ISSUES DICUSSED WITH SCC & WBC at the

ANNUAL WALKABOUT OF PARK VIEW ESTATE, FOLLY HILL, FARNHAM


HELD 22nd JULY 2015
In attendance: Patrick Giles (SCC), Denise Le Gal (SCC), Mark Collings (WBC), Julia Potts
(WBC & FTC), John Hurst (PVRA-Chairman) and Mike Downs (PVRA-Deputy Chairman)
Overview:

Most of the work identified in 2014 has been addressed, however several issues
have reoccurred such as the flooding in Grasmere, further deterioration of the
road surface on the spine road especially on Drovers Way at the T junction with
Folly Hill and an increase in the number of Heavy Goods Vehicles using the spine
road.
Grass cutting has improved significantly over the past few months and Glendale
seem to be at last providing an excellent service. It is hoped that this will
continue for the foreseeable future.
Following letters from SCC to Residents whose hedges overhang footpaths, most
have taken action but there are still one or two residents who are determined not
to comply and refuse to take action. SCC need to now write a final letter stating if
not done within 14 days SCC will cut back their overhanging vegetation to their
boundary line and forward the bill to the offending residents for settlement.
With the introduction of the Keep Left central bollards in Drovers Way/Trinity Hill
some two years ago, these have never been cleaned and the first one in Drovers
Way has never been illuminated despite many requests to SCC to rectify and
make safe.
The Residents Committee would like to offer their sincere thanks to Patrick and
Mark for all their efforts in addressing the issues relating to the Park View Estate.

Folly Hill Lane South ~ junction with Drovers Way Water still flows out into Drovers
Way with Heavy Rain better channel needed to ensure spring water flows into the drain
provided when the two new houses were erected two years ago.
SCC issue Patrick will write to the Residents at Numbers 5 & 6 Folly Lane South.

New Central Road Bollard top of Drovers Way should be illuminated at night but
has never worked since first installed 2013. This is a dangerous hazard especially in the dark.
Despite numerous requests from our Chairman John Hurst this has never been put right.
SCC issue New Bollard installed by SCC 20th July so hopefully now resolved.

Footpath West Side of Drovers Way several residents have complained about the
amount of vegetation growth which they would like cut back and the Willow Tree overhanging
the path needs lopping.
WBC to arrange with Glendale Mark will arrange for this work to be done.

Planted area (originally done by FTC) top of Drovers Way Plants overgrown, many
nettles and weeds growing up through shrubs WBC action needed ~ is this another item
which needs to be addressed by Glendale? Julia & Mark will liaise on this to ensure this
area is regularly attended to

Salt Bin top of Drovers Way completely demolished by reckless driver back in May.
All the salt has been strewn over the grass and footpath and has hindered the BT Engineers
whilst they have been working there to repair the demolished Telephone/Broadband distribution
Hub/Cabinet. John Hurst has had many discussions with SCC about replacing the salt bin and
clearing away the salt.

SCC to take immediate action to rectify Denise asked Patrick to ensure that this is dealt
with without any further delay and that the bin is replaced and refilled with Grit/Salt

Drovers Way (flower planter) left unplanted
WBC to liaise with Farnham in Bloom Team - Although plants planted within the last few
days Julia will investigate this further.

Posts outside 6A The Paddock Folly Hill Resident removed these illegally, one post
has been inserted back into the ground but not re-concreted consequently is now leaning over.
The other post has not been put back as the resident insists on using the grassed area for
turning round their vehicle. Consequently WBC has been unable to re-seed the worn out grass
Patrick SCC was discussing this with his legal department, but to date nothing has happened to
replace the missing bollard and re-cement them both in Denise agreed this was
unacceptable and asked Patrick/Mark to install replacement concrete posts asap. Once
done Patrick will send a letter to the residents informing them that they will be
prosecuted if any of the posts are removed again.

HGV Learner Drivers The trainee company instructing these L drivers still insist on
using Drovers Way/Trinity Hill for parking, hill starts and stopping for several minutes to discuss
matters in the cab. This causes other road users considerable safety issues, in some cases
having to go the wrong side of the KEEP LEFT bollards in the centre of the road. It also
creates blind spots for drivers pulling out of the side roads and is a danger to the school
children and their parents when bringing/collecting their children from the school
An issue for both SCC and WBC requiring immediate resolution Denise and Julia to
discuss further and make contact with the MOD

Spine road Drovers Way/Trinity Hill There has been a further deterioration of the
road surface; with many pot holes becoming worse, and even those areas which have had
short term patching are again becoming hazardous.
SCC needs to get the High Ways department to consider resurfacing, especially in view of the
fact that Lawday Link at the top of Folly Hill was completely re-surfaced recently which takes
minimal traffic flows compared to the spine road Patrick will keep under review with the
proviso that the top of Drovers Way will need a complete resurfacing rather than a
temporary patching which has been done as the pot holes become deep enough to
warrant repair.

No. 6 Windsor Crescent State of building and overgrown garden, perimeter fences
in an appalling state with many panels broken and fallen over, especially at the rear of the
property where it backs on to Farnham Park. Neighbours are concerned about the spread of
rats and safety issues for pedestrians and park users.
WBC issue PVRA Committee to speak to residents neighbour at number 5 about the
problem with Rats. They need to send a letter of complaint to the Environmental
Department at WBC.

Windsor Crescent Pot Holes end of Windsor Drive
Review with SCC Patrick said will be monitored

End of Shady Nook State of Asphalt on service road between two end houses.
Review with SCC Patrick was also concerned about drainage problems from the
enlarged driveway being constructed at number 24. Julia/Denise to contact the owner,
Mr & Mrs Taylor, about the drainage concerns and about making good the access path
to Farnham Park.

No. 1 Shady Nook Reminder about path
discuss with Mark Collings Patrick/Denise to review further in conjunction with similar
issue raised by Roger Higgins regarding the large crack which has recently appeared in
the pavement outside his neighbours house, Number 35 Shady Nook and the possible
damaged to manholes from water/dirt.

Water seepage from bank making the footpath, running along the Eastern side of
Trinity Hill above Shady Nook, very dangerous and slippery for pedestrians being very
muddy and constantly wet This was a major issue discussed last year and there was much
debate as to whose responsibility it was to deal with this problem. Councillor Julia Potts has
recently been involved and we believe has established that it is WBCs responsibility. This now
needs to be rectified with some urgency, especially before the winter weather sets in.
Mark Collings needs to pick this up asap - Julia confirmed that WBC are putting in a
French Drain to see if this resolves the problem. If not then SCC will take responsibility
for further investigation as to the cause. It was agreed that this would be expedited with
some urgency to ensure that this seepage is properly dealt with before the winter sets
in.

School sign in Drovers Way School sign is very faded and dirty, needs replacing
and kept clean.
SCC need to action Patrick confirmed sign is to be replaced.

Footpath Drovers Way/Trinity Hill Requires cutting back to avoid bushes and trees
overhanging footpath.
Discuss with SCC/WBC needs adding to contract so attended to at least twice a year Agreed

Second childrens road sign located on Trinity Hill Needs re-positioning and
cleaning.
Should be done in conjunction with (17) above - Patrick to action, concern was made about
the position of the lamppost on which this sign is mounted being too close to the kerb.

Central grassed area around zig-zag path running down from Windermere to
Trinity Hill It was agreed at our recent PVRA AGM by the residents that this area of
grassland should be allowed to grow and form a meadow area.
Mark Collings to discuss with Glendale and advise the PVRA Committee if feasible.

Trinity Hill section of road opposite Hillbrook Rise raised hump has appeared and
damaged kerb stone, temporarily repaired last year, requires sorting
Patrick needs to instruct Highways to programme in repair work.

30mph Warning Sign on Trinity Hill Not working and John Hurst has been liaising
with Denise Le Gal and was led to believe that the sign would be replaced earlier this year but
nothing has happened.
Patrick to progress chase Confirmed that this is already in hand will be replaced shortly.

Steps leading up from Hillbrook Rise to Beck Gardens need spraying with
weedkiller.

Keep left sign top of Trinity Hill some residents have complained that it has been
wrongly positioned. However the Residents committee that its position is OK apart from HGVs
which occasionally mount the pavement to get around it. However it was agreed by Denise
Legal that HGVs would be stopped from using the spine road, and that appropriate signs would
be erected.
SCC to arrange a site meeting between the PVRA/Committee and Denise Legal/Adrian SCC
General discussion took place and an HGV vehicle passed this spot whilst the
discussion was taking place proving the problem. Denise took photos of the offending
vehicle and will look to getting the ban imposed.

Grasmere Road Surface Many potholes, surface is breaking up and needs to be
resurfaced
SCC to instruct Highways to undertake urgently Denise agreed will be resurfaced during
the summer. This will be dealt with in conjunction with item 26.

Flooding in Grasmere This was on last years list, although at the time of the
walkabout work had been undertaken to clear the drains, recent heavy rain has again caused
Grasmere to be flooded. This shows that whatever action was taken last year did not address
the underlying cause. However, whenever we get prolonged heavy rain the road floods and
takes forever to subside. Councillor Julia Potts has been trying to get the problem addressed

but no one seems to be taking the matter seriously again. Whilst the water board has bored
out the drainage pipes the problem seems to be further down Trinity Hill so that when it rains
water back fills and comes out of the drain cover in Grasmere.
SCC/WBC need to take urgent steps to get this long drawn out issue resolved once and for all
Denise agreed to get this resolved before the re-surfacing work completed referred to
in point 25.

Grassed area between Parish Close, Trinity Fields and Grasmere Second area of
grass to be left uncut as meadow land.
Discuss with Patrick/Mark will be looked at with item 20 above.

Drain at the end of Parish Close at the bottom of the incline Thames water
originally dug hole adjacent to drain and left it for 18mths before returning to fill the hole,
maintaining that the problem had been resolved. However the road still floods and the
residents have been unable to get either Thames Water or SCC to do anything about it.
Review with SCC/Patrick to be kept under review.

Ally-way from Grasmere Residents back garden fence/overhanging vegetation an
issue.
Discuss with Patrick as resident refuses to do anything as the place is only rented, we have no
knowledge of who the Landlord is! Patrick will forward an appropriate letter to the
resident.

Footpath between Grasmere and Ambleside Needs re-surfacing, particularly by
No. 16.
SCC issue to be monitored.

Boundary fence around 16 Ennerdale Grove Hedge very overgrown and
overhanging pavement.
SCC needs to send appropriate letter Patrick will forward an appropriate letter.

No. 1 Ullswater Close Hedge overhanging footpath Needs discussion with SCC
Highways as boundary fence is back from road. It is probable that the original builder planted
the beech trees which are now completely covering the footpath.
Need to discuss with Patrick as to who the responsibility lies with for cutting back this
obstruction Patrick will arrange to have the hedge cut back and re-shape the top; John
Hurst asked for them preferably to be lopped.

Footpath across green from Windermere to Grasmere Residents complaining
about Rat Infestation due to dumped waste at rear of houses in Windermere.
Same as (32) need to discuss with Patrick Mark agreed to get the area cleared and will
instruct Glendale to action asap.

Footpath behind/side of No. 11 Windermere close This path needs to be taken on
by SCC Highways as the residents can no longer maintain it issue with overgrown weeds,
mud and dogs! It is made worse by the path acting as drainage for water coming down
Hoghatch Lane where residents have diverted water from running into their residences from the
lane. It is used by children a lot.
Discuss with Patrick as an SCC issue to take up after some discussion it was agreed that
this would be reviewed after the building work at number 6 Hog Hatch Lane is
completed.

Issue with overhanging boundary hedge Number 8 Windermere Close This item
was added whilst walking around.
Patrick will write an appropriate letter to the resident.

Footpath/Steps from Windermere down to Coniston Drive several slabs cracked
and insecure, extremely bad in the wet and dangerous for children and the elderly. Children
use this footpath a lot travelling to and from Folly Hill School.
Issue for SCC Patrick agreed work to replace the damaged slabs and make safe.

Continuing issue with overhanging hedge on boundary of No. 16 Coniston Drive
The Resident has repeatedly been asked to cut back their hedge; has already had many letters
from SCC(Patrick) instructing them to comply. Each year they take a half hearted approach
and trim only a small amount they refuse to comply with SCCs instruction. Other residents
have taken action who have received letters from SCC, either cutting their hedges right back to
their boundary or removing the overgrown hedge entirely. This obstructed pathway is used a

great deal by parents bringing their children to Folly Hill School; many of them park their cars in
Coniston Drive which adds to the problem as there is insufficient room on the path for people to
pass, especially if they have pushchairs, with people trying to get in and out of their parked
vehicle. The asphalt under the hedge has a lot of moss on it which becomes extremely slippery
in the wet and one is forced onto the grass verge which becomes muddy and of course very
slippery as a consequence. The path is also now badly cracked and un-even which is a further
hazard for pedestrians no doubt this is made worse by the roots from this hedge.
SCC should now write to this resident stating, that as they have not complied with previous
written requests, that they have instructed contractors to take the appropriate action and
informed the legal department to recover all related costs from them. Also SCC need to repair
the damaged pathway Patrick agreed to call upon this resident and discuss a
satisfactory resolution to this long drawn out saga and arrange for the path to be
resurfaced

General point need more Penalty Signs put up around the estate about dogs not
fouling the pavements and to clear up any mess which their dog might do.
Discuss with Patrick/Mark Mark will arrange to forward a supply of these signs for the
PVRA Committee to put up.
