Presents proclaim to All and Singular that the GOVERNMENT

OF THE HAYESALIAN

UNION hath represented unto US that being desirous of establishing Diplomatic Relations with
OUR IMPERIAL GOVERNMENT, they therefore requested the favour of Our warrant to
establish a diplomatic mission within Our City of Mianna and to grant such premise the assurance of
protection against any unauthorized and forceful entry as may be proper under international law.

KNOW YE THEREFORE THAT WE JAMES, THE EMPEROR OF FORLINI, in pursuance

of the said request , have graciously approved and by these presents grant unto the said Government of
the Hayesalian Union the right to maintain a Chancery in Our City of Mianna.

IN WITNESS WHEREOF WE HAVE CAUSED THESE OUR LETTERS TO BE MADE

PATENT THIS DAY THE SEVENTH OF JULY IN THE YEAR ONE THOUSAND NINE
HUNDRED AND EIGHTY AUGHT OF THE YEAR OF OUR LORD. BY WARRANT
