The United States of Europe

Today the European Convention The United States of Europe holds a meeting. The delegates are
representatives of the EUmember states, members of the European Commission and the European
Parliament. The president of the European Council chairs the convention.
The European Commission has brought forward far-reaching proposals for a deepening of the
European Union. Today the proposals have to be discussed and decided on by the representatives of
the member states, the European Parliament and the European Commission. For following political
fields the Commission has submitted following claims:

1.1 Naming a European capital city
1.2 Introducing a directly elected EU-president


2. 2. Development of the Union citizenship
2.1 Free, Europa-wide WLAN
2.2 Establishment of an obligatory European Social Year (ESJ)


3. 3. Long term aims for the EU 2050
3.1 Europe wide nuclear power phase-out
3.2 Finality of the EU Clarification of the borders of EU?!

As the European Commission we are the European institution, which is the strongest supporter
of a further deepening of the European Union.

For all European capitals the challenges of the 21st century and the consequences of the
globalisation are important topics. On the other side, the member states are not consequent
enough to make the necessary political decisions.

Therefore we have to act as an engine of integration and gain support of the member states for
this project.

Most probably our proposals will raise some concerns. We know these reactions since the very
beginnings of the United States of Europe. It has to be our main aim to be as successful as
possible within this Convent. It is important to reach the crucial steps for a further integration
and get as much as possible of our proposals accepted.

1. Institutional demands

1.1 Naming a European capital city
The European Committee demands the creation of a European capital city, which should be
Brussels. In Brussels the main work for the European Union takes place already. Brussels as
European capital city will be the only official location of all institutions, for example the
European Parliament in Strasbourg or the European Court of Justice in Luxembourg will be
relocated to Brussels.

1.2 Introduction of direct elected EU-President
The EU-citizens shall be able to elect the President of the European Union directly. This
president will be the representative head of the European Union and will have a symbolic
function. A unified Europe needs an identification figure, the proposed President can create such
identity-generated effects.

2. Development of the union citizenship


2.1 Setting up a Europe-wide WLAN-network, accessible for all EU-citizens.
The Commission wants all citizens of the EU to have free access to the Internet at any time and at
any places. The Commission expects from this measure an increase in the political participation
as well as in educational and job opportunities, especially for people in rural areas.

2.2 Creating an obligatory European Social Year (ESJ)
The introduction of the European Social Year (ESJ) is the logical reaction to the need of young
people regarding an orientation phase between school and working life. The ESJ is obligatory for
all EU citizens after finishing schooling. The obligation would guarantee that all young people in
Europe possess a minimum in social and intercultural competencies.

3. Long-term aims for the EU 2050



3.1 Europe-wide nuclear power phase-out of the civilian nuclear technology
The commission demands a nuclear power phase-out of the civilian nuclear technology for the
EU, since this technology entails too many risks. Europe should proceed as a good example and
make this step, to also encourage other countries to drop out from this dangerous technology.

3.2 Finalizing of the EU Clarification of the EU-borders!
To get clarification for the long-term development of the European Union, the commission
demands that the convention decides on the actual boarders of the EU.
