This document is a bill to expand the US government's Power Africa initiative to operate in Somalia. Power Africa aims to increase electricity access in Africa. All necessary funds for the enforcement of this bill will be transferred from cuts made in the Department of Defenses annual budget. A budgetary committee made up of the heads from all individual sectors of the Department shall be given responsibility for how and where to make cuts. This bill shall go into effect at the beginning of the next fiscal year, October 1, 2015. All laws in conflict with this bill are hereby declared null and void.
