If congestion is spread among different hours and days, and on the same NodeB, t

he following parameters can be used to decrease the usage of UL CEs


UlMidRateThd (DCCC): Uplink Mid Bit Rate Threshold.
UlDcccRateThd (DCCC): Uplink Bit Rate Threshold for DCCC.
UlFullCvrRate (DCCC): Uplink Full Coverage Bit Rate.
UlGBR (USERGBR): Uplink GBR for BE service.
UlRateDnAdjLevel (DCCC): set to 3_Rates can be reduced to 2_Rates.
UlRateUpAdjLevel (DCCC): set to 2_Rates can be increased to 3_Rates.
Other Option:
Decrease the Max Bit Rate
Shift R99 traffic HSPA
Reduce Initial bit Rate from 64 to 32kbs
Enable the DCCC Algorithm

1. activate Dynamic CE feature
2. reduce initial bitrate
It also worthwhile to check the UE release distribution in the cell. High UL Ce
usage is also a result of high Rel5 UE penetration , which is a result of return
channels being used which has normally a setting of PS384. best option is to up
grade CE so no performance impact , or reduce the PS max bit rate to 128 which s
hould consume half the amount consumed by PS384.
you can first disable 2ms TTI/reduce number of HSUPA users; or alternatively dis
able HSUPA; Of course this is assuming you've got alot of HSUPA traffic which is
common in most networks currently.
This would be quickest way; you could also check HSUPA max throughput during SHO
and reduce this, especially in case there's lots of overlap between the cells.
