Going Mobile

A new mobile phone tower will be built in Blackwood,


eventually.
The town has been earmarked for a new tower in the Federal
Governments $100 million Mobile Black Spot Programme.
The announcement has followed years of lobbying in
particular since the town was listed as one of Victorias top
50 at risk of bushfire.
The funding enables Telstra to plan the construction of
a new mobile base station in Blackwood within the next
three years to improve the townships handheld and mobile
internet coverage.
Moorabool Shire Council Mayor Paul Tatchell said he was
thrilled with the funding announcement.
Council and the Blackwood community, and a host of
stakeholders have been relentless in advocating for this

service, so its a great result, Cr. Tatchell said.


When the Federal Governments Mobile Coverage Program
was announced we were expecting fierce competition. More
than three quarters of the continent was eligible and more
than 6200 locations nominated for the funding.
However the need was dire so we developed a compelling
case around public safety and emergency management and
worked pro-actively with the Blackwood community and a
range of agencies. Working collectively, we did all we could
to see that Blackwoods needs prioritised in this national
scramble.
Cr. Tatchell said Federal Member for Ballarat Catherine King,
Emergency Management Victorias Commissioner Craig
Lapsley along with the Central Highland Councils Mayors
and CEOs Forum, helped their inclusion of Blackwood in
its top three locations in the Central Highlands region was
critical.

But most of all, the work the entire Blackwood Community


has done needs to be recognised. Their work with our
Economic Development Unit in coordinating a targeted
direct mail campaign was instrumental in demonstrating to
the Government and the telcos that Blackwood just had to be
on that list!
However the tower will still be subject to normal planning
processes.
Telstras got to work out the roll-out schedule in consultation
with Federal and State Governments and it needs to go
through the usual planning process, so the sooner we start
this process, the better for all concerned.
Member for Macedon Mary-Anne Thomas said, this is a
game-changer for communities in Moorabool and Macedon.
Adequate mobile coverage is essential when youre on
the road or in a remote area. It is also vital in emergency
situations, especially in areas with high fire danger.

Honoured, a century on

When Thomas Joseph Cannon enlisted as reinforcement for the 4th Light Horse
in 1915, he would never
have imagined his story to
be published in a book 100
years later.
Nor would he have imagined his son to be the one to
launch it.
Coimadai 129, the 400-page
book dedicated to Coimadai
and District War volunteers,
was launched by Thomas
Cannons son, also named
Thomas, at the official opening ceremony of the Coimadai Memorial Park on June
27.
Standing before hundreds
of local community members, Mr Cannon offered his
congratulations to the editors of the book, which told
the story of his late father
and the 128 other Coimadai
and district residents who
enlisted in the First World
War.
It is an immense job to
gather information about so
many people one hundred
years after the event, and
many hours have been spent
tracking down and verifying details, listening to de-

scendants of the 129, and


then painstakingly compiling, editing and correcting
the actual text and photos,
he said.
Born in Blackwood, Mr
Cannons father saw action
on the Western Front, where
he served as reinforcement
for the 4th Light Horse
Brigade.
Upon his return to Australia, he married Miss Jane
Boyd and fathered two
daughters and three sons.
Coimadai 129 includes
these tales alongside hundreds of photographs and
war records. Launching the
book, Mr Cannon said it was
a valuable compendium of
information, statistics and
anecdotes.
Little would my father
Thomas Cannon have imagined, nor probably all those
other 128 named either, that
they would be honoured one
hundred years on in this little country place they called
home, he said.
We honour their courage,
their love of their home and
country and their efforts to
safeguard freedom.

Celebrations
begin
NAIDOC week (5-12 July) started in
Moorabool with a small gathering witnessing
a flag raising and smoking ceremony in
Bacchus Marsh on Sunday.
The Australian, Aboriginal and Torres Strait
Islander flags were raised before a Welcome
to Country by Wadawurrung Uncle Bryon
Powell.
It started off as a day celebration, now a
week. There is so much to do and people to
see to celebrate, he said.
Moorabool Mayor Paul Tatchell said it was
time to stand together as one.

need one heart and one heart that beats as
one.
Moorabool Council with support from
Djerriwarrh Health Services, will provide a
free Movie Day today, Tuesday 7 July at the

Then on Thursday 9 July (10.00am 2.00pm)
it is Childrens Day with free indigenous
activities and a bbq.
The theme for 2015 is We all stand on sacred
ground. Learn, respect and celebrate.

Council clips

Ratepayers in Moorabool
will be able to pay their annual rates bill over ten payments with a new direct
debit option.
Councillors voted at the
July 1 council meeting to add
the payment option to the
current methods of either
one full annual payment, or
four quarterly payments.

made in accordance with the

However ratepayers should
note that a property that

said that a number of metro-

Broccoli & Cauliower
Cheese Bake
Prep: 10 minutes. Cook: 45 minutes

Try raw, steamed or stir-fried. Use the stem


stock in soups and juices. Its low in calories
and almost fat free.

Ingredients
1 cauliflower, cut into florets
1 large head broccoli, cut into florets
2 tablespoons cornflour
2 cups milk
1 cup cheddar cheese
freshly ground black pepper
pinch freshly grated nutmeg
pinch cayenne pepper
Method
1. Preheat the oven to 200C (180C fan-forced).

2. Steam the cauliflower over a large saucepan of


boiling water for 4 minutes. Add the broccoli and
steam for another 4 minutes or until just tender.
Place in a 5-cup (1.25 L) capacity ovenproof dish.
3. Meanwhile, combine the cornflour and 14 cup
milk in a jug. Place the remaining milk in a saucepan
and bring to the boil over high heat. Whisk in

the cornflour mixture and cook, stirring, for 23


minutes or until the sauce boils and thickens. Stir
in half the cheese until smooth. Season with black
pepper and nutmeg. Pour over the cauliflower and
broccoli. Sprinkle with the remaining cheese and
cayenne. Bake for 30 minutes or until bubbly and
golden.

Mayor proposes saleyard option

Miners Rest is not the place
for a new saleyards development according to Moorabool Shire Council Mayor
Paul Tatchell.
Depending on which saleyards, Ballarat or Geelong,
Moorabool might be a better
alternative.
Mayor Tatchell attended a
meeting held by an anti-saleyards group at the Miners
Rest hall last week.
He said that the meeting
was seeking the opinions of
regional Mayors from whose

shires stock would feed into


the saleyards, and that the
Mayor of the Pyrenees Shire
also attended.
Is Miners Rest the place
to put the saleyards? No.
It doesnt fit within the parameters of where a saleyards should be built for the
future.
They should be out of
town, they shouldnt encroach on your ability to
grow residentially and if
youre serious about doing
business they should have
the ability to put other like
industries with it - thats

what real growth and economic development is about.


And Miners Rest cant do
that.
They asked for an opinion
and I gave one, Cr. Tatchell
said.
The long-running issue
of moving the Ballarat saleyards to Miners Rest is
currently before a planning
panel.
Mayor Tatchell said that he
would not say no to bringing
the business of the Ballarat
saleyards to Parwan but he
can think of a better one.
Saleyards at North Geelong

may be looking for a new


home following a recent
report put to the Geelong
council recommending that
the facility be closed in favour of a new regional saleyards development to be
built outside the city.
I think Parwan would be
the sort of place for a saleyards, probably not for the
Ballarat region saleyards but yes for Geelong.
The abattoir, a like industry,
currently located on the corner of Woolpack Road and
Main St in Bacchus Marsh, is
set to move to Parwan.

No service for station

A planning permit application to build a service station
in Gell St Bacchus Marsh has
been denied by Moorabool
Shire Council.
However the decision could
be appealed at the Victorian
Civil and Administrative
Tribunal, VCAT.
The permit was initially
granted by a council committee,
however
public
complaints that the proposal
was not advertised widely
enough and that no public
consultation meetings were
held, saw the matter come
before the June council
meeting, where a motion
to rescind the permit was
passed.
A protest against the proposal was held by concerned
locals.
The permit application was
for a Shell/Coles Express
service station and the display of associated signage
on two currently vacant lots
on 20-22 Gell Street, Bacchus
Marsh.
It would have had four
undercover fuel pumps accommodating up to eight
vehicles at a time and an
ancillary cashiers office and
shop; vehicles would have
circulated through the site in
one direction, with access to
the site via a proposed crossover from Bennett Street
and egress via a proposed
crossover to Gell Street.
Objector Peter Hawkins, a
former manager of councils
planning team, spoke at the

meeting, on behalf of his client, outlining that the submission had many issues including the massive increase
of traffic and concerns about
heavy vehicle movements.
A truck delivering fuel and
leaving the site, will take up
all of Bennett St if turning
left from Gell St into Bennett St. Kerbs will be damaged and there would be
issues with vehicles coming
out of nearby childcare centres and the senior citizens;
we say there is a conflict of
what is proposed and what
is acceptable, he told the
meeting.
Cr Sullivan pointed out that
trucks would only use the
service station if a fast flow
pump was installed; and the
speaker on behalf of the applicant said that there would
not be one.
Mr Hawkins said that
building the 24/7 business
opposite a residential area
would impact on the amenity of the neighbourhood
with lights, noise and traffic,
adding the applicant seeks
to have two trees on Bennett
St removed to make signage
more visible.
Meanwhile, objector Ron
Smethursts address was
met with applause from the
public gallery.
There are kindergartens,
senior citizens and a medical centre in close proximity; 136 buses travel up and
down Bennett St each weekday. Where are the reports
from the SES and CFA re
safety to the public? Water

authorities? A traffic management plan?


What do the people think
there are 1607 signatures
on a petition this service
station may be driven by demand, there may be a need
- but not at this site.
Former Moorabool Shire
Council Mayor Pat Griffin
also objected to the proposal, saying that he lives
in the area and drives down
Bennett St every day and
that the proposal is totally
inappropriate.
The report from councillor officers is missing many
things, this is not the best
outcome for the community
theres no response to any
social or economic plan, the
traffic impact assessment
from the applicant is not adequate council should have
done a bit more research.
Driving down Bennett St
is dangerous at the best of
times, the report does not
talk about the risk. A tanker
exiting the petrol station and
having to drive on the wrong
side of the road to turn is not
acceptable.
However
Mr
Griffin
warned that council has a
history of having decisions
overturned at VCAT on economic grounds.
It is a really important
decision you have to make
tonight.
Addressing the meeting on
behalf of the applicant, Jarrah Lukjanov said that Coles
Express wants to go on the
site.
Mr Lukjanov said all of the

issues come from the conflict


of a little old country town
and the meeting was not
hearing from all of the people who are going to use the
petrol station.
If Bennett St is accommodating all that traffic
(136 buses) now, it is obviously not a little old country
town, and people already in
the area can now walk minutes to a shopping centre
which comes with increased
traffic.
We are talking about one,
I repeat one, tanker per
week.
Cr Sullivan asked about
the direction in which vehicle headlights will shine
as well as whether the trees
will be removed for signage
purposes.
They are in poor health
and will be replaced and relandscaped, Mr Lukjanov
replied.
Mayor Paul Tatchell asked
how many Coles Express
permits had been issued for
Greenfield sites recently in
small country towns, suggesting that the existing
Coles Express developments
have been for replacements
on existing sites.
Mr Lukjanov was unable to
answer.
Last
month,
Macedon
Ranges Council refused a
similar Coles Express permit
application for a new service
station in the Main street at
Woodend.

HOW THEY VOTED:


West Ward Councillor Tom Sullivan moved the motion
to approve the application with one recommendation
however no councillor seconded his motion.
East Ward Councillor Tonia Dudzik moved an alternate
motion to refuse the permit, which was seconded by
fellow East Ward Councillor John Spain.
Cr Dudzik said traffic in the location is already
unacceptable, saying that road safety is important and
additional vehicles must be considered for the safety of
the community.
She outlined that there is no pedestrian crossing, that a
24/7 service station would be too close to residences,
and cited the 1607-signature petition.
Cr Spain endorsed Cr Dudziks comments.
The killer for me is the exit onto Gell St, it is the chokepoint, it severely impacts shoppers and on a Saturday at
12 noon its an extremely risky intersection; this will only
make it worse.
However Cr Sullivan warned that the matter could be
overturned at VCAT.
Bennett St is an arterial road, and its better to have
these facilities on arterial roads.
I suspect we will lose if this developer takes us to VCAT
we must vote with our head not our heart.
The motion was passed with Crs Dudzik, Spain, Edwards
and Toohey voting to refuse the permit.
Councillor Sullivan voted against refusing the permit.
Mayor Paul Tatchell did not vote as it was not required,
however he later said that he would have voted with
Cr Sullivan because council faces an average cost of
$50,000 to defend similar matters at VCAT - and that the
other partys costs could also be awarded if council lost.
He also said that because no new evidence was given
at the council meeting, the original planning committee
decision to grant the permit should be upheld.
Im not saying I like it Im saying if it complies, then we
have to approve it. We have to vote for practical reasons,
not emotional reasons.
East Ward Councillor Allan Comrie did not participate in
the discussion or vote as he declared a conflict of interest
because he owns a service station in Maddingley.

Vietnam benefits
from Australian crawl

Whilst learning how to


swim may be part of the
Australian way of life, other
countries may not be so
lucky.
Thats why Bacchus Marsh
Paul Sadler Swimland was
host to a swim-a-thon that
raised money for free swimming and water safety lessons for children in Vietnam.
With drowning said to be
the leading cause of death
in Vietnamese children over
the age of one, enthusiastic
Moorabool Shire swimmers
took to the pool to help com-

bat these statistics and raise


money for the charity organisation, Swim Vietnam.
Whilst providing freeswimming lessons to local Vietnamese children,
Swim Vietnam also trains
local adults as swimming
teachers.

band together to help raise
funds that would ultimately
save the lives of children in

two hours to help make a
positive impact on the lives
of children that are at such
a higher risk around water.

When you think of street food, you imagine bustling markets in Asia where
vendors cook using family recipes and local delicacies, like deep fried

take on Indian classics. Get a behind the
scenes look as Sarb opens the doors to his
truck where you can see not one but two
tandoori ovens in action. Mouth-watering
butter chicken is served pizza style in an
open kebab on a bed of fluffy naan, topped
with crunchy cucumbers.
Other notable food trucks include Moms
Grilled Cheese, serving up home-style
creations of this classic comfort food and
tacofino, which is home to some of the
best fish tacos in Vancouver. In total you
will experience around five different carts
on the tour but if that doesnt satisfy your
taste buds you can do your own exploring

Do dingoes deter
feral animals?

their territory.

collected over a three-year
period using wildlife camera traps and conducting
spotlight surveys.

university students and volunteers we will measure the
abundance of fauna, she
said.
We aim to initiate large
scale projects across Australian conservation reserves

where dingoes are introduced to create sustainable


ecosystems.
Whilst the project has been
collectively funded by Aus
Eco
Solutions,
Australian Dingo Foundation and
Mount Rothwell, Ms Todd
said they were still looking
for sponsorships.
We require sponsorships
to fund additional fencing
required for the project, enclosure materials, food supplies, vaccinations and to
fund research, she said.

Four newborn dingo pups


may be the future of Victorias ecosystem.
Ballans Aus Eco Solutions
has teamed up with the Australian Dingo Foundation
and Mount Rothwell Biodiversity Interpretation Centre
to build an enclosure for a
pair of purebred dingoes
and their four newborns.
The project is a Victorian
first approach in creating a
sustainable and balanced
native ecosystem by testing
whether the presence of dingoes would deter foxes and
feral cats.
Aus Eco Solutions zoologist and field coordinator,
Shakira Todd said the project aimed to create public
awareness about the vital
role dingoes had as apex
predators.
The project will demonstrate how dingoes can restore native flora and fauna
biodiversity and suppress
feral animal populations,
she said.

Footprints leave lasting legacy

The story of Percy Pepper has arrived in Bacchus
Marsh.
In celebration of National
Aboriginal and Island Day
Observance
Committee
Week, the Lerderderg Library will host a travelling
exhibition that explores
the remarkable life of one
of Victorias 40 indigenous
soldiers.
Percy Pepper served in
France during the First
World War, and was one of
the few Indigenous soldiers
who received land under the

Soldier Settlement Scheme at


Koo-Wee-Rup in Gippsland.
Designated as half-castes
under the legislation at the
time, the Pepper family were
excluded from the Aboriginal missions where other
family members lived. Like
other men who enlisted, service provided opportunities
otherwise denied them.
Footprints: the Journey
of Lucy and Percy Pepper
traces the history of the Pepper family through records
from National Archives of
Australia and Public Record
Office Victoria, along with
photographs and letters

from private collections.


The descendants of Lucy
and Percy Pepper worked
with the Public Record Office Victoria to develop the
exhibition in the hope of
helping other Aboriginal
families to find their lost
stories.

free exhibition is available
for viewing at the Lerderderg Library until July 24.

in it, so it is quite intense.

sector across all art forms.

significant role in the visual
arts sector by showcasing

Marsh Blacksmith Cottage
over the years, it adds up to
a mighty amount of boots
that were wiped on the front
door mat.
Thats the story behind
Barbara Manlys new book,
Wipe Ya Boots.
The Bacchus Marsh author
has rewritten the towns
history in a 43-page story
dedicated to the lives of past
residents.
Its a story of Bacchus
Marsh integrated with the
lives of the folk who lived in
the cottage, she said.
Ive been working on the
preservation of the cottage
since about 1978-79 and
when we have tours we
always tell the story of the
blacksmiths, however one
day last year I thought to
myself every blacksmith
had a wife and children, so
I decided that I would put

A Gordon artist will have
the chance of taking home
$30,000 in prize money after
she was shortlisted in the
10th annual Victorian Indigenous Art Awards.
Marlene Gilson will feature
her work, titled Bunjls Final
Resting Place/Race Meeting
at Lal Lal, at the Art Gallery of Ballarat next month
among 35 other artists.
Each artist will vie for prizes worth more than $50,000
including the States richest
Indigenous art prize, the
$30,000 Deadly Art Award.
Ms Gilson, who has been
nominated for the award on

the stories in the era of each
family, with each chapter
dedicated to what the residents would have seen from
their front door.
I have written about what
Mrs Qualie, the very first
lady who lived there would
have seen from her doorstep,
and then 16 years later when
the next family came in, because it all would have been
very different.
With history as her passion,
Ms Manly said the book
was a personal project that
took about 12-months to
complete.
Research can be really
addictive, but the second
blacksmith who lived in the
cottage was my great, great
grandfather so I also had a
vested interested, she said.
I didnt have any photographs as there werent any

available from the 1850s, so


instead Ive added my own
personal touch with a few
little sketches. I wanted to
tell these stories and I wanted to put it in a readable form
so that even my grandkids
could read and enjoy it.
As a previous president and
chairperson of the Bacchus
Marsh and District Historical Society and the Black
Smith Cottage Committee
of Management, Ms Manly
said she hoped the book
would come in handy for all
the volunteers involved with
the cottage.
We have a steady 65-person volunteer list, a lot of
whom are new to the district, so I hope this information will be of benefit to all
the amazing people who
are committed to working
there.
Wipe Ya Boots will be officially launched on Sunday,
July 19 at 2pm at the Blacksmith Cottage and Forge
Bookbarn, 100 Main Street,
Bacchus Marsh.

Rebuilding community
after Cyclone Pam

After more than a decade
of pottery making it seems
only natural for Blair Angelo
to share his skills with the
rest of the world.
The Bacchus Marsh artist
left for Vanuatu on Sunday,
where he will teach pottery classes on the island of
Malekula.
The program will aid in recovery efforts for the island
nation, which was battered
by Cyclone Pam in March of
this year.
Mr Angelo, 61 said the aim
of the program was to help
locals set up a cottage industry whilst rediscovering the
lost art of pottery.
A friend of mine, Alistair

Whyte established the program about five years ago


and he has asked Australian potters to come out for a
working holiday, so I put my
hand up, he said.
Its a bit of an adventure for
me and its a nice way to try
and pass on some skills and
help the locals earn a bit of
money. Pottery is a part of
the areas original history.
Mr Angelo, who is involved
in a number of community
projects back home including the Darley Community
Art Garden and a pottery
class at Marngoneet Prison,
said it was important to be
passionate about something,
and even more important to
help pass that passion on.
There are a lot of children, and even adults, that

should be engaging with life


through their hands because
it is a very therapeutic experience. Ive been passionate
about pottery and teaching
pottery for some years and
its a tradition Id like to see
passed on.
Mr Angelo said he had also
packed a variety of seeds
with him in order to help
local Vanuatu residents replant their food crops.
Theres a major seed distribution project being undertaken by Care Australia
and this is just my way of
pitching in on a much lower
scale.
I think its important to
help in small ways because
its the small things that
make a big difference.

Masterplan
progressing

Work on the Bacchus Marsh
Racecourse Reserve Committee of Managements
submission to a draft masterplan is progressing nicely,
according to Chairperson
Pat Griffin.
Mr Griffin said that the
committee is working with
the user groups as well as
Moorabool Shire Council to
develop the submission in
particular, concerns around
the staging of the development and what aspects will
happen when.
Im pretty confident that
council will take what we
say on board, every indica-

tion is that, Mr Griffin said.


He added that overall, the
plan is a positive one and
that he hopes the state and
federal governments would
be able to contribute funding
towards the projects.
The BMRRR Master Plan
and the Active Sports Precinct design both currently
out for public comment
- make provision for a multipurpose oval including
two soccer pitches and a
cricket field, designated soccer pitches, Australian Rules
oval, a community oval, pavilions, car parking, change
facilities, lighting, walking
trails and passive recreation facilities amongst other

things.
Mr Griffin also commented
on recent reports about the
Pony Clubs future.
Theyve been based at
the racecourse for nearly 50
years I believe and theyre
going to be there at least another 50 years.
Theyre a long-term valued
user, theyre a big club and
theyve done great improvements at the racecourse over
the years, and theres never
any question that any of the
user groups are going to be
disadvantaged by this - over
my dead body.
The draft plan is open to
submissions until Thursday
30 July.

and golf clubs and all in
the name of charity.
A voluntary organisation
dedicated to assisting the
poor and disadvantaged, the
society has served the area
for 24-years.
Volunteer, James Waters
said the shed, located behind
St Bernards Church, opened
up like an Aladdins cave.
To say that it is a shed is
an understatement, as over
the years the shed has been
added on to three times, he
said.
There is plenty of furniture, tables, chairs, couches,
shelves, cupboards and
more. You name it and its
probably there.
Open three mornings a
week, the shed is run by a
group of volunteers who, according to Mr Waters, fill the
room with laughter.
At any time there seems to
be more talk, laughter and
comradery than working,
but this may be the result of
our dedicated volunteers enjoying making a difference
and contributing to a worthwhile cause, he said.
The revenue from the shed
goes straight to the Bacchus
Marsh conference of the
St Vincent de Paul Society,
which is used to help those
in need and also with the
running cost of the shed,

which we work very hard at

The society also carry out
home visitations, where volunteers visit people in their
homes and help to find the
most appropriate response
to their needs.
Mr Waters said the conference met once a month and
had received a significant
boost in membership in the
last 12-months.
We now have a conference
president,
vice-president
and treasurer and along
with our new volunteers
are keen to help those in
the greater Bacchus Marsh
area, he said.
Our conference is now reenergised and keen to make

a real impact in our town.


Mr Waters said he hoped
the community would think
about donating any unwanted items to the shed.
Every item you donate, is
potential for us to be able to
raise funds to help our community, he said.
We look forward to seeing many people drop by to
donate something they no
longer need or fossicking
amongst the treasures in the
shed.

to expand

A $200,000 funding boost
will be used by Djerriwarrh
Health Services to help ice
addicts.
The additional state government funding will be
used to expand treatment
services and support families who are battling with
a family member using
methamphetamines.
The money is part of a total package of $24.6 million
to expand treatment ser-

vices, support families and


strengthen
communities
across Victoria and is part of
the state Governments $45.5
million Ice Action Plan.

funding announcement.
There is considerable concern within both the Moorabool and Melton Communities on the devastating
impact that ice, or methamphetamines, is having on

individuals, families and the


community, he said.

Methamphetamines are
highly addictive and people
who use ice often need considerable support to break
the habit.
Djerriwarrh Health Services currently provides alcohol and drug counselling
services in both Melton and
Moorabool as well as youth
counselling services.
$200,000 was also awarded
to Ballarat Health Services.

Two years ago, just two
days before Christmas, Ballarat parents, Belinda (nee
Phelps) and her husband
Leigh Shorter received devastating news. Two of their
three boys, Max (5) and Will
(4) had been diagnosed with
an incurable and ultimately
fatal form of Muscular
Dystrophy. They were completely shattered. As Belinda
says, Everything we ever
dreamed of for our boys had
been taken away. Not only
from us, but from them too.
Then, just 18 months later,
another cruel blow was
delivered. Their third and
youngest son Hudson (2)
also had the disease. Their
world was again turned upside down.
Our hearts were, and still
are breaking for our boys
and what they will have to
endure, says Belinda.

Duchenne Muscular Dystrophy, or DMD (one of the


worst forms of Muscular
Dystrophy) is a condition
that affects a protein in muscle membranes. Lack of this
protein causes the muscles
to deteriorate and break
down, leading to progressive difficulty with walking
and general mobility. The
condition eventually affects
the respiratory system and
the heart.
DMD affects 1 male in every 3,500 and is 100 per cent
fatal. Girls can carry the disease but symptoms are usually milder, which is of some
relief to Belinda and Leigh as
they also have a 4-month-old
daughter, Sofia.
Belinda and Leigh pray that
in years to come, research
will discover something
that can help their three
boys. But in the meantime,
they can only focus on
giving their precious chil-

course, this includes raising

of DMD are usually wheelchair bound by the age of 12.
As Belinda says, All we can
do now, is try to give Max,
Will and Hudson everything
we can to help them live full
and happy lives.

The Municipal Early Years
Plan 2015-21 has been
adopted by Moorabool Shire
Council.
Councillors voted to adopt
the plan at the July council
meeting with West Ward
Councillor Tom Sullivan
supportive of the plan, but
raising some objections.
Its supposed to be a plan,,,
it reads more like a thesis!
he told the meeting.
Theres a lot of good stuff
in there but can we get rid
of the chaff and get straight
to the grain?
East Ward Councillor Dave
Edwards said he supports

the plan.
It is a really good starting
point, he told the meeting.
Councillors also thanked
other organisations involved
in developing the plan.
The six-year local area plan
provides a future vision and
strategic direction for the
municipality in the development, enhancement, coordination and planning of services and infrastructure for
families with children aged
from birth to 12 years.
The plan was put out for
public feedback in April,
with extensive responses being included in the final plan
adopted by councillors.

An advisory group will


replace the Masons Lane
Reserve Committee of Management but it is not a hostile takeover.
Councillors voted at the
Wednesday 1 July council
meeting to abolish the committee while thanking
members for their contributions and put in place an
advisory group in its stead.
The group will meet quarterly, and will provide an
opportunity for community
representatives to continue
to provide grassroots advice
to council on future development of the reserve.
The motion, moved by
East Ward Councillor To-

nia Dudzik, also stated that


council will continue to
promote, facilitate, encourage and support volunteers
through participation in the
user groups, clubs and organisations associated with
Masons Lane Recreation
Reserve.

A formal vote was held by


the committee last month to
endorse the decision to transition to an advisory group,
in line with recommendations made in councils draft
Recreation and Leisure
Strategy, and have the motion put before council.

East Ward Councillor Tonia
Dudzik was the subject of a
Point of Order called at the
July 1 council meeting, held
in Ballan.
While delivering her councillors report, Cr Dudzik
made a series of comments
in relation to her role as
Chairperson on the Masons
Lane Reserve Committee
of Management that fellow
East Ward Councillor David
Edwards objected to.
There are non-user groups
using the ovals. Ive helped
them (Soccer club) get outdoor lighting, Ive allowed
cricket and football to be
played there, I enabled the

Following a confusing set


of letters to Bacchus Marsh
Leisure Centre users from
Belgravia Leisure, Moorabool Shire Council has put
a new communications plan
in place.
Councillors voted at the July
council meeting to adopt
the communications plan,
which it said was developed
in conjunction with facility
operator Belgravia Leisure.
Belgravia was last month
awarded the $447,000 contract to operate councils
leisure services for this financial year, with additional
expenditure of $44,580 approved for services in relation to the contract.

However the contract allows for reduced pool opening hours depending on
weather, and also places the
current group fitness and
crche models under review
with council subsidising
the services for the next six
months.
Group fitness class users
were advised by Belgravia
Leisure in June that the
classes would no longer be
included in a BMLC membership, however council
advised that it was an error in reading the contract
Belgravia then withdrew
the original letter, and sent
a new letter stating the
amendment.
The initial advice provided
to members was inaccurate

in part and now has been


amended to reflect the council position in relation to
group fitness, a report put
to the meeting read.
Council will continue to
engage with users of the
group fitness and crche services as well as the broader
community via online engagement, a submission
process and direct user
meetings to complement the
statistical analysis of participation and financial costs to
enable the community to input into the review of these
services.
The crche services and the
group fitness model will
both be reviewed with a report due to Council in October 2015.

response to an internal audit
undertaken by council in

The Draft Volunteer Strategy outlines the benefits and

The Draft Volunteer Policy
provides a statement and
context for how the Council
can support and manage its
own volunteers.
Meanwhile, the draft Community Development Strat-

egy under the Council Plan


is a six-year plan developing community capacity
and social sustainability in
the Shire, and provides an
overview of the principles
and practices of community
development and an action
plan for improving and enhancing community development activities across the
Shire.
The Strategy will be implemented and evaluated by the
Community Development
team in conjunction with
other Council staff and community groups and government organisations.
Reports will be provided to
a future council meeting on
each of the drafts following
the public exhibition period.

exhibition for four weeks;
along with the draft Community Development Strategy 2015-21.
On both agenda items, West
Ward Councillor Tom Sullivan made amendments to
have reports go before an
Assembly of Councillors before returning to a Council
Meeting.

Elisabeth Elliot may not be
a household name, but she
lived a very full life, and
passed away Monday, June
15 aged 88. Elizabeth has
authored 20 books, and lived
on the edge as a missionary
to the Auca Indians. Elizabeth and her husband Jims
life was made into a movie
called End of The Spear in
2006.
Elizabeth attended Wheaton College, where her studies in classical Greek would
one day enable her to translate unwritten languages. A
year after moving to Ecuador to live as a missionary,
Elizabeth married Jim Elliot
in 1953 in the city of Quito
and continued missionary
work together.
After helping the natives in
the jungles of Ecuador with
medical, food and spiritual

assistance, Jim reached out to


help the Aucas Indians who
were a fierce group whom no
one had succeeded in meeting without being killed.
They had also killed several
workers at an oil companydrilling site nearby. The oil
company closed the site because everyone was afraid to
work there.
Elizabeth kissed Jim goodbye, and he flew off with four
other young men to the Auca
territory and dropped gifts
to show they were friendly.
Later they landed and were
all speared to death, their
guns in their pockets, because they refused to hurt or
kill any of the Auca people.
In time, contacts were established with Auca Natives,
and Elizabeth lived and ate
with the very people whod
killed her husband and

friends. She wrote her story


in her first book Gates of
Splendor.
Elizabeth could have chosen a safer life to live, but
she wanted to squeeze all
she could out of this life.
Translating the Bible for the
Aucas, living in their village
with no comforts of home,
she never got mad at God
about the death of her husband, or gave up her dream.
Elizabeth later became a
conference speaker and a
prolific author. She has left
a good legacy and been promoted through The Gates
Of Splendor, to her Heavenly reward.

To help or to hinder?
Last week I quoted from the
US President Barack Obama
who, commenting on the
Popes recent Encyclical on
climate change, said, As
we prepare for global climate negotiations in Paris
this December, it is my hope
that all world leaders and all
Gods children will reflect
on Pope Francis call to come
together to care for our common home.
We have a profound responsibility to protect our
children, and our childrens
children, from the damaging
impacts of climate change.
I am not sure what you are
expecting from these negotiations in Paris this December but if you read the newspapers there are great things
expected. My problem with
any expectation from United
Nations meetings on climate

change is that I remember


past ones. My memories do
not inspire me to great expectations from the December meeting. You are right
to call me a pessimist and
having negative thoughts
and not being positive, as
I should be. Here is some
news on the United Nations
climate summit of 2013 held
in Warsaw, Poland. For these
details I am indebted to
Naomi Kleins This Changes
Everything (Allen Lane,
England 2014).
This meeting in Warsaw
was sponsored by a number of fossil fuel companies
including a major miner of
coal. At the same time as
this meeting was taking
place the Polish government was hosting a parallel
Coal & Climate Summit
which held up coal as part
of the battle against global

warming. On top of this the


official U.N. climate change
negotiation process gave
its tacit endorsement of the
coal event when its highest
official the executive secretary of the United Nations
Framework Convention on
Climate Change agreed to
deliver a keynote address
to this promotion of coal
as a way to help us address
climate change. Need I say
more?
There was much in the news
lately of the young Australian who asked a question of
the panel on the ABC Q&A
about terrorism. What was
not covered from that same
program was a comment the
Labor politician made about
Australias continued exporting of coal to places like
India. His defence of this
practice was to say that there
were millions of people in

India without electricity


and this was a way of helping them access electricity.
As one of the panel, a musician, then so succinctly put
it, if that is the case and your
concern is for those millions
why dont you just give them
the coal why sell it?
I must say I was a little
nave in my understanding
when it came to how the
fossil fuel multi-billion dollar businesses would react
to the climate change threat
to their finances. I somehow
thought they would directly
attack climate change and
leave it at that. They have
done that, but they have also
done much more. They have
seemingly joined the fight
to support action on climate
change. They have done this
in order to promote their image as they continue to promote fossil fuels. In doing

so they have attacked our


future in two ways. They
have spent millions on supporting anti climate change
high profile groups and
individuals such as the U.S.
Heartland Institute and the
Australian Institute of Public Affairs. However, they
have also infiltrated any environmental group they can
to promote themselves as
helpers in the fight against
climate change. This second
attack on us, our descendants and the planet I was less
aware of. Here are just a few
examples of this practice.
Conservation International,
The Nature Conservancy,
and the Conservation Fund
in the U.S. have all received
money from Shell and BP.
Even, according to Naomi
Klein, the WWF has had a
long relationship with Shell.
Jim Rogers a former CEO

of Duke Energy, one of the


largest U.S. coal-burning
utilities is chairman of the
board of The Nature Conservancy. Even the Sierra
Club has not got clean hands
and between 2007 and 2010 it
took millions from a natural
gas company. Fortunately,
because of grass roots action
and under new leadership it
has cut its ties with the fossil
fuel sector.
However, all of this gives
this writer pause. How
much influence will these
fossil fuel businesses have
on the U.N. Paris summit in
December?

Dear Editor,
I attended the Senate Select
Committee on Wind Turbines at a public meeting
in Melbourne on June 9th.
As the Senate is the highest
level of Federal Government
in Australia, I felt it was an
important event, especially
in the view of my personal
interest in the outcome.
A wind energy company
holds a permit to build a 107
turbine wind farm in this
shire and five are to be built
close to our dwelling.
The Senate enquiry has
uncovered what is a litany
of poor planning, complete
lack of knowledge and indifference to any concerns
that non-host neighbours of
wind energy facilities have.
The aim of the Victorian Labor Government to facilitate
the building of a large number of wind farms has blinded them to pleas of their constituents for a precautionary
approach to be adopted.
Although the Moorabool
Shire put in a submission
and were listed to speak at
the enquiry, they did not
attend, in contrast to the
Moyne Shire, who presented

the Senators with quite a


few facts they needed to be
aware of, one of which illustrated there are many issues
regarding compliance with
the permits that the Councils have very little expertise.
Evidence is building that infrasound and low frequency
sound, audible and inaudible is a problem with wind
turbines and my belief is
inappropriate levels of infrasound could cause adverse
health effects.
What has the wind industry
got to lose by admitting this
fact and working with communities for the betterment
of all?

teller received more than the
routine cash deposit after a
bag of methamphetamine
was found inside a bundle of
money.
Ethan Jarrad, of Dales
Creek, pleaded guilty on
Friday 3 July, to one charge
of possessing methamphetamine, after one point of the
illegal substance was found
folded inside money he had
lent to a friend, the Bacchus
Marsh Magistrate Court
heard.
On January 16 of this year,
Jarrads friend attended the
local bank, where he allegedly handed over the borrowed money before leaving
the premises.
Upon finding the drugs, the
bank teller immediately con-

tacted the police and CCTV


cameras were checked,
eventually leading them
back to the accused.
Jarrad received a police
caution, which included a
compulsory over-the-phone
counselling session, however after sleeping through
the phone call was fined a
total of $427.

A hoon driver who performed repeated burnouts


before crashing into a fence
will have to cough up over
$3000.
On May 2, Matthew Stapleton was allegedly driving
with two passengers in the
vehicle on Myers Road, Pentland Hills, when a series of
burnouts caused the car to
slide under power and dam-

Local police immediately
impounded the car, which
had insufficient tyre tread
and was believed to have
travelled out of control for
250-metres before crashing.
Stapleton, a 22-year-old apprentice painter, said he had
already been charged with
a $1285 impound fee and
$900 in compensation for the

I know what I was doing
was dangerous and I have
learnt my lesson, he said.
The magistrate ordered the
accused to attend a Safer
Drivers Course and fined
him a total of $827.50.
You have now wasted
$3,000 on this stupidity and
I think that is a lesson in itself, he said.

moved here I was shocked
and dismayed to discover
that unlike other Municipalities and shires within
which I have lived, Moorabool has no hard rubbish
collection at all. No green
waste bins and no discount,
let alone free services for
those on health cards who
might be able somehow to
get their hard rubbish to
the transfer station. Poor,
struggling residents cannot
afford to pay their utility
bills. Many need to go to The
Neighbours Place for food
for their families. They have
no funds to pay commercial
rubbish removal businesses.
Compared to other shires we
have very little help in the
matter of rubbish removal. A
discount rate at the transfer
station would be an encouraging innovation. Maybe a
carrot would work better
than a stick.
