our heads out of the sand. New fresh ideas
must be put forward and discussed. This constant "no" barrage will keep us mired in the past , because folks ECU
cannot keep us going forever. Think about the flood do you want another

I THINK IT IS A GREAT IDEA, RECREATION AND PREVENTION

In addition to the lake's recreational appeal, it will have the benefit of solving a much bigger problem of constant
flooding and the 100 year flood, which I am sorry to say is going to be a 25-50 year flood in years ahead. The dam
away from Greenville Upstream will be just what's needed to control the water. Unfortunately, the "NO" birds will
come out of the woodwork and kill what could be the best solution to recreation around Greenville and at the same
time save the town from the next "100" year flood that we will see in the next 25 years....... GREAT IDEA!!!!

IT WOULD LIKELY HAVE THE OPPOSITE EFFECT ON FLOODING

Dams aren't used as a tool to prevent or mitigate flooding... It makes the "who should be flooded?" political- either
flooding occurs at the dam, or further down stream (once/if the dam is released). And from what i gather, his proposal
is to infill wetland and the existing floodplain with a lake- this will cause further flooding. The floodplain is where the

floodwater goes, it would create further flood issues (likely in this low income area). Wetlands or floodplains are
essentially a natural detention basin- it holds extra water for a period of time and slowly releases the water back into
natural and moving systems. A lake in the (ecologically sensitive) wetlands would act as a retention pond- it would
hold water year round. If the water is low in reservoir, it may relieve very small amount of extra water. However, the
dam and the lake itself would likely cause more flooding issues on the north side of the river. The north side already
has major flooding issues and houses some of the most impoverished residents in the area. It will never happen, so
I'm not worried about it. For the record, I don't oppose lakes but damming and diverting the Tar River is not the way to
do it. (Neither is it conscious or smart to mess with our wetlands and floodplains.)

THE LOGIC BEHIND THE DESTRUCTION OF WETLANDS IS RIDICULOUS

His logic for the destruction of these beautiful wetlands is: we already cut down trees for residential development, why
not destroy this little bit for the sake of mankind? Horrible. On a side note: There are plenty of places in Eastern North
Carolina to go boating and fishing, there is no need to destroy our precious wetlands for our enhanced recreation.

This is not only a stupid but it's ignorant. Why? because: *Extremely environmentally insensitive and harmful. *You
don't need the Tar River to fill in a lake. You can dig a hole... Look at the North Campus Crossing beach. *Who is
going to pay for this? Because it would cost an extreme amount of money. *You are suggesting that we put this lake
in wetlands and floodplains. (Not only environmentally and ecologically insensitive again. But that is where excess
flood water goes... We need these areas because we already have flood issues. *Again, we have flooding problemsdam's don't help. *Damming a tidal river- can it be done? * *Blah Blah blah.. I will not waste my time with trying to
bring this person down to earth again. *Blah Blah blah.. I will not waste my time with trying to bring this person down
to earth again. I could again write an entire essay to the person proposing this, with detailed examples. Six to ten
months ago i wrote on his website that promotes this and have emailed him directly.... Explaining why this is so

stupid, far-fetched and ecologically insensitive. This guy just doesn't get it. He has no plan what so ever. Just a
vision... i'm all for dreaming too... but go swim in a pool or dig a lake.. leave the Tar River out of this.

No. With all the real-word and tangible needs and initiatives under way I couldn't think of anything crazier than
wasting one-second of city staff's time or a dime of tax payer money than this far-fetched pie in the sky whim. Has
Absolutelu zero plan, zero basis or financial support. He might as well be saying he wants the city to build a mountain
on Evans street or the city to build an exact replica of Disneyland with tax payer dollars. Dreamers are great but not
without some base in tangible reality. If they ever want to turn an outlandish dream into tangible vision it has to be
based on some environmental process that is realistic, some funding logical, tangible funding source, something real.
